Animals
All owners of dogs, cats or ferrets in the City of Wyandotte are required to register for an Animal License. Applications for an animal license are available for download online, at the Police Department, or Office of the Clerk. In order to obtain an animal license, you must:
- Submit Animal License Application
- Submit documentation from a licensed veterinarian showing that the animal has been vaccinated against rabies.
- Submit license application fee.
Effective October 1, 2011, the yearly fee is $10.00. One-, two-, and three-year licenses are available at the locations mentioned above.
Ordinance Regarding Licensing & Limitation:
Sec. 4-3. Licensing.
All dogs and cats must be licensed with the City of Wyandotte. The annual fee is ten dollars ($10.00) which covers January 1 through December 31. If the license is issued by a licensed veterinarian in the City of Wyandotte, the fee will be divided equally between the city and the veterinarian.
Application for a license shall be made to the DCACA, animal control officer, police department, records bureau, city clerk or to any licensed veterinarian having a business establishment within the city and shall state the breed, sex, age, color and marking of the animal and the name and address of the applicant. The application shall be accompanied by a certificate of a licensed veterinarian showing that the animal has been vaccinated against rabies. Any application made to the city clerk or to any licensed veterinarian as described herein shall be forthwith forwarded to the DCACA or the Wyandotte Police Department for retention and reference information.

Sec. 4-23. Limitation on number of animals.
(a) It shall be unlawful for any person or family to own, keep, or possess, harbor or shelter more than (i) two (2) dogs or, (ii) four (4) dogs, cats or ferrets in total combination provided that there shall be no more than two (2) dogs in said combination, which are four (4) months of age or older, within the corporation limits of the city except as provided in subsection (b) and (c) below.
(b) Notwithstanding the provisions set forth in subsection (a) above, a person or family owning, keeping, possessing, harboring or sheltering more than the allowed number of dogs, cats or ferrets allowed for in this chapter which are four (4) months of age or older within the corporation limits of the city prior to October 15, 1993 shall be allowed to own, keep or possess said animals in excess of the allowed number until said animals die or ownership is transferred, provided that application was made to the Wyandotte animal control officer no later than November 15, 1993 with proper paperwork evidencing that all of said animals are legally licensed by the city and have all of their appropriate shots and are not creating a health hazard or nuisance as set forth in any of the city ordinances.
(c) The provisions of this section shall not apply to any licensed veterinary doctor or technician specializing in the medical treatment or medical observation of dogs and other animals in the city.

AMUSEMENTS IN GENERAL
- It shall be unlawful for any person to stage any public entertainment not otherwise licensed in the Wyandotte Municipal Code without a license from the City Clerk.

- Amusement riding and moving device shall mean any device usually found in an amusement park which is operated for profit, including, but not limited to, ferris wheels, merry-go-rounds, whirligigs and roller coasters.

Amusement Devices
MECHANICAL AMUSEMENT DEVICES
Mechanical amusement device means any machine which, upon the insertion of a coin, slug, token, plate or disc, or the payment of a price, or the use or application of a credit master switch, or limited or unlimited play upon payment of a certain sum, or any other similar type of activity, may be operated by the public generally for use as a game, entertainment, or amusement, whether or not registering a score and whether operated by hand, electricity, or any other form of power.

If the devices are owned by the establishment, the fee shall be sixty dollars ($60.00) every year for each mechanical amusement or mechanical music device within the establishment.

Arcades
ARCADES
Amusement arcade means any place, premises or establishment which is exclusively used for mechanical amusement devices as defined in section 3-91 of the Wyandotte Municipal Code or any business, building or establishment which has a current certificate of occupancy for a use other than an arcade and in addition have fifteen (15) or more mechanical amusement devices at said location.

MERCHANT’S AUCTION
- Merchant's auction is defined as any sale or offering for sale of property by a merchant or retailer to the highest bidder or offering for sale of property at a high price and then offering the same at successive lower prices until a buyer is secured.
- Merchant and retailer are defined as any person, firm, corporation, partnership or other legal entity which engages in the retail sale of goods, wares, property or merchandise.

- Dealer's auction is defined as any business which is primarily designed to sell property through the means of public auction or by sale to the highest bidder on a continuing basis. This definition does not apply to an auction conducted by a retailer or merchant.

- A restaurant shall be defined as a food establishment as defined by PA92 of 2000 (MCL 289.4101) as amended, including a food service establishment as further defined by the said act. This definition does not include a charitable, religious, fraternal, or other nonprofit organization operating a home-prepared baked goods sale or serving only home-prepared food in connection with its meetings or as part of a fund-raising event.

Application for Junk Dealer or Junk Yard must be made in writing and submitted to the City Clerk’s Office. No person shall engage in the business of dealer in scrap iron, scrap metal, scrap wood, used or salvaged auto parts or any form of goods commonly considered as junk, nor assemble the same for the purpose of sale without first obtaining a license.

Massage
MASSAGE ESTABLISHMENT
Massage establishment/massage parlor means any establishment which engages in the practice of massage, and which has a fixed place of business where any person, firm, association or corporation carries on any of the activities as defined in the Wyandotte Municipal Code. Massage establishment includes a health club, health spa, or any physical fitness club or business that offers massages on occasion or incidental to its principal operation.

Movers
FURNITURE MOVERS
No person shall engage in the business of furniture mover without a license issued by the City Clerk. This shall apply to household and office furniture which is in use. It shall not apply to deliveries by merchants who have sold furniture.

No person, corporation, partnership, company or firm, or other entity located in the City shall carry on the business of a Pawnbroker or Secondhand Dealer in the City without being licensed pursuant to the Pawnbrokers Act and Secondhand Dealers Act. A Secondhand Dealer and Pawnbroker's License is not transferable.

PEDDLER’S & TRANSIENT MERCHANTS
- Peddler: Any person who goes about from place to place, selling or offering for sale, goods, wares, merchandise and all kinds of property, traveling on foot or in vehicles, and selling from house to house or by crying his wares from the street. Such term shall include "hawkers" and "hucksters."
- Transient Merchant: Any person engaged temporarily in the retail sale of goods, wares or merchandise, in any place in this City and who, for the purpose of conducting such business, occupies or uses any lot, building, room, structure of any kind. Such term shall include: "itinerant merchants," "itinerant vendors," and persons engaged in selling goods, wares or merchandising at retail in this City who are not on the tax rolls of this City. Any person who commences a business of selling goods, wares and merchandise at retail within this City after the first day of January in any year who is not assessed on the tax roll for that year and who occupies or uses the licensed premises for a period of less than one hundred eighty (180) days shall be deemed a transient merchant.

SOLICITORS & CANVASSERS
- “Canvasser" or "solicitor" shall mean any individual, whether a resident of the City or not, traveling either by foot, wagon, automobile, motor truck or any other type of conveyance, from place to place, from house to house, or from street to street, taking or attempting to take orders for the sale of goods, wares and merchandise, personal property of any nature whatsoever for future delivery, or for services to be furnished or performed in the future, whether or not such individual has, carries or exposes for sale a sample of the subject of such sale or whether he is collecting advance payments on such sales or not, including any person who, for himself or for another person, hires, leases, uses or occupies any building, structure, tent, railroad boxcar, boat, hotel room, lodging house, apartment, shop or any other place within the City for the sole purpose of exhibiting samples and taking orders for future delivery.

PRECIOUS METALS & GEMS
The Michigan Precious Metal and Gem Dealer Act, MCL 445.481 et seq, requires precious metal dealers to register with the local government or local police agency where they intend to do business. The Precious Metal and Gem Dealer Act defines a dealer as "any person, corporation, partnership, or association, which, in whole or in part, engages in the ordinary course of repeated and recurrent transactions of buying or receiving precious items from the public within this state." The Act does not require consumers who are "engaged in the sale, purchase, consignment, or trade of precious items for himself or herself, to obtain a registration."

Tattooing & Tattoo Parlors
TATTOOING & TATTOO PARLORS
As used in this article, unless the context requires a different meaning:
Employee means any person over eighteen (18) years of age, who renders any service in connection with the operation of a tattoo parlor and who receives compensation from the operator of the parlor or patrons.
Tattooing means the creation of an indelible mark or figure upon the human body by insertion of pigment into or under the skin or by the production of scars.
Tattoo parlor means any place or establishment where tattooing is made available.
Owner or operator means a person who owns or controls the operation of a tattoo parlor. This includes individuals, licensees, managers, lessees, sponsors, partnerships, corporations, societies, organizations, associations or any combination of individuals of whatever form or character.
Patron means any person over eighteen (18) years age who receives a tattoo under such circumstances that it is reasonably expected that he or she will pay money or give any other consideration therefor.
