Dear Wyandotte City Counsel Members,
It has recently come to my attention that the citys fire
department is utilizing a 2-man ride on their fire engines. As a
fire fighter myself for the city of Detroit, I fully understand
the importance of having proper manpower on the scene of a fire.
A fire will double in size every few minutes and without proper
manpower, a successful rescue attempt could nearly be
impossible. I am not fully aware of the departments S.O.P's, but
I will assume the job of the engine operator is to secure water.
That would only leave 1 person available for rescue and
suppression. This scenario most likely would happen if other
city fire apparatus were on other calls and would require the
city's fire officials to request mutual aid, in which it could
be several minutes before the extra manpower would arrive.
Being a fire fighter for the city of Detroit, I fully understand
that most cities in this area are faced with significant budget
restraints. However, I do feel that using a 2- man ride poses
serious safety risks to the citizens of Wyandotte and to the
fire fighters who may be forced to attempt a rescue by
themselves.
I hope that you will look into this situation and do your best
to come up with a solution.

Agreement
May 23, 2008
Dear Mayor DeSana and Members of the City Council:
Pursuant to the referenced Agreement, Burton-Katzman requests
that the term of the Agreement be extended for an additional
three (3) months. Recognizable progress has been made in the
performance of Burton-Katzman's obligations under the Agreement
as evidenced by Burton - Katzman's preparation and submittal to
the City of a draft Development Agreement Term Sheet, which
included three alternative site development plans (see
attached). Burton-Katzman is attempting to negotiate a mutually
acceptable agreement with the City at this time.
Burton-Katzman thanks the City and Downtown Development
Authority for its consideration and is prepared to meet with the
City at its convenience to review progress and answer any
questions.

Said application was referred to the Department of Municipal
Service, City Engineer, City Treasurer, Police, Fire and Legal;
copies of which are attached.

Subject: Parking 2356 Biddle Avenue
Dear Mayor and City Councilmembers
c/o Chief,
I spoke with Gregorio Celia today at 12:15 PM and discussed the
parking issue. He indicates that the students who attend a
workshop at the hospital are the root of his parking issues. The
students park along his building on Walnut and are there for
approximately 2 hours which is the current posted limit.
O.O. Sammons has been watching the parking for him and they have
spoke to the hospital to advise the students not to park on
Walnut along his business. I made a recommendation to change the
signs to 1 hour parking instead of 2. At this time, he wishes to
monitor the problem and continue to have O.O. Sammons enforce
the 2 hour limit. I advised him that if the situation does not
correct itself, to call me and I will change the signing to 1
hour. Mr. Celia was satisfied with our discussion.

Dear Mayor DeSana and City Council Members:
The following recommendation is in reply to the Council
Resolution of April 28, 2008.
Mr. Roscoe Clark, of Flint, Michigan, has requested use of the
Bishop Park Dock on June 7, 2008, for a 50th Anniversary of the
construction of the Edmund Fitzgerald. We all know the
significance of this vessel in the history of the Great Lakes.
Saturday, June 7, 2008 is also the date of the highly successful
Wyandotte Fishing Derby and Kids Expo that is sponsored annually
by the Downtown Development Authority and City of Wyandotte.
These two events bring hundreds of children and their parents to
Bishop Park.
Parking is at an absolute premium on this day. With the advanced
age of those who would be attending the Fitzgerald
Commemoration, not being able to park in the vicinity and having
to walk long distances, we the undersigned recommend denial of
this request.

RE: Installation of Electrical at Theatre Site
Dear Mayor DeSana and Council Members:
At a special meeting April 28th 2008, the DDA office approved
the use of Line Item 499-200-850-519 and adopted a resolution
for expenditures of up to $21,500 for the installation of
electrical and a sprinkler system to support the events,
promotions, and seasonal decorations at the undeveloped theatre
site. Tonight the DDA office is seeking City Council action to
support the project below. The project was not previously
specified in the FY 2008 Budget. Outfitting the lot for
electrical came to light upon the loss of the Christmas Tree and
was then considered, and funds are available within the line
item for the project expenses as follows. Please note, the
electrical must be in position at greater than 24 inches before
sprinklers can be installed at a depth of 6 inches and the grass
kept watered
Wiring costs 4/0 wire at $4.15 a foot up to 750 feet $ 2,926
Wy. Electrical Supply Schedule 80 4 inch PVC pipe/materials $

Municipal Services has offered to install wiring ---------

Projected Project Cost $16,117
Work includes materials and labor, sod cutting, trenching,
wiring, and sod replacement. A quote for the trenching portion
was solicited by Engineering staff from several firms and is
being presented to the City Council tonight for acceptance as a
separate item. Please consider action to support the DDA
approval of this project under the existing budgeted amount for
line item Line Item 499-200-850-519.

RE: Electrical Service Project Trenching and Sod Replacement
Dear Mayor DeSana and Council Members:
In April, the DDA staff with the assistance of Engineering staff
requested quotes for trenching as part of a project to install
electrical service at the undeveloped theatre site for events
and decorative uses. A tabulation of the proposals received is
as follows:

Harvey's Electric $9,700 Allowance Labor to dig trenches, to for
more sod three locations and extending $500 fourth from the
third also blowing n string to clear conduit replacing or
reusing sod that is disturbed for each trench.
I recommend the acceptance of the proposal from J & R
Landscaping Maintenance of Wyandotte, Michigan in the amount of
$3,200.00 for the following reasons. It is the lowest best quote
received meeting the specifications, based upon past
satisfactory performance with the City as expressed to me by
engineering staff, and based upon the fact that this quote is
well within the anticipated amount for this task as approved by
the DDA for this work.. The contractor indicated they can begin
quickly as well.

Wyandotte Henry Ford Hospital Community Relations Dept. requests
the use of City Hall to offer blood pressure screening to City

21st, 2008 from 9 a.m. to 11 a.m. -
This service would be offered free of charge and it is hoped
that if it has a successful turnout that this might become a

Council Chambers at the new Police/Court Facility. The Council

Chambers has 750 square feet with 78 chairs for the audience and
the horse-shoe area is 480 square feet, for a total square

Dear Mayor DeSana and Council Members:
On April 28, 2008, you referred to the undersigned a
communication from David Ryder, Tuttle Supply, 2154 Eureka
Avenue, Wyandotte, requesting to place concrete between the
sidewalk and curb in the City Easement. This Department has
reviewed the situation and reports as follows.
There is extensive rutting of the 5'-6" wide area of lawn
between the sidewalk and curb on the west side of 21st Street,
north of Eureka Avenue, beginning at the north side of the
crosswalk crossing 21st Street and extending 102 feet north to
the alley approach. Dirt and other debris from this rutting clog
the street flow line. The undersigned recommends that Mr. Ryder
be allowed to place a minimum eight (8) inch concrete slab in
the area between the curb and sidewalk from the crosswalk at
Eureka Avenue to the alley approach.
If Council concurs with this recommendation, Mr. Ryder can
obtain a permit from the Department of Engineering and Building.
Rough grade and final inspections are required which will verify
that the work is performed in accordance with the City's
requirements.

recommendation of the City Engineer to acquire the property at
1155 Chestnut in the amount of $55,000.00 to be appropriated
from TIFA Area Funds; BE IT RESOLVED that the Department of
Legal Affairs is hereby directed to prepare the necessary
documents and the Mayor, City Clerk and City Attorney, William
R. Look, are hereby authorized to sign said documents; BE IT
FURTHER REOSLVED that the City Engineer is directed to DEMOLISH
same upon completion of the Wyandotte Historical Commission
inspection of the home as it pertains to the preservation of
historical and cultural items for the City of Wyandotte.

communication dated May 1, 2008 to accept the proposal from City
Elevator, Detroit, Michigan, to provide service and maintenance
for the City Hall elevator in the amount of $185.00 per month,
$2,220.00 per year, for a period of five (5) years as per the
attached proposal from City Elevator, and FURTHER, termination
of the agreement may be made by the City of Wyandotte, with no
penalty, by a written thirty (30) day notice of termination.
