Riverside Kayak Connection is partnering with the Wyandotte
Recreation Department for the first Water Safety Day and Kayak
Swap at the Benjamin F. Yack Recreation Center on Saturday,
April 12. This free event will take place from 10:00 am — 4:00
pm. There will be booths from various organizations including
the Friends of the Detroit River, Wyandotte Rotary, and Wayne
County Parks, just to name a few. There will also be
presentations during the day on water safety and a presentation
by former world class paddler Stan Chladek on paddling the
Aleutian Islands. There will be give aways and raffle prizes for
attendees.
We hope to see everyone on Saturday and thank you for your time.

Karen Thomas from the Biddle Gallery to host an art activity in
conjunction with Third Friday on Friday, May 16, 2008. The
Spunky Monkey Art Association is a group of young people working
to promote the arts and culture in the Downriver Area.
In order to conduct this event, they are requesting that the
alley that runs north and south along the Masonic Temple
building, which is also behind the Biddle Gallery, be closed
that day.

We, the undersigned, recommend acceptance of the attached quote
for a 6o" Exmark Mower in the amount of $5,000 from Weingartz
Inc. of Farmington Hills, Michigan. This mower meets the needs
and specifications of the Recreation Department and has been
approved by Mark Engel, of the Department of Public Service.
The State listed price of this mower is $7,192, but with the
trade-in of old equipment, the final cost is $5,000. Funds for
this purchase were approved in the Recreation Department FY2008
budget – account 101-750-850-540.
Your concurrence in this recommendation will be appreciated.

Honorable Mayor James DeSana and City Council,

Dear Mayor DeSana and Council Members:
The Recreation Department has had two new busses on order from
SMART for a period of one year. These busses are for use in our
transportation programs. We were recently informed that due to a
change in manufactures and mechanical problems with the chassis,
that it would be approximately 18 months before delivery of the
first bus.
Therefore, in the interim, I have requested that SMART supply us
with a new van to help with our daily transportation services.
SMART has agreed and attached are the necessary documents for
the City of Wyandotte to receive this van.
The purchase price of the van is $28,665. We must pay only a 5%
administration fee which amounts to $1,433. This amount will be
deducted from the City of Wyandotte's SMART Community Credit
Funds.
I recommend that acceptance of this proposal and the
authorization for the Mayor and City Clerk to sign these
agreements.

Re: Sale of City-Owned Property
Dear Mayor DeSana and City Council Members:
At a recent City Council meeting you requested a response to
receiving unsolicited proposals for the sale of City owned
property for the construction of new single family dwellings.
Attached please find Specification for Acquisition of Vacant
Parcels for the Construction of a New Single Family Home. These
specifications will be available to anyone interested in
purchasing a vacant buildable lot for the construction of a new
single family home. These Specifications are a modification of
the Specifications used when the City is soliciting proposals.
Some of the changes are as follows:
· A suggested minimum bid of $10,000 per lot. However, an
average of the lots sold in the area of the bid will be the
basis for determining the value of the lot.
· Proposals can be delivered to the City Engineer anytime
between the hours of 8:00 a.m. and 5:00 p.m. Monday through
Friday.
· Deposit of 10% of the amount offered for the parcel will be
required.
· Anti-Collusion Affidavit will be required.
If you concur with these specifications, the attached resolution
will authorize the undersigned to negotiate the sale of any
build able City owned property for the construction of a new
single family home with subsequent Agreements forwarded to Your
Honorable Body for review and approval. This process will be
effective May 5, 2008, as the City permitted a window of
forty-five (45) days for previous bidders on the 2005, 2006 and
2007 solicitation to submit proposals.

and the City of Wyandotte for the Labadie Park Property located
at/near St. Johns-Bennett and Second Street to the Railroad. The
purpose of this Intent is to negotiate exclusively with MJC
Companies to acquire this property.
The attached Resolution will authorize the Mayor and City Clerk
to enter into said Intent to Purchase. This Intent to Purchase
will expire on June 30, 2008. Any subsequent Agreements will be
forwarded to Your Honorable Body for review and approval. The
Intent to Purchase has been reviewed by the City Attorney.

District No. 9
3003-05 Biddle Ave.
Dear Mayor and Council,
In accordance with a Council resolution adopted on March 17,
2008, and the Obsolete Property Rehabilitation Act, a public
hearing has been scheduled on April 7, 2008, to consider
establishing an Obsolete Property Rehabilitation District for
the property at 3003-05 Biddle Ave. This action was initiated by
the request of the Mayor and City Council. Per the enclosed
letter from the City Assessor (see Enclosure No. 1), the
property qualifies as an obsolete property.
The Act allows for a reduction in property taxes to encourage
rehabilitating obsolete commercial property. Establishing the
District is the first step in the process. The next step
involves filing an application for an exemption certificate that
must be approved by both the Council and the State Tax
Commission. The application will include detailed information on
the nature and extent of the rehabilitation.
If the District is created and a certificate is eventually
approved, a tax known as the Obsolete Properties Tax would be
levied upon the building for 1-12 years, with the actual
duration to be determined by the Council. The exemption would
not apply to the taxable value of the land or any new personal
property.
The undersigned recommends that the Council establish an
Obsolete Property Rehabilitation District to encourage the
redevelopment of the building. If you concur with this
recommendation, the appropriate resolution is enclosed
(Enclosure No. 2).

ORDINANCE SETTING COMPENSATION FOR
DEPARTMENT OF LEGAL AFFAIRS
THE CITY OF WYANDOTTE ORDAINS:
Section 1. Appointment of Department of Legal Affairs and
setting of compensation.
The City Council confirms the appointment of the law firm of
Look, Makowski and Look, P. C. as the Department of Legal
Affairs for the City of Wyandotte for the time period of April
21, 2008 through April 20, 2010. The annual compensation to be
paid will be the sum of Seventy-Eight Thousand and 00/100 ($78,
000.00) Dollars. The salary is in addition to any reasonable
attorney costs such as filing fees, registration fees and
miscellaneous office costs applicable to the City of Wyandotte.
Section 2. Severability.
All ordinances or parts of ordinances in conflict herein are
hereby repealed, only to the extent necessary to give this
ordinance full force and effect.
Section 3. Effective Date.
This Ordinance takes effect fifteen (15) days from the date of
its passage and a summary shall be published in a newspaper
circulated in the City of Wyandotte within ten (10) days after
the adoption.
On the question, "SHALL THIS ORDINANCE NOW PASS?", the following

AN ORDINANCE ENTITLED
AN ORDINANCE DETERMINING THE SALARY FOR THE WYANDOTTE ENGINEER
THE CITY OF WYANDOTTE ORDAINS:
Section 1. City Engineer.
Commencing with the pay period beginning April 16, 2007 and
expiring on April 20, 2009, the City Engineer shall receive an
annual salary in the sum of $101,504.00 and an annual auto
allowance of $3,000 plus benefits identical to the benefits
provided other non-union general City employees. In addition to
the above, the City Engineer salary shall be increased two {2%}
per cent retroactive to February 1, 2008 and two {2%} per cent
on February 1, 2009.
Section 2. Repeal.
All ordinances or parts of ordinances in conflict herein are

RESOLVED by the City Council that Council CONCURS with the
recommendation of the City Engineer dated April 2, 2008, to
enter into an Intent to Purchase the Labadie Park property with
MJC Companies and that the Mayor and City Clerk are hereby
authorized to execute the Intent to Purchase with MJC Companies.

RESOLVED by the City Council that Council receives the
recommendation from the City Engineer and City Assessor dated
April 2, 2008, regarding the Former 1744-2nd Street, Wyandotte
AND BE IT FURTHER RESOLVED that Council amends the offer from
Michael and Sandra Hudzinski dated April 1, 2008 to a revised
amount of $1,000.00 AND BE IT FURTHER RESOLVED that the
Department of Legal Affairs is hereby directed to amend the
necessary documents to reflect the sale of ten (10) feet of
property and the Mayor and Clerk are hereby authorized to sign
said documents provided, the Hudzinski's accept said amendments.

April 1, 2008, in the amount of $1,600.00 AND BE IT FURTHER
RESOLVED that Council accepts the offer from Edward and Norma
O'Halleron dated April 2, 2008, in the amount of $1,600.00 AND
BE IT FURTHER RESOLVED that the Department of Legal Affairs is
hereby directed to prepare the necessary documents and the Mayor
and Clerk are hereby authorized to sign said documents.

REHABILITATION DISTRICT PURSUANT TO AND IN ACCORDANCE WITH THE
PROVISIONS OF THE OBSOLETE PROPERTY REHABILITATION ACT, PUBLIC
ACT
146 OF 2000, AS AMENDED

RESOLUTION by Councilmember Sheri M. Fricke
RESOLVED BY THE CITY COUNCIL THAT:
WHEREAS, on June 6, 2000, Public Act 146 of 2000, known as the
Obsolete Property Rehabilitation Act (the Act), was signed into
law; and
WHEREAS, as of June 15, 2007, the City of Wyandotte was a
Qualified Local Governmental Unit under Section 2 (k) of the
Act; and
WHEREAS, the City Council concurs with the determination of the
City Assessor dated April 3, 2008, that the building at 3003-05
Biddle Ave. suffers in excess of 50% functional obsolescence and
qualifies as a "functionally obsolete property" as defined in
the Obsolete Property Rehabilitation Act, Act 146 of 2000, and
the Brownfield Redevelopment Financing Act, Act 381 of 1996.
More specifically, the building meets the criteria for
obsolescence as outlined in the City Assessor's Statement of
Obsolescence.
WHEREAS, said property complies with the definition of
commercial property provided in the Addendum to said Act; and
WHEREAS, said property is obsolete property in an area
characterized by obsolete commercial property; and
WHEREAS, on February 25, 2008 the Mayor and City Council,
submitted a letter requesting the establishment of an Obsolete
Property Rehabilitation District for the property at 3003-05
Biddle Ave.; and
WHEREAS, on March 17, 2008 the City Council adopted a resolution
authorizing the City Clerk to complete the actions necessary for
the Council to consider establishing an Obsolete Property
Rehabilitation District for said property; and
WHEREAS, a public hearing notice was published not less than 10
days or more than 30 days before the date of the hearing and
written notice was sent via certified mail to the owners of all
real property within the proposed Obsolete Property
Rehabilitation District notifying them of a public hearing to be
held on April 7, 2008; and
WHEREAS, the City of Wyandotte is authorized under the
provisions of PA 146 of 2000 to establish Obsolete Property
Rehabilitation Districts by resolution;
NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby
finds and determines that the property at 3003-05 Biddle Ave. is
an obsolete commercial property in an area characterized by
obsolete commercial property; and
BE IT FURTHER RESOLVED, that Obsolete Property Rehabilitation
District No. 9 is hereby established for the property at 3003-05
Biddle Ave., said property more fully described as:
Lots 1, 2, 3, and the North 6.5 feet of Lot 4, all of Eureka
Iron and Steel Works Resubdivision of Block 32 as recorded in
Liber 22 of Plats, Page 49, Wayne County Records.
