the used of the show mobile this year. The reason why is for the
national day of prayer. It is to my understanding that the stage
was donated to us last year .We would greatly appreciate it and
it would be a blessing. We plan a one hour event this year and
with your permission and support we can make our day for our
city a successful experience. Please get back with me with the
outcome of your decision as soon as possible.

Dear Mayor DeSana & Council:
As The Guidance Center celebrates a significant anniversary in
2008 – 50 years of serving the downriver community – we look
forward to continuing the productive relationship we have
maintained with local municipalities for five decades. The
partnership between our agency and municipalities has given hope
for individuals and families experiencing mental health and
substance abuse issues.
Unfortunately, many of these mental disorders are experienced by
children and adults in families with low or no income. The
Guidance Center continues to provide services to all who seek
help regardless of their financial situation. With your
contribution you are helping to bring essential services to low
income families in your community. The need for wraparound
mental health services for children and adults is crucial!
Back in 1958 a group of concerned citizens and educators
recognized the need for mental health services in our community
and joined forces to help form The Guidance Center. Since then,
we have worked as a team to respond to the needs of individuals
and their families. Our clinical professionals provide
innovative services and techniques in areas of prevention and
treatment as well as consultative services.
That is why The Guidance Center is more committed than ever to
our mission of enhancing the development and mental well-being
of children, adults, families and communities through the
delivery of creative, innovative, and quality programs. Services
are delivered with excellence and professionalism in an
atmosphere of caring, hope and respect. By staying true to this
mission, we are ensuring that children, families and adults have
the best possible opportunity to lead healthy, successful lives.
Your contribution is more important today than it was 50 years
ago! In our country, nonprofit agencies like The Guidance Center
are charged with providing mental health services. Ironically,
as governmental support for these services has declined, the
demand for the services has increased. In tough times, The
Guidance Center has continued to respond to the needs of
children and families providing innovative services in the areas
of prevention and treatment as well as consultative services.
Along with our outpatient and in-home programs, The Guidance
Center also provides services directly to your residents through
our Prevention Resource Network, Downriver High School, Head
Start, Crisis Response Team and Family Resource Center
including:
Specialists working with your children in classrooms on violence
prevention and substance abuse prevention
Head Start preschool for low-income families offered in 14 sites
downriver
Professionals providing supportive services to Downriver High
School which is an alternative school for students in grades
8-12 who have dropped out or are at risk of dropping out or
being expelled from regular public school
Crisis Response team available to assist municipalities and
businesses when a major crisis occurs
Family Resource Center open to all families offering a resource
library, parent-child playgroups, parenting groups and classes
such as infant massage and positive discipline.
Your voluntary contribution of $3000 will make it possible for
The Guidance Center to continue its commitment in providing
services to low income residents of your community.
The attached report outlines services provided to your
community.
This year I have asked our representative to attend the council
meeting when our proposal is presented so she may answer any
questions you or the board may have about our services. Please

Dear Mayor and City Council,
I Mark Havlicsek have enclosed a letter that was submitted to
the City Council on August 6, 2007 concerning the property at
306 Vinewood. I attended this meeting with intentions of asking
the council what my options were at that time. The council had
unanimously decided to give my deposit back and one council
member suggested that maybe I should try to put a sign on the
lot and try to sell the lot with the house that I proposed. I
was excited about making one last attempt at seeing this project
through since building this house for myself like I originally
planned was not an option due to financial difficulty.
Unfortunately, I was not aware that I would have six months in a
terrible economy to sell this house or I was going to lose my
deposit. When the council agreed to let me put a sign on the
lot, we did not discuss specifics as far as how long I was to be
able to keep the sign there. Nobody had stated to me that I had
6 months or I was at stake of losing my deposit or I clearly
would have taken my deposit back last August. I can clearly
remember at the meeting the council had stated that they will
eventually need to review this situation and figure out what
they were going to do because of the lack of interest in these
lots, but I did not receive any letter with any deadline after
that meeting nor did I receive any letter with a notice to act
or lose my deposit. I feel that I was treated very unfairly in
this situation because I had made an attempt to do what I could
by selling the house and lot pertaining to the councils
suggestion, now I have been informed that I will lose my deposit
that I obviously would have taken in August of 2007 if I knew
that this was going to happen. Under these circumstances, I hope
that the Mayor and City Council would understand my feelings in
this matter and I would like to request my deposit back again at
this time.

Dear Mayor DeSana and City Council Members:
I, Karen J. Krimmel, request having once again come before you
to say my mother and father’s fence is starting to get damaged
by the snow being pushed on it.
The City has giving a warning about this. The warning was dated
3-5-08. The City was permanent on saying no damage to the fence.
My pictures will show that.
On Saturday 3-22-08 I found the plows and taken the snow from
the parking lot right into the fence. (Pitchers will show that).
I made a police report (my name is spelled wrong on it).
I called a Mr. Ticher from the Fort Grove Associates and told
him that the warning was not followed and the people plowing
dismissed what anyone tells them.
I also told him I was going to the Police, the City and anyone
else I could think of.
Mr. Ticher must have called the plow men because during the
night they came and removed the piles of snow (pitchers will
show that).
I found out the name of the plow people Their name is TWC
Contractor (Tim Wood) is in charge.
This is destruction to our fence, it’s a crime now.
Damage done: boards are not even, cracked and chipped board.
This fence is only approximately 6 months old, put up late
August of 2007.

City Council,
I’m wondering if something can be done to avoid damage to a
neighbor’s home or possibly personal injury during a roof job. I
spoke to Claude about what I have experienced as a homeowner
with neighbor’s home within just a few feet of mine and he
acknowledged this as a very real problem.
When I got a permit to redo my roof, I talked to my neighbors
and told them that I would take precautions so their homes would
not be damaged while I was working on mine. I leaned sheets of
plywood over their windows and hung tarps from their gutters to
make sure that anything sliding off my roof would be deflected
to the ground. When they had contractors do their roof there was
no notice or precautions taken and when I got home from work I
had damage to my home. On the one side, I had a broken window,
dented aluminum trim and several marks where shingles hit my
siding. When my neighbor to the west had their roof done I cam
home to a ruined gutter and several black marks on my siding.
Luckily I have vinyl siding which takes a lot of abuse so it
could be restored.
Certainly a lot worse things could happen. A hammer, a roll of
tarpaper, a bundle of shingles, a 2x4 or a workman (!) could
slide down a steep roof very quickly and go through a neighbor’s
window and cause a lot of damage inside or even personal injury.
I believe this could be remedied fairly easily if the city
required an acknowledgment from any neighbor within say 16 ft of
a roof that is going to be worked on. This notice would be
necessary in order to receive a permit and would simply state 1)
approximate starting date 2) that measures would be taken such
as tarps and plywood would be placed to protect their homes
and/or landscaping from damage on the days that work was being
done o their neighbors roof and 3) signature from neighbor
affected by the signature.

Robert Hanna.
I am recommending that this appointment be effective immediately
through June 2008 to fulfill Mr. Hanna's term, and extend
through the next 4-year term which will expire June 2012.

To Mayor and Council Persons:
After receiving the board of review findings regarding the 2008
SEV for my residence at 19 Kreger Drive, Wyandotte, MI 48192, I
would like to submit a request to further review the decision.
Enclosed is a summary of the reasons why I believe my assessment
is too high in value.
I purchased an identical property at 17 Kreger, Wyandotte, MI
48192 on 07/13/07 through ReMax Realty for the purchase price of
$258,000. Shortly after the above purchase, I received
information regarding a bank owned property at 19 Kreger Drive,
Wyandotte, MI 48192. I purchased that property on le/29/07 for
the purchase price of $227,900. I then attempted to sell 17
Kreger Drive, but the property would only appraise at $250,000.
I had to lower the sale price to meet the appraisal price in
which I was forced to accept an $8000 loss.
I had an appraisal completed on 19 Kreger on 12/20/07 which
appraised at $240,000. The appraisal company stated the value
was $10,000 more for 17 Kreger due to the full waterfront view.
The Board of Review stated my taxable value is $135,600, showing
my property value would be $271,200.
After a $8000 loss and appraisals on both properties I owned
($240,000-19 Kreger and $250,000-17 Kreger), I believe the
assessment of $271,200 is unrealistic for the property at 19
Kreger Drive, Wyandotte, MI 48192.

Regarding assessment #57-010-03-0013-000

I am writing to appeal the recommendation of the Board of Review
and Assessment. Per their reply to me, they have reviewed the
information I provided and although have agreed that my property
is still over assessed, do not agree with the approximate value
I have provided. According to their assessment, my state
equalized value will be revised down to $74,500, indicating that
my property has a real value of $149,800 and the taxable value
will be revised up again from $67,739.to $69,296 indicating that
my property is currently being taxed at $135478 and increased to
$138,592 using the 2x multiplier. My research including
additional investigation based on their assumption that the new
development in my neighborhood has added significantly to my
property value still does not at least in the current market
support these amounts. The information that I provided to them
is what I based my revised valuation approximation on and is
based on homes most closely located to this development. I
believe that these taken alone support my recommended state
equalized valuation and taxable valuation of 135k and if looked
at closely would also show that I am being generous in this
amount. (Please see attached copy of cover letter as well as
supplied documentation in package given to board of review, this
details the properties as well comparables.) Research of similar
properties around the City supports that my property to be
likely overvalued based on the 135k amount I suggest.
I have provided what I again think is sufficient documentation
to support my claim for a reduction in the SEV amount as well as
the taxable value to the amount I have provided, and again ask
for what information based on comparables the City has to
support that my value in this or last year's market supports the
current or pending valuation amounts. If the City truly believes
that my home is worth $149,800 or even $138,592 and could
provide a buyer, I would give serious consideration to selling
it. At this point and time, with the competition from all the
homes on the open market and foreclosures, and as the market has
degraded considerably from last year, I would be surprised if I
could sell it at what I purchased it for at 115k.
Additional: Based directly on the taxable values, and fear of
increases, I believe that many citizens, myself included are
reluctant to make improvements to their properties due to the
fact that they will be taxed more based on the value of these
improvements. I would recommend a moratorium on increasing
assessments based on improvements until at least the economy
improves and values truly start to increase. This could help
curb some of the decay evident in our neighborhoods. I have
recently had to get appraisals on several properties due to the
death of a family member and have inquired with the appraising
agents as to how to make these more marketable. The appraisers
have stated that improvements are now not returning on the
investment in salability. The people that are now buying are
bargain hunting. You should also consider waiting until time of
sale to increase the taxable value. This could put some
incentive in investment for long term residents willing to ride
this mess out and improve the overall appearance of the City.
Their investments would pay off for both them and the City. When
the market improves, the taxable amount could then be based on
the true value of the home and be
adjusted accordingly if and when it is sold.

I wish to appeal the tentative assessed 2008 State Equalized
Value and Taxable Value of $100,000 for my home at 190 St. Johns
(57 004 0033 000). I appreciate the initial consideration of the
Board of Review, but still believe the value is too high.
Nationally, and here in Michigan, home values have been
inflated. The Michigan Constitution requires that property be
assessed uniformly at a rate not to exceed 50% of true cash
value. I believe the true cash value of my home to be $176,000.
This is the price I purchased the home for on February 14, 2008.
My mortgage lender, DFCU Financial, had the property appraised
on January 31, 2008 for $186,000. I have attached a copy of this
appraisal for your review. The lender certainly would not let me
or anyone else borrow more than $186,000 from them to purchase
this property.
In conclusion, I believe the State Equalized Value should be
based on the true cash value of $176,000, not the inflated

On March 17, 2008, this office received notification that the
Board of Review for the City of Wyandotte had denied the appeal
of David H. Nelson and Irene Nelson, his wife, regarding the
valuation of the above listed properties. Please consider this
correspondence as an appeal of that decision as is required by
the municipal administrative regulations.
It is the contention of the property owner that the property is
valued at greater than double its true cash value in violation
of the State Constitution and state law. The Assessor has a
great deal of information provided to Wayne County concerning
the value attributable to these properties. We would ask for
your review of that information.
It is our contention that the true cash value of the combined
properties does not exceed $475,000.00, with a combined SEV of
not to exceed $237,000.00. It is not the intention of Mr. or

Dear Mayor and City Council,
According to a recent assessment, the property value of 675 Ford
Avenue is $163,600. It has come to my knowledge that the most
recent comparison of a similar property in a near by location,
of 462 Biddle Avenue, has been sold for $225,000. Mind you, this
is not including business entity at $50,000, as well as,
fixtures and equipment for $25,000. This leaves the real estate
valued at $150,000. As an end result, the assessment for the
property value is $85,000.
Keeping in mind that the previous property example is in a good
location, and the property value is higher due to environmental
settings. For instance, a railroad crossing is just a few feet
away from my property, and is accompanied by a narrow road,
without a center lane.
Clearly, one can see through mild comparison that my property
has been over¬valued by the State Equalized Value System. The
Pervious property example is a great indication of what is most
current and accurate.
Additionally, property value all across the State of Michigan
has been plummeting. The statistics indicated through the media
do not deny our unfortunate recession.
I hope you take my point of view into consideration. I am
sincere about every word that I have expressed, and that is why
I am appealing the Board of Reviewer's decision. I hope that the
City Council will adjust my State Equalized Value as they see
fit.

My calculation of value
Extension of Listing Agreement reducing the asking price to
S10/sq ft gross on the 4200 square feet that remains vacant.
Appearance and Letter of Authorization
It is noted that 1806 Eureka(office), a 1200 square foot free
standing building is asking $8.50/sq ft NNN. Further, I
confirmed that 2010 Eureka(retail) renewed a lease at $10/sq. ft
for a current tenant. As of Thursday, March 20, 2008, there is a
prospect, who wishes to lease 900 square feet, which will
require a 1700 square foot build out as a result of the location
of the doors. It is emphasized that there are NO WINDOWS.
Consequently„ any potential for retail is minimized.
Accordingly, Taxpayer requests a reduction of the True Cash
Value of the above parcel to $720,000 and the corresponding
reduction of the Assessed Value and Taxable Value to $360,000.

months ago from $16.00 a month to $11.00 a month and still they
can’t pay the rent. They are 2 months behind in the rent. They
have been there for 32 years. 3331 – Fort Street, Wyandotte.
Seattle Sutton is one month behind in their rent now. The rent
there is $850 a month.

the appraised value. I have been out of town with work and was
just notified with the opportunity to appeal to the city
council. I will be back on Monday and plan on attending the
meeting and hopefully they will still accept my appeal. Please
respond to let me know this was received. I am asking again my
assessed value to be lowered to half the appraised value which
is 250,000.00.

Dear Honorable Mayor and City Council:
RE: COUNCIL RESOLUTION – MARCH 11, 2008 – 30 MINUTE PARKING
This letter responds to Council Resolution dated March 11, 2008,
relative to the request submitted from Blanche Cooper, 705
Eureka, Wyandotte, Michigan. Ms. Cooper requested the
installation of 30 minute parking based on vehicle obstruction
to her driveway.
The Traffic Bureau reviewed the area in question and recommended
no parking on 7th Street south of Eureka to the driveway located
at 705 Eureka; and thirty (30) minute parking on the east and
west side of 7th Street from Eureka to the alley. This
recommendation will be forwarded to the Police and Fire
Commission for endorsement of a Traffic Control Order at the
next regularly scheduled Commission Meeting of April 8, 2008.
Upon Commission approval, a Traffic Control Order will be
forwarded to City Council. If there are any additional
questions, please feel free to contact the undersigned.

Once again BASF Corporation has granted permission for the
Independence Day Parade Committee to use the parking lot for the
July 4th 2008 Independence Day Parade Line up.
Attached for your approval is a Hold Harmless agreement from
BASF. I am requesting that the City Council authorize the Clerk

(2) suppliers are single source suppliers of these products.
Both suppliers have supplied the golf course since the opening
in 1995. Further, they offer early order discounts and rebates.

Master Gardener of the Wyandotte Shores Golf Course, Diane

Services indicating a change to the 2008 Curbside Yard Waste
Collection Days. The change is as follows; residents that have
their trash collected on Thursday and Friday will have yard
waste collected on Tuesday. Residents that have their trash
collected on Monday, Tuesday, and Wednesday will have their yard
waste collected on Thursday. This change will prevent yard waste
and trash trucks from doubling up on City streets. Republic will
be sending notices informing residents who subscribe to the
Curbside Yard Waste Program of this change.
The cost of the Yard Waste Collection is $60.75. If any resident
is interested in signing up for this program they should contact
Republic at 877-264-5544.

On March 17, 2008, you referred a complaint of Michael Sura,
3827 15th Street, Wyandotte to the undersigned regarding loud
noise coming from Cadon Plating. My office contacted Al Ensign
of Cadon Plating and he indicated that they checked the
equipment on the roof and found no maintenance issues. Mr.
Ensign stated that Cadon runs a blower with a 16 foot stack 24
-7. Mr. Ensign indicated that this equipment would be adjusted
to only run until midnight and not 24hours a day and that should
take care of the noise issues.
My office also contacted Mr. Sura and he indicated that the
noise had stopped. Therefore, no further investigation is
required.

RESOLVED by the City Council that Council hereby APPROVES the
contract as submitted by the Recreation Department for the
rental of the Yack Arena for the Downriver Irish American
Festival to be held on Friday, June 13, and Saturday, June 14,
2008. AND BE IT FURTHER RESOLVED that the Mayor and City Clerk
be directed to execute said contract on behalf of the City of
Wyandotte.

purchase fertilizers, pesticides, herbicides and other products
used to maintain the turf which exceed $2,500.00 from account #
525-750-750-250, not to exceed the budget amount in said account
from Great Lakes Turf, Grand Rapids and Turfgrass, of South
Lyons, Michigan.

RESOLUTION BY COUNCILPERSON Todd M. Browning
RESOLVED by the City Council that
WHEREAS, Pursuant to Act No. 198 of the Public Acts of 1974, as
amended, the City of Wyandotte has established Wyandotte
Industrial Development District No. 21, covering the property
commonly known as 1212 Grove Street, and 3817, 3841 and
3855-13th Street, Wyandotte, Michigan; AND
WHEREAS, Mercury Manufacturing Company, owner of realty located
within said District No. 21, has applied for an Industrial
Facilities Exemption Certificate under provisions of Michigan
Public Act 198 of 1974, as amended, Section 5 (1); AND
WHEREAS, Michigan Public Act 198 of 1974, as amended, Section 5
(2) provides that before action upon an application for an
Industrial Facilities Exemption Certificate, the City Council
shall afford the applicant, the Assessor and a representative of
the affected taxing units an opportunity for a hearing.
NOW, THEREFORE BE IT RESOLVED:
1. That the application of Mercury Manufacturing Company, for an
Industrial Facilities Exemption Certificate originally dated
March 12, 2008, shall remain on file in the office of the City
Clerk where it was received on March 12, 2008.
2. That the City Council shall meet in the City Council
Chambers, Wyandotte City Hall, 3131 Biddle Avenue, Wyandotte,
Michigan, on April 21, 2008, at 7:00 p.m., Local Time, or as
soon thereafter as may be heard, and shall provide the City
Assessor, the applicant, a representative of each of the taxing
units, and any other taxpayer or resident of the City of
Wyandotte an opportunity to be heard on the question of
Mercury's application for an Industrial Facilities Exemption
Certificate with regards to operations within Wyandotte
Industrial Development District No. 21.
3. That the City Clerk immediately inform, by certified letter,
the City Assessor, the applicant, and the legislative body of
each taxing unit which levies ad valorem taxes in the City of
Wyandotte as follows:
a. That the City of Wyandotte has established Wyandotte
Industrial Development District No. 21, and has now received and
will consider applications for Industrial Facilities Exemption
Certificates within said District No. 21.
b. That the City Council shall meet on April 21, 2008, in the
City Council Chambers, Wyandotte City Hall, 3131 Biddle Avenue,
Wyandotte, Michigan, at 7:00 p.m., Local Time, or as soon
thereafter as may be heard to afford the City Assessor, the
applicant, a representative of each taxing unit, and any other
resident or taxpayer of the City an opportunity to be heard with
regard to said application.
c. That said application applies to new machinery, equipment,
and real property improvements at an existing facility, with an
estimated total project cost of $362,400 to be acquired and
installed on the property within said District.
d. That the City Clerk is hereby directed to publish notice in
substantially the following form in the News Herald, Wyandotte
Edition:

EXEMPTION CERTIFICATE UNDER ACT 198 OF THE PUBLIC ACTS OF

p.m., Local Time, a public hearing will be held in the City
Council Chambers, Wyandotte City Hall, 3131 Biddle Avenue,
Wyandotte, Michigan, on the application of Mercury Manufacturing
Company for the issuance of an Industrial Facilities Exemption
Certificate under Act No. 198 of the Public Acts of Michigan, of
