Mercury Manufacturing Company located at 1212 Grove Street is

located at 1212 Grove Street, 3855 13th Street, 3841 13th Street
and 3817 13th Street under the Industrial Development District
No. 21.

Gentlemen and Madam:
I am submitting for your approval the firm of Look Makowski and
Look, P.C., for re-appointment as the Department of Legal
Affairs for the City of Wyandotte for a two-year contract. This
contract will be effective April 16, 2008 to April 15, 2010.
As you are aware, Look Makowski and Look, P.C. took a voluntary
2% reduction in pay in April 2006. I am recommending that their
salary be brought back to the level prior to April 2006 in the
sum of $78,000 per year.
I request your concurrence in the re-appointment of the firm of
Look Makowski and Look, P.C. as the Department of Legal Affairs
for the City of Wyandotte, at a yearly salary of $78,000.

Gentlemen and Madam:
On April 29, 2007, City Council adopted a resolution to
re-appoint Mark A. Kowalewski as the City Engineer for two-year
term retroactive to April 16, 2007 and ending April 20, 2009. At
the time of the re-appointment, it was agreed that in addition
to his annual salary and auto allowance, he would also receive
benefits identical to those provided other non-union general
City employees, except for any approved general salary increase.
(A copy of the ordinance is enclosed). No provision was made for
a salary increase at that time for Mr. Kowalewski because we
were unable to determine what increase, if any, the non-union
City employees would receive.
In light of the resolution adopted by City Council on March 10,
2008, approving changes in wages and other benefits to eligible
non-union general City employees, I am recommending that Mr.
Kowalewski receive the same pay increases.

Please consider the following request for budget amendments by
the DDA. The items for consideration were proposed by the DDA
for City Council approval at their meeting of March 10, 2008.
The amounts would come from the fund balance. A draft of the
minutes is attached and relates the Board discussion, rationale
and intent of the proposed amendments. Minutes have not yet been
approved
Account Number 499-200- 850-518 Fort Street Sign Amendment to
increase line item to $5,500 to cover foot light repairs.
Account Number 499-200- 850-522 Christmas Decorations Amendment
to increase line item to $45,000 to purchase additional
decorations to enhance the downtown display.
Please consider the amendments for approval. The DDA fund
balance has sufficient funds to cover these expenditures at this
time.

for 3003-05 Biddle – Municipal Services Building

Per the request from the City Council dated February 25, 2008 to
establish a single property Obsolete Property Rehabilitation (OPRE)
District at 3003-05 Biddle, the enclosed resolution has been
prepared authorizing the holding of a public hearing for the
Mayor and Council to consider establishing a District.
Additional information regarding the OPRE District will be
presented at the time of the hearing.
If you wish to schedule a public hearing to consider the
request, the following resolution authorizes the actions
necessary for the Council to consider establishing an OPRE
District.

A review of the information provided from the lowest bidder,
Paradigm 2000, Inc. of Detroit indicated they lacked experience.
A review of the information provided from the second lowest
bidder, Advanced Underground Inspection LLC., was satisfactory.
Furthermore, this company has adequately performed televising of
sewers in the past for Wyandotte and there is only a $359.37
difference in the bids.
Therefore, the undersigned recommends the acceptance of the
proposal from Advanced Underground Inspection, LLC. of Westland,
Michigan, in the amount of $65,743.29 as the best bid received
meeting specifications.

Street, the following applies.
Attached please find a warning ticket issued to the owner's of
the property at 3851 Fort Street. The ticket informs the owner
to instruct the snow plow drivers not to plow snow from the
alley or the parking lot into the fences of the residents who
live on 22nd Street.
Further, an inspection was done of Ms. Krimmel's fence and it
appears that no damage was done to it. See enclosed pictures.

Warrior Science Club.

surrounding communities through the Downriver Community
Conference (DCC) to have combined purchasing of commodities such
as salt, cold patch, limestone, sand and other commodities.
Acceptance of bids would still follow the same process Wyandotte
has in place.
The enclosed Resolution would permit Wyandotte to participate in
the DCC's procurement program.

grant would provide funds to conduct an engineering study on the
feasibility of constructing a transient marina at Bishop Park.
If the grant is approved the City will have to provide 50%
matching funds or $20,000 for the study.

AND FURTHER WHEREAS, the foot lights had failed and were in need
of replacement at the Fort Street Sign at Fort and Eureka; BE IT
RESOLVED the City Council CONCUR with AND APPROVE the Downtown
Development Authority recommendation to approve a budget
amendment to the Fort Street Sign line item #499-200-850-518
increasing the line item to $5,500. AND FURTHER WHEREAS, a
recommendation from the Downtown Development Authority's Design
Committee for the purpose of purchasing "Choo Choo Train"
decorations for the entrance of the Central Business District,
including archways and additional lighting and rental space for
Santa downtown AND FURTHER Council CONCURS with and approves the

At a regular session of the City Council of the City of
Wyandotte
RESOLVED BY THE CITY COUNCIL OF THE CITY OF WYANDOTTE
That the City Council authorizes the initiation of action to
establish an Obsolete Property Rehabilitation District for the
property at 3003-05 Biddle Avenue, Wyandotte, MI, 48192, said
property more particularly described as:
Lots 1, 2, 3 and the North 6.5 feet of Lot 4, all of Eureka Iron
and Steel Works Resubdivision of Block 32 as recorded in Liber
22 of Plats, Page 49, Wayne County Records.
RESOLVED FURTHER that the City Clerk is hereby directed to send
written notice by certified mail to the owners of all real
property within the proposed Obsolete Property Rehabilitation
District and shall afford an opportunity for a hearing on the
establishment of the Obsolete Rehabilitation District. Any of
the owners and any other resident or taxpayer of the City of
Wyandotte may appear at the hearing and be heard. The City Clerk
is further directed to publish a public notice of the hearing
not less than 10 days or more than 30 days before the date of
the hearing. The public hearing is scheduled for Monday, April
7, 2008, at 7:00 p.m., Local Time, in the Council Chambers of
the Wyandotte City Hall.

RESOLVED by the Mayor and City Council that the communication
from the City Engineer regarding purchasing of commodities
through the Downriver Community Conference (DCC) is hereby
received and placed on file; AND
BE IT FURTHER RESOLVED that the City of Wyandotte desires to
join a consortium of twenty Downriver Communities in Wayne
County who are members of the Downriver Community Conference (DCC)
to provide collaborative bidding of commodities such as salt,
cold patch, limestone, screen sand, top soil and similar
materials would be advantageous; and that such joint bidding
would seek proposals for one, two and three year option periods;
and that no minimum would be guaranteed so as to allow
flexibility and the exercise of individual Municipal discretion;
NOW THEREFORE BE IT RESOLVED that the City of Wyandotte
authorizes the City Engineer to participate in the Collaborative
Procurement Program through the DCC to purchase certain
commodities in a joint bidding, subject to the City of
Wyandotte's own procurement procedures and practices; AND
BE IT FURTHER RESOLVED that the City of Wyandotte encourages the
DCC to explore and develop further means of reducing expenses in
their respective Departments by collaborating with other
Members.
