the citizens of the downriver area to our annual mass honoring
St Patrick.
This year the mass will be held on Saturday March 15th at 12
noon. It is going to be at St Joseph Catholic Church, 353 Elm
Street.
The Heinzman Irish step dancers will be there, as well as,
Bernie McDonald our Piper.
The mass will be celebrated by Rev Father Michael Cremin an
Irish Pallotine priest, and the pastor of St. Joseph Church.
We hope to see all of you there.

Dear Mayor DeSana,
I am writing to inform you what nice men run the plows in the
streets of Wyandotte.
Wednesday, the day we woke to 10 inches of snow, I got stuck in
the snow on the corner of Twenty-Second Street and Vinewood. I
tried rocking the car over the snow but wasn't getting anywhere.
The city plow was coming by and one young man got out to give me
a push then a second plow came and helped also. I just yelled a
"Thank you" and continued on my way. I wanted the men to know I
was not out joy riding in my convertible but was driving my
grandson to Mt. Carmel to serve a funeral Mass and had a good
reason for being on the roads.
I don't know who the men were but I really appreciated their
assistance. They went above and beyond the call of duty (plowing
the streets). Wyandotte does have the greatest employees. Please
let them know there kindness was appreciated.

Sir: I, Karen L. Krimmel, has still problems with the store’s
snowplow piling the snow on our fence. I spoke to the drivers
and it didn’t matter. We put up this brand new fence not a year
ago and the truck still goes backwards down the wrong way. I
have been to the Police. Please help us. We’ve done everything
the city asked.

My name is Blanche Cooper at 705 Eureka (POB 812) Wyandotte
Michigan 48192
I am requesting that a 30 min parking sign be put at the corner
of 7th & Eureka. For the last 2 years, I have had people parking
on my side of the street and blocking me from getting out of my
driveway. One person parking half way across my drive and it was
necessary for me to drive across the grass and curb. This caused
me to purchase a new muffler on my car. During the day there are
people from the high school parking here also. What I pay taxes
for is to have these people use the school lot. I contacted the
traffic department and Officer Sammons stopped by to see what
the problem was. He suggested I write the Council and see what I
can have done.

Honorable Mayor and Council,
During the February 25, 2008 council meeting, the Council was
asked to approve the DDA 's motion to help Orchards, LLC and
Core Development by agreeing pay their 2007 payment of
$20,000.00, which covers the City's promissory note to Greg
Hornby for the property located at Biddle and Orchard.
After some discussion, the Council decided to table the motion
until the March 10, 2007 meeting. Having had time to reflect on
this; I am concerned that the Council lacked the information
necessary to arrive at an informed decision.
Therefore, I am providing you with a brief historical narrative,
the expenses incurred, demolition photos, an overview of the
project.
It is my hope that we can work together to move forward with
this fine project.

I am writing to seek your concurrence in the appointment of Ms.
Sandy Mush, 345 Spruce Street, Wyandotte, MI, to the Wyandotte
Street Art Fair Committee.
Ms. Mush was a paid consultant for the Wyandotte Street Art Fair
last year. Some of her responsibilities included booking bands
and other entertainment, assisting with press releases, working
with the beer distributor and assisting in the coordination of
the DAP area.
Ms. Mush has expressed an interest in participating as a member
of the Art Fair Committee this year rather than working as a
paid consultant. Because of her enthusiasm and past experience
with the art fair, I believe she will be an asset to the
committee.

Re: Request from Core Development and Orchards LLC
Dear Mayor and City Council:
The recommendation from the Downtown Development Authority to
defer the payment of the sum of $20,000 from Core Development
was referred to our departments for review and report back. The
City of Wyandotte sold to Core Real Estate Group certain
property for development. This property had been acquired by the
City of Wyandotte under the terms of a promissory note. Pursuant
to the purchase agreement with Core, the purchasers agree that
in the event the tax revenue generated by their development was
not sufficient to cover the promissory note payments of the
City, then Core would be responsible to make the additional
payments required to satisfy the promissory note payments.
Core was to complete eight units by December 31, 2006, and 13
units by December 31, 2007. As of now, three units have been
commenced by the purchaser but none have been completed. The
payment of the $20,000 is to reimburse the City for its cost for
the purchase of the property as agreed upon by the parties.
Additionally, the City was able to have this project qualify for
a Neighborhood Enterprise Zone to help facilitate the sales of
the developed units.
Therefore, it is the opinion of the undersigned that the City is
not in a position to defer this payment.

Dear Mayor DeSana and City Council Members,
Attached for your review and approval are tentative agreements
between the City of Wyandotte and the AFSCME Local #894 relating
to the collective bargaining agreement for the five (5) year
period from February 1, 2008 through January 31, 2013. In
summary, these tentative agreements provide for the following:
1. A two percent (2%) wage increase for each year of the
contract. 2. A restructuring of employee classifications to
assist in delivering services to the citizens in a more
efficient manner. 3. Changing the premium sharing calculation
for new hires to match that of other City collective bargaining
units. 4. Eliminating traditional retiree health care for new
hires and establishing Health Savings Accounts for the new
employees.
The undersigned recommends approval of these tentative
agreements. If approval is granted, the undersigned will prepare
a new collective bargaining agreement for the aforementioned
five (5) year period. The Mayor and City Clerk should be
instructed to execute this agreement.

Dear Mayor DeSana and City Council Members,
Attached you will find a correspondence from Fire Chief Michael
D. MacDonald, requesting revisions in various ambulance billing
rates. The ALS rates were originally set in September of 2000
and amended in March of 2002 and February of 2005. The BLS rates
were revised in October of 1997 as well as in March of 2002 and
February of 2005. The undersigned recommend adopting the
following rate changes effective April 1, 2008:
Resident Non-Resident
Advanced Rate $575.00 $675.00
Basic Rate $375.00 $425.00
Also, the reimbursement rate for mileage should be increased to
$8.50 per mile.
The City continues to use Medicare reimbursement rates as a
baseline for establishing our rate. These revised rates have
been increased to a level that would allow for the maximum
reimbursement from Medicare. In addition, the rates will also
allow for future Medicare rate increases without requiring
further upward adjustments by the City. The remaining ambulance
service rates were also evaluated with no revisions deemed
necessary.

Dear Mayor DeSana and City Council Members,
Attached you will find the job description for the Recreation
Superintendent position which was used to solicit external
candidates for the position which is scheduled to be vacant at
the end of May. The changes to the previous job description that
was on file are indicated in bold writing.
These changes were made in order to attract applicants who
possess a broad range of management skills including, but not
limited to, the recreation field. It is anticipated that the
Recreation Department will undergo significant changes in the
future as a result of citizen demand, demographic changes within
the community, and financial restraints facing the City. Thus,
it is imperative that the next Recreation Superintendent possess
the skills to succeed with these challenges.
Also attached is an example of a revised organizational chart
for the Recreation Department. Although this is simply one
example of how the department can be structured in the future,
the important element is that the City should pursue
consolidating many of our functions into a comprehensive
department that provides recreation, leisure, and cultural
opportunities for our citizens. It should be our hope that this
potential consolidation of activities under one manager could
leverage our efforts in these areas to achieve greater success
in publicizing and providing these activities to our residents
and visitors to our city. This draft departmental reorganization
was reviewed with the Recreation Commission with no objections
noted.
As we continue the search for the next Recreation
Superintendent, the City should formally review and adopt a plan
for the Recreation Department that contemplates these potential
changes and any others that arise through the formal discussion
that should be scheduled amongst the elected officials,
commission members, and pertinent department heads regarding
this matter.

Attached please find the summaries for 2005, 2006 and 2007 Sale
of Vacant Lots for New Single Family Homes. The following is a
summarization of this information:
2005: There has been no change since the last update of June 20,
2007. Note: Offered properties to next proposal maker, they were
not interested in purchasing the properties.
2006: Closed on Parcel #14. All other Parcels the status remains
the same since June 20, 2007.
2007: Closed on Parcels #3, #11 and #16. Parcels #10 and #13
have asked to withdraw their proposals and have requested the
return of their deposits. The remaining parcels either no
proposals were received; the purchase agreements were never
executed by either party or the City has not accepted any of the
proposals received.
The undersigned recommends that all Agreements for the Sale of
Vacant Lots for New Single Family Homes from 2005 and 2006 that
have not closed, be rescinded and the properties be re-bid and
the deposits for same be forfeited to the City.
The undersigned further recommends that for all proposals except
Parcel #3, #11 and #16 received for 2007 Sale of Vacant Lots for
New Single Family Home be rejected and the deposits for same be
returned to the proposal makers and the properties be re-bid.
If your Honorable Body concurs with these recommendations, the
attached Resolution will authorize same.

RESOLVED by the City Council that the communication from the
City Engineer and City Assessor dated March 6, 2008 regarding
the Sale of Vacant Lots for New Single Family homes is hereby
received and placed on file; AND BE IT FURTHER RESOLVED that the
City Engineer and Department of Legal Affairs is hereby directed
to proceed with rescinding the purchase agreements on parcels #
1, #2, #3, and #4 from the 2005 Sale of Vacant Lots for New
Single Family Homes and the deposits for same be forfeited to
the City; AND BE IT FURTHER RESOLVED that the City Engineer and
Department of Legal Affairs is directed to proceed with
rescinding the Purchase Agreements on Parcels # 1 and #2 and the
former 615 Orchard for the 2006 Sale of Vacant Lots for New
Single Family Homes and the deposits for same be forfeited to
the City; AND FURTHER that the proposals received for the Sale
of Vacant Lots for New Single Family Homes in 2007: Parcels
#4,#5,#6, #9, #10, #12, #13, #14, #15 and #17 be rejected and
the deposits for same returned to the proposal makers. FURTHER
the City Engineer is authorized to negotiate with any bidder
regarding acquisition of lots within the next 45 days. After 45
days the City Engineer may negotiate with any interested party
regarding the sale of City vacant lots. Proposed purchase
agreements are to be presented to City Council for approval.

$9,299.00 from account # 525-750-850-540 in the amount of
$1,836.80 and account # 525-750-751-250 in the amount of
$7,462.20.

William R. Look, are hereby authorized to sign said documents
and that the City Engineer is directed to DEMOLISH same upon
completion of the Wyandotte Historical Commission inspection of
the home as it pertains to the preservation of historical and
cultural items for the City of Wyandotte.

unsuccessful bidder by the City Clerk and all bid checks be
returned to the unsuccessful bidder by the City Treasurer.
