The City of Wyandotte has a strong commitment to area youth. On
Saturday June 7th, 2008, we would like to have permission to
continue the following popular youth events.
1. The 21st Annual Wyandotte Fishing Derby at Bishop Park from
10 A.M. to 12:30 p.m.
2. The llth Annual Wyandotte Kids' Expo at Bishop Park from Noon
to 4 p.m.
This letter is also being sent to request the Dept. of Public
Service be notified to close the Fishing Pier to the general
public from 9 a.m. to 1 p.m. that day for the Fishing Derby and
that the Bishop Park Shelter be posted and reserved for use by
the Kids' Expo Participants, 11 to 4 p.m.

AUTOMATIC REFERRALS:

utilized the parking lot adjacent to Bishop Park South of Oak
Street west of the river for the Fathers Day Classic Car

Rebuilders, 4261 13th Street
Dear Mayor and Council,
The enclosed resolution approves the application (Enclosure No.
1) filed by the Ecorse Machinery Sales and Rebuilders, 75
Southfield Rd., Ecorse 48229, for a twelve-year exemption of new
personal property taxes at 4261 13th Street, in accordance with
Public Act 328 of 1998, as amended. A Letter of Agreement
between the applicant and the City is also enclosed (Enclosure
No. 2) that specifies the tax consequences if the applicant
relocates their operation outside the City within the first half
of the exemption period. Final approval of the application is
still required by the State Tax Commission.
As noted in a previous communication, Ecorse Machinery has
purchased the former Horizon building and will be relocating
their production business from Ecorse. The existing 70,000
square foot building is predominantly vacant. According to the
City’s Act 328 policy adopted by the Mayor and Council in 2002,
the applicant is eligible for an exemption because they are
occupying a vacant building exceeding 25,000 square feet.
The undersigned recommends that the Mayor and Council adopt the
following resolution (Enclosure No. 3) approving the
application.

RESOLVED by the City Council that Council hereby APPROVES the
request from the Executive Director of the Downtown Development
Authority regarding the 21st Annual Wyandotte Fishing Derby at
Bishop Park and the 10th Annual Wyandotte Kid's Expo. AND BE IT
FURTHER RESOLVED that the DPS shall be notified to close the
fishing Pier to the general public on Saturday June 7th, 2008
from 9:00 a.m. to 1:00 p.m. for the fishing Derby and further
reserve the Bishop Park shelter to be used by the Kid's Expo
participants, 11:00 a.m. to 4:00 p.m. and further the Police and
Fire Departments shall be notified of this event to assist in
the coordination of said events.

RESOLUTION APPROVING A NEW PERSONAL PROPERTY EXEMPTION
APPLICATION UNDER PUBLIC ACT 328 OF 1998, AS AMENDED

RESOLUTION BY COUNCILPERSON Joseph Peterson
At a regular session of the City Council of the City of
Wyandotte.
WHEREAS Pursuant to P.A. 328 of 1998, as amended, after a duly
noticed public hearing held on March 3rd, 2008 the City Council
of the City of Wyandotte, an eligible distressed area as defined
in Section 11 of the State Housing Development Authority Act of
P.A. 346 of 1966, by Resolution, established Wyandotte
Industrial Development District No. 15, on August 31st, 1992 for
property at 4261 13th Street; and
WHEREAS the applicant, the Ecorse Machinery Sales and
Rebuilding, a manufacturing eligible business, has filed an
application for Exemption of New Personal Property; and
WHEREAS Before acting upon said application the City Council of
the City of Wyandotte held a public hearing on the 3rd day of
March 2008, at 7:00 p.m. in the Wyandotte City Hall Council
Chambers at 3131 Biddle Avenue, Wyandotte, Michigan, at which
the Applicant, City Assessor and a representative of the
effected taxing units were given written notice and were
afforded an opportunity to be heard on said Application;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of
Wyandotte that the City Council finds and determines that the
granting of the Exemption of New Personal Property under Public
Act 328 of 1998, as amended, shall not have the effect of
substantially impeding the operation of the City of Wyandotte;
and
BE IT FURTHER RESOLVED THAT if the owner or lessee of a facility
for which an Exemption of New Personal Property under Act 328 of
1998 is in effect relocates that facility outside of the
Industrial Development District during the first half of the
period in which the Exemption is in effect, the owner or lessee
is liable to the city from which it is leaving, upon relocating,
for an amount to be determined in accordance with a Letter of
Agreement executed between Ecorse Machinery Sales and Rebuilding
and the City of Wyandotte. If the City determines that it is in
its best interest, the City may forgive the liability of the
owner or lessee under the terms of the Letter of Agreement. The
payment provided for in the Letter of Agreement shall be
distributed in the same manner as property taxes are
distributed.
BE IT FURTHER RESOLVED THAT the New Personal Property Exemption
when issued shall be, and remain in force and effective for a
period of twelve (12) years, beginning December 31st, 2008, and
ending December 31, 2020; and
BE IT FURTHER RESOLVED THAT Ecorse Machinery Sales and
Rebuilding shall file with the City Assessor two (2) personal
property statements each year: one statement for Exempt New
Personal Property and one statement for all other personal
property; and
BE IT FURTHER RESOLVED THAT the Application submitted by Ecorse
Machinery Sales and Rebuilding is for an Exemption of New
Personal Property that will be located in the following
described parcel of real estate situated within the City of
Wyandotte, in Industrial Development District No. 15,
established on August 31st, 1992.
Land situated in the County of Wayne, City of Wyandotte, State
of Michigan, is described as follows: Lots 27 through 29, EXCEPT
THAT PART OF LOT 29, described as follows: Beginning at the
intersection of the North line of Lot 29 with the East line of
the Subdivision; thence South 14 degrees 37 minutes 30 seconds
West, 20.59 feet along said East line; thence North 89 degrees
07 minutes 40 seconds West, 244.95 feet to the East edge of a
driveway; thence North 00 degrees 02 minutes 00 seconds East,
20.00 feet to the North line of Lot 29; thence South 89 degrees
07 minutes 40 seconds East, 250.14 feet along said North line to
the point of beginning of WYANDOTTE INDUSTRIAL SUBDIVISION NO.
1, according to the plat thereof recorded in Liber 87 of Plats,
page 65 of Wayne County Records. ALSO including that part of Lot
30 of WYANDOTTE INDUSTRIAL SUBDIVISION NO. 1, according to the
plat thereof recorded in Liber 87 of Plats, page 65, Wayne
