RE: The 47th Annual Wyandotte Street Art Fair to be held on July
9-12, 2008.
Dear Mayor and City Council Members:
This letter is being sent to request of the City Council the
following additional parameters and perimeters for the Art Fair
specified in the attached draft resolution. Specifically, it is
the road closure regularly requested the past few years for the
Art Fair from Plum to Pine Street along Biddle, the use of a
parking lot behind Second Step providing for parking delivery
vehicles and a small dumpster which would be displaced from Park
Lot Four, the Garden Art area, and for the use of Parking Lot 10
along First Street as part of the emerging artist area. To
update the Council, the Art Fair Committee is working with the
Jaycees to distribute beer and the Art Fair Committee approved a
request from the Goodfellows to share proceeds in part of the
Chase Bank Parking lot Number 7.
The resolution calls for Wyandotte Boat Club parking along
Biddle as it has been a customary part of the Fair. The
Wyandotte Boat Club has supported the Art Fair and special
events and granted the Art Fair the use of its shower facilities
the past two years while the Yack Arena floor was being coated
or was under reconstruction.
This request is presented within the outline of last years'
fairs, supplementing the October 30, 2007 request and does not
request any additional area to expand outside of those familiar
perimeters realizing traffic and other circulation issues
associated with expansion may not be workable this year.

Dear Mayor and City Council Members:
In accordance with provision of Act #200 of the Public Acts of
1969 of the State of Michigan, please request the Public Works
Department to close Biddle Avenue from 6 PM to 1 AM for the
Independence Holiday Fireworks Celebration scheduled for Friday
June 27, 2008 and for the Friday July 4, 2008 Independence
Holiday Parade from 9:00 a.m. to 1:00 p.m.
The parade will necessitate closing Biddle Avenue from Ford to
Plum. Traffic to be rerouted northbound Third to Ford,
southbound on Fourth from Ford. The fireworks will necessitate
closing Biddle Avenue from Oak Street to Plum. Traffic to be
rerouted northbound Third to Ford, southbound on Fourth from
Ford.
The Chief of Police is requested to apply to the Wayne County
Office of Public Service for a road closing permit; he should be
designated and authorized to sign said street closing permit
document on behalf of the City of Wyandotte. Responsibility for
all damage claims which may arise form the road closing must be
assumed by the City of Wyandotte. The Fire Department should
also be notified of this event to reroute emergency vehicles.

Dear Honorable Mayor and City Council,
At their meeting February 11, 2008, the Downtown Development
Authority discussed a request from Scott Perry and Martha Perry
of Core Development and Orchards LLC. The DDA had referred this
request to the DDA Economic Restructuring Committee in October
and the request was later reviewed by City staff.
It was moved by Norm Walker, and supported by Arta Chiparo and
carried unanimously by the Downtown Development Authority to
recommend to the City Council to grant a deferment of the
payment of the $20,000 from Core Development/Orchards T E and
Scott Perry and Martha Perry to the City until December 31,
2008. The Downtown Development Authority will make the scheduled
payment due on the promissory note to Hornsby Diversified
Management. The payment from Core Development/Orchards LLC was
to have been made to the City to cover the difference between
the Promissory Note payment between the City of Wyandotte and
Hornsby Diversified Management if the guaranteed number of
thirteen (13) condominium units had not been built on the
Orchards site by December 31, 2007. The Perrys had signed a
personal guarantee to cover this payment if not made by the LLC
The DDA requests that the City Council approve this deferral and
asks them to direct counsel to review and revise the agreement
concerning the Orchards T ,C to describe this modification.
Discussing the motion with Mr. Walker and Ms Slack the twenty
thousand dollar payment from Core Development/Orchards T E would
be deferred until December 31, 2008 at which time it would be
due if 13 units were not constructed, then the next payment of
$49,429.86 as stated in the agreement that was to have been for
December 31, 2008 would be deferred if 17 units are not
constructed on the Orchard site by December 31, 2009.

Dear Honorable Mayor and City Council,
At their meeting February 11, 2008, the Downtown Development
Authority took action to approve the FY 2008 Marketing Agreement
with the Wyandotte Business Association also signed by the
Wyandotte Businesses Association. The budgeted amount has been
provided for in the DDA's City Council approved budget.
The DDA requests that you ratify this Agreement as provided
here. Monthly statements are provided to the DDA by the WBA, and
quarterly requests contain a narrative of the anecdotal results
and growth as a result of our promotions. The Marketing Plan
Update will be provided in March.

Dear Mayor DeSana and City Council Members,
At the Police and Fire Commission meeting held on January 15,
2008, the Commission concurred with the Police Chiefs
recommendation to promote the next eligible candidate on the
certified Sergeant's promotion list to the rank of Sergeant upon
an agreement with the union to grant lateral movement in the
event that a Sergeant is returned to the shift. As you are
aware, a current platoon Sergeant has been assigned to the
technology implementation project.
Attached you will find the letter of understanding between the
City and police Unions that addresses the request of the
Commission as well as a correspondence from the Chief of Police
relative to this requested promotion. It is estimated that this
promotion will save the City approximately $4,000 as a result of
this new sergeant being assigned to a shift thus avoiding
overtime costs.
As such, the undersigned recommends Council concur in the
recommendation of the Police Chief and Police and Fire
Commission relative to this matter.

Dear Mayor, City Council Members and Municipal Service
Commission:
The undersigned recommend the enclosed Letter of Understanding
between Century 21 Riverpointe and City of Wyandotte be entered
into. The Agreement sets up the parameters to sell 3003-3005
Biddle to Century 21 Riverpointe.
The building would be sold with Municipal Services provided with
ten (10) years of occupancy for a portion of the building. This
will provide Municipal Service time to relocate their remaining
facilities including the antennas, city phones, cable systems
and computer systems, and studio to another location. The
Agreement also states the City will conduct a public hearing for
a twelve (12) year Obsolete Property Rehabilitation Abatement (OPRA)
for said property.
The General Manager's Office and Financial Operations would be
relocated to City Hall after the Police/Court Project is
finished. The Police/Court Project will free up space at City
Hall with the relocation of the Council Chambers.
We recommend the proposed resolution be adopted.

Dear Mayor DeSana and City Council Members:
A requirement of the City's Storm Water Pollution Prevention
Initiative (SWPPI) is to have the City affirm that they have in
place a legally enforceable Watershed Ordinance. Wyandotte does
via the Wayne County Storm Water Management Ordinance No.
2000-652 as amended (Oct. 19, 2000). The Ordinance affects
property within the Ecorse Creek Watershed and Combined
Downriver (Detroit River) Watershed identified on the enclosed
map. The County Ordinance is further clarified through a
communication from the Director of Watershed Management Division
Wayne County Storm Water Manager on November 22, 2005.
Therefore, the enclosed Resolution will verify with Michigan
Department of Environment Quality (MDEQ) of Wyandotte's intent
to comply with said Ordinance.

at 12:01 AM through Monday, July 14, 8:00 A.M., 2008. 2.)

Wyandotte Boat Club subject to approval and coordination of the
Department of Legal Affairs, Engineering Department and Police
Department. Traffic to be rerouted northbound on Third to
Eureka. 3.) The Chief of Police is directed to apply to the
Wayne County Office of Public Service for the road closing
permit and hereby designated and authorized to sign said street
closing permit document on behalf of the City of Wyandotte.
Responsibility for all damage claims which may arise from said
road closing is assumed by the City of Wyandotte and further
that the Fire Department be notified of said event to reroute
emergency vehicles. 4.) Permission is granted during the Art
Fair to utilize the Parking lot # 10, along, First street
between Elm and Maple Streets for the second annual "Dotte Arts"
Project, the Art Fair's emerging art and entertainment area and
permission is granted to use Parking Lot # 5 at Sycamore Street
and the alley behind Second Step for the Art Fair and delivery
vehicles. 5.) Permission is granted for the Art Fair to utilize
the Chase Bank Building Parking Lot Number # 7 in the area
closest to Third Street, from July 9 through July 12 as paid
parking. The proceeds raised will be shared with the Goodfellows
and with the Art Fair.
