Cole, Superintendent Wyandotte Public Schools to change the
physical location of Precincts 7, Monroe School; 1501 Grove
Street and Precinct 10, Madison School; 2101 Grove Street to the
Lincoln School/Joe Brighton Skills Center; 1940 Ludington
Street.
The above will circumvent a multitude of problems at
Monroe and Madison Schools; from election set up; lack of
parking and maximum utilization of the voting area.
As such, the undersigned requests your concurrence
as outlined above with the assurance that all registered voters
will be notified of said changes in a timely fashion.

Dear Mayor and City Council Members:
The DDA Board has indicated they are concerned over the
appearance of the parking lots and the vacant lots owned by the
City along Oak and between First and Second Street (near Teezers).
They also realize the potential of that lot for private
development and that a significant resurfacing and design
changes or improvements would not be prudent at this time, but
they are looking for a solution. The vacant lot along Oak Street
and east of Teezers is current unpaved. The DDA would like to
discuss the most cost effective and most maintenance and
liability free manner to utilize this lot for overflow parking
for events and to keep up appearances at a gateway to our
downtown.
Further, they are acutely aware that apartment users and
residential uses in the downtown area park their cars overnight
in that lot particularly (and others) and are concerned over the
liability as well as the reduction of parking spots for
customers during the day.
To this end, the DDA would like to let the Mayor and City
Council know of their sincere interest to work with Engineering
Dept. Police Chief and appropriate Dept. Heads. Their wish is to
devise an interim solution to address the concern of overnight
parking and address parking lot maintenance until such time as a
permanent design change would be more accommodating of adjacent
development opportunities.

Dear Mayor DeSana and City Council Members,
Attached you will find a proposal to amend the adoption
procedures relative to the City of Wyandotte Animal Control
facility. Through the efforts of the volunteer group who assists
at the facility, a low-cost animal care provider has been
identified that will provide preliminary veterinary services,
including vaccination and sterilization, to animals who will be
adopted.
The current cost to adopt an animal from our facility is $40.00.
Per the contract signed by the adopter, sterilization and
licensure is a requirement for adoption and a refund of $25.00
is given upon proof of compliance. The proceeds received from
these adoptions are used exclusively for care of animals at the
animal control facility.
The new adoption fees will range from $60.00 to $85.00. The
additional fees will cover the veterinary services outlined on
the attachment as well as licensure for City residents.
Remaining proceeds will continue to be restricted for the sole
use of caring for animals at the facility.
The undersigned recommends concurrence with this proposal and
changes to the adoption policies at our animal control facility.

Dear Mayor DeSana and City Council Members,
The undersigned recommends that the City Council adopt a policy
that requires the solicitation for external applicants when a
vacant position exists within the City. Note that the selection
process for police and fire personnel, as defined by the
collective bargaining agreement, will not change.
This requirement to solicit for external candidates when filling
vacant employment opportunities is consistent with the
provisions of the City of Wyandotte Personnel Policy Handbook
which states the following:
"It is the policy of the City of Wyandotte to select the most
qualified person available for a position based upon the
knowledge, skills, and abilities required to perform the job."
Furthermore, no change is being proposed to the remainder of the
exiting policy that states:
"Preference will be given to present employees who have the
necessary skills and ability when filling vacancies. The City
will promote or transfer present employees to desirable job
openings where qualifications and experience are equal before
hiring a new employee to fill such jobs."
By implementing the requirement to advertise externally for
interested applicants, it will ensure that the most qualified
person is being hired by the City.

RE: Tax exemption for new personal property at Ecorse Machinery
at 4261 13th Street
Dear Mayor and Council:
The enclosed resolution sets March 3, 2008, as the public
hearing date to consider approval of Ecorse Machinery's
application (see Enclosure 1) for a tax exemption for new
personal property, in accordance with Public Act 328 of 1998, as
amended.
Ecorse Machinery has purchased the former Horizon building and
is considering relocating their production business from Ecorse.
The existing 70,000 square foot building is predominantly
vacant. According to the City's Act 328 policy received by the
Mayor and Council in 2002 (see Enclosure 2), the applicant is
eligible for an exemption because they are occupying a vacant
building exceeding 25,000 square feet. Further, the applicant
proposes to bring approximately fifty (50) jobs to Wyandotte and
invest approximately $4.5 million into buildings and equipment
at the site.
The undersigned recommends that the Mayor and Council adopt the
following resolution (see Enclosure 3) authorizing the
undersigned and the City Clerk to complete the procedural items
necessary to consider approving the application.

Enterprise Solutions, Inc., Milford, Michigan, in the amount of
$8,955.40 subject to the submittal of a Certificate of Liability
Insurance naming the City of Wyandotte as an additional named
insured. Payment will be a lump sum payment upon final
acceptance of the work provided, and the work will be funded
from the Police and Court Account No. 400-301-825-340.

Community Conference that $3,900.00 can assist in paying for the
Comcast work.

sent a property maintenance letter to the property owner on
January 20, 2008. The Department of Public Service sent a
graffiti letter dated February 4, 2008. Enclosed please find
both communications.
The Engineering Department and the Department of Public Service
will continue to monitor this property for compliance will the
City's Ordinances.

Dear Mayor DeSana and Council Members:
On January 31, 2008, Smart Office Systems requested via the
attached letter a contractual change request for the furniture
contract for the new Police/Court Building Project. The City of
Wyandotte requires any vendor/contract holder for a project to
issue a performance bond to guarantee the completion of work.
Smart Office Systems is currently in the process of transferring
to a new bank and at the same time completing the purchase of a
new building. Until these items are completed, they are unable
to provide the performance bond required to execute the
contract.
Global Industries which is a Smart Office Systems vendor on this
project is willing to provide the performance bond as well as
enter into a contractual agreement with the City of Wyandotte.
Smart Office Systems in turn will become a sub for Global
Industries and provide all product and services as defined in
the contract.
Smart Office Systems is authorizing Global Industries to assume
the contract.
The undersigned recommends the acceptance of the proposal from

RESOLUTION BY COUNCILPERSON Sheri Fricke
At a regular session of the City Council of the City of
Wyandotte.
WHEREAS Pursuant to P.A. 328 of 1998, as amended, after a duly
noticed public hearing held on August 31, 1992, the City Council
of the City of Wyandotte, an eligible distressed area as defined
in Section 11 of the State Housing Development Authority Act of
P.A. 346 of 1966, by Resolution, established Wyandotte
Industrial Development District No. 15, on August 31, 1992 for
property at 4261 13th Street; and
WHEREAS The applicant, Ecorse Machinery Sales and Rebuilders, a
manufacturing eligible business, has filed an application for
Exemption of New Personal Property; and
WHEREAS Before acting upon said application the City Clerk is
required, in accordance with The General Property Tax Act, Act
206, of 1893, Section 9f (1), as amended, to notify in writing
the assessor of the local tax collecting unit in which the
eligible district is located and the legislative body of each
taxing unit that levies ad valorem property taxes in the
eligible local assessing district in which the eligible district
is located, and shall afford the assessor and a representative
of the affected taxing units an opportunity for a hearing to
express their views at a public hearing or in writing; and
WHEREAS It is the desire of the City Council that such a hearing
shall be held on the 3rd day of March 2008, at 7:00 p.m. in the
Wyandotte City Hall Council Chambers at 3131 Biddle Avenue,
Wyandotte, Michigan.
NOW THEREFORE, BE IT RESOLVED THAT the City Clerk shall cause
notice of such hearing to be published once in a newspaper of
general circulation in the City, the first notice not less than
ten days before said hearing; and
BE IT FURTHER RESOLVED THAT the Clerk shall immediately inform
by written notice the City Assessor, the applicant, and the
legislative body of each taxing unit which levies ad valorem
taxes in the City of Wyandotte, of the Public Hearing.
BE IT FURTHER RESOLVED THAT at said hearing interested persons

RESOLVED by the City Council that the communication
from the City Engineer dated February 6, 2008 regarding the
property at 975 Orange is hereby received and placed on file.
AND BE IT FURTHER RESOLVED that the Department of Engineering
and Building and Department of Public Service is hereby directed
to continue to monitor this property for compliance with City
Ordinances.

CONCURS in the recommendation of the City Engineer as set forth
in his communication dated February 6, 2008 regarding the Office
Furniture Contract for the Police/Court and hereby accepts the
assignment of the contract from Smart Office Systems to Global
Industries, Southfield, Michigan. AND BE IT FURTHER RESOLVED
that the Mayor and City Clerk are hereby authorized to execute
the necessary documents to perform said work.

Michigan. AND BE IT FURTHER RESOLVED that the Department of
Public Service be directed to install same.

with the recommendation of the City Engineer to acquire the
property at 1444 Biddle Avenue in the amount of $75,000.00 to be
appropriated from TIFA Area Funds. AND BE IT FUTHER RESOLVED
that the Department of Legal Affairs is hereby directed to
prepare the necessary documents and the Mayor, City Clerk and
City Attorney, William R. Look are hereby authorized to sign
said documents; AND FURTHER, that the City Engineer is directed
to DEMOLISH same upon completion of the Wyandotte Historical
Commission inspection of the home as it pertains to the
preservation of historical and cultural items as well as any
other items that may benefit the Museum.
