Garfield Neighbor's United will be having a meeting at Garfield
School, 7:00 PM, on Wednesday, February 6, 2008.
Wyandotte's City Assessor, Colleen Keehn, will be our guest
speaker. There are always questions this time of year regarding
the "Board of Tax Review" so she will be at this meeting to
explain the process and answer any questions. The public is
invited.
Representatives will also be present at this meeting to update the
neighborhood on the "Purple Heart Statue Garden" including
information on plans for the changes that will be made to Superior
Blvd.
Please mark your calendars for February 6th!

Re: Proposed roof improvement, 1580 Oak St.

Mayor James R.DeSana, and Wyandotte City Council:
I am planning to change the roof on my office located at 1580 Oak
St. The new hip roof with second story attic area would replace
the flat roof, eliminating a chronically leaking flat roof.
The proposed plans include an 18 inch overhang, and, with a 4 inch
rain gutter, would result in a 22 inch encroachment on the Oak St.
right-of-way approximately 14 feet 4 inches above grade. I am
asking that the City of Wyandotte grant permission to allow the 22
inch encroachment. I have included Sheets A-1 and A-3 from the
plan drawing, depicting the site plan and the exterior elevations.

SUBJECT: 2008 WYANDOTTE STREET ART FAIR
This communication is in response to Council Resolution dated
October 30, 2007, which requested a review and report back to
Council relative to the proposed road closure expansion for the
Annual Wyandotte Street Art Fair. After meeting with the Art Fair
Committee it was agreed that at this time expansion of street
closure is unnecessary; therefore, road closures will remain the
same. The application for road closure was submitted to Wayne
County Department of Public Services and the permit for road
closure, C-33654, was received and is currently on file.
If there are any additional questions, please feel free to contact
the undersigned.

Dear Mayor and City Council Members:
In accordance with provision of Act #200 of the Public Acts of
1969 of the State of Michigan, please request the Public Works
Department to close Biddle Avenue from 6 PM to 1 AM for the
Independence Holiday Fireworks Celebration scheduled for Friday
June 27, 2008 and for the Friday July 4, 2008 Independence Holiday
Parade.
The fireworks and parade will necessitate closing Biddle Avenue
from Davis to Plum. Traffic to be rerouted northbound Third to
Ford, southbound on Fourth from Ford.
The Chief of Police is requested to apply to the Wayne County
Office of Public Service for a road closing permit; he should be
designated and authorized to sign said street closing permit
document on behalf of the City of Wyandotte. Responsibility for
all damage claims which may arise form the road closing must be
assumed by the City of Wyandotte. The Fire Department should also
be notified of this event to reroute emergency vehicles.

At the meeting of January 15, the Wyandotte Recreation Commission
discussed the lease agreements for the operation of the Bishop
Park Concession, Wyandotte Shores Golf Course, and the Wyandotte
Municipal Boat Ramp. The three lease agreements have been
submitted to the Department of Legal Affairs and approved for
content.
The Recreation Commission feels that the following recommendations
be granted:
Bishop Park Concession Lease to be extended for 2008 to Jerry
Festerman, 27977 Northline, Romulus, MI 48174
Wyandotte Shores Golf Course to be extended for 2008 to Robert

Dear Mayor DeSana and City Council Members,
As you are aware, the City provides post employment health care
benefits to nearly all employees upon retirement. The Government
Accounting Standards Board released Statement Number 45 that
provides guidance for local units of government in recognizing the
cost of retiree health care as well as any "other" post employment
benefits (other than pensions). This new rule requires the
government-wide financial statements to recognize the cost of
providing retiree health care coverage over the working life of
the employee rather than at the time the health care premiums are
paid. This new pronouncement is effective for the year ending
September 30, 2009.
Attached you will find the City of Wyandotte Retiree Health Care
Plan Actuarial Valuation Report as of September 30, 2006. This
valuation was prepared in anticipation of the new pronouncement
mentioned above.
In summary, this report shows that the present value of all
benefits expected to be paid to current plan members as of the
date of the valuation, is between $71 million and $119 million.
The amount of benefits already earned by plan members as of the
date of the valuation is between $59 million and $88 million.
These ranges are the result of using a range of assumptions to
derive the liability.
Although the new standard does not require the City to actuarially
pre-fund these obligations, it is recommended that the City do so.
Currently the City is funding retiree health care benefits on a
pay-as-you-go basis instead of contributing to the liability as it
is earned. The attached valuation indicates that the City should
be contributing between $4.6 million and $5.55 million annually
for these obligations. Currently, the City is paying approximately
$2.3 million only for the current year's cost for retiree
healthcare. Thus, the City would be required to pay an additional
$2.3 million to $3.25 million annually to actuarially fund these
obligations.
This information is being presented to you in an effort to keep
you informed regarding these important obligations and liabilities
facing the City now and into the future.

request of the Director of Museums and President of the Cultural
and Historical Commission dated January 30, 2008 to amend the
resolution dated October 24, 2006 regarding the removal of
historical contents of homes scheduled for demolition in the City
of Wyandotte as follows; the City Engineer shall notify the
Wyandotte Cultural and Historical Commission in advance of
demolition of properties so the Commission will have ample time to
inspect and request preservation and/or removal of contents and
architectural elements which are of historical significance to
Wyandotte and further the Commission may sell any salvageable
items for the benefit of the Wyandotte Museums subject to a yearly
report of sales to be place on file with the Department of
Financial and Administrative Services.
