Wyandotte, Michigan January 7, 2008
Regular session of the City Council of the City of Wyandotte, the
Honorable Mayor James R. DeSana presiding.
ROLL CALL
Present: Councilpersons Browning, Fricke, Kolakowski, Peterson,
Ptak, Sutka
Absent: None
COMMUNICATIONS MISCELLANEOUS:
January 2nd, 2008
Dear Mayor and Council:
We are writing to request the implementation of the next phase of
work on the Purple Heart Memorial Garden. We are requesting
permission for the removal of the statue, which will be sent for
casting and bronzing.
Our committee consists of members of the Beautification Commission
and the local Chapter of the Military Order of the Purple Heart.
We have been meeting and working with City Officials, and have
determined that it is imperative that we remove the statue as soon
as possible. The statue is in a poor state of decay, and any delay
would cause further damage. We have also concluded that further
postponement would have adverse financial consequences.
The Committee is working together to procure funding, through
federal, private and corporate sponsorship, as well as brick
sales. Please find herewith a copy of our current Financial Report
as well as current Landscape and Phasing Plans for this project.
We feel confident that we have obtained adequate funding to
proceed with the Second Phase of this project.
We thank you in advance for your continued support in this
project. We look forward to your resolution for support, as we
enter the Second Phase of this important historic project.
Regards,
Natalie Rankine, ra
Wyandotte Beautification Commission
PERSONS IN THE AUDIENCE:
Gary Miller, 1750 3rd, relative to the purchase of a garage off of
a city home.
Eula Grooms, 234 Vinewood, regarding Mr. Gillenwater who captured
dog on golf course; saved dog from freezing.
COMMUNICATIONS FROM CITY AND OTHER OFFICIALS:
January 3, 2008
The Honorable James R. DeSana, Mayor and City Council Members
3131 Biddle Avenue
Wyandotte, Michigan 48192
Dear Mayor DeSana and City Council Members,
At the Police and Fire Commission meeting held on December 18,
2007, the Commission recommended a promotion to the ranks of
Lieutenant and Sergeant be made as a result of the resignation of
Lieutenant Laura Dayfield. Further, the Commission recommended
hiring Timothy Gates as a new Police Officer.
Based on a review of the City's current resources and
organizational structure, the filling of these positions appear
necessary to provide effective services to the citizens of the
City of Wyandotte.
As such, the undersigned recommends Council approve these
vacancies at the Police Department and concur with the
recommendations of the Police and Fire Commission. Note that Mr.
Gates hiring is contingent on the successful completion of
physical, drug, and psychological testing.
Sincerely,
Todd A. Drysdale
Director of Financial and Administrative Services
January 3, 2008

January 3, 2008
The Honorable Mayor DeSana and City Council
City Hall, Wyandotte, Michigan
Dear Mayor DeSana and Council Members:
Herkimer Radio Service provided a quote to supply the radio
equipment at the police and court facility in April 2005 as part
of the budget study for the project.
In an attempt to solicit other bids, contact was made with
Emergency Radio Services and Great Lakes Tower Antenna with a
follow-up communication sent November 12, 2007 (see attached), to
determine their interest in bidding on radio equipment work. The
only bid received was from Great Lakes Tower Antenna and their bid
was not complete. A request for additional information from Great
Lakes Tower Antenna has not been received.
Therefore, we recommend acceptance of the quote from Herkimer
Radio Service in the amount of $19,999.00, which is the same as
their 2005 quote.
Sincerely,
Mark A. Kowalewski, City Engineer
Todd Drysdale, Director of Finance/Administrative Services
January 3, 2008
The Honorable James R. DeSana, Mayor and City Council Members
3131 Biddle Avenue
Wyandotte, Michigan 48192
Dear Mayor DeSana and City Council Members,
Attached you will find a proposal from Broadspire, the City's
workers compensation service provider, to extend the existing
service agreement for thirty-six (36) months. This agreement would
continue to satisfy the requirements of the State of Michigan's
Workers Disability Compensation Act of 1969 which requires
self-insured entities to have a workers compensation service
provider.
The agreement continues to cover both the General City and the
Department of Municipal Service. Based upon past service usage,
the General City can expect to pay approximately seventy-five
percent (75.0%) of the minimum annual fee under the terms of this
service agreement. Ultimately, the General City will be billed for
actual expenditures based on an audit of actual activity.
An historical summary of the fee schedule is attached. The
undersigned recommends extending this service agreement.
Sincerely,
Todd A. Drysdale, Director of Financial and Administrative
Services
