Dear Mayor and Council:

Wyandotte Municipal Services has recently added Digital Phone to its product offerings from the Telecommunications Department. The Digital Phone service - commonly referred to as Voice over Internet Protocol (VoIP) - was launched on November 1st 2007, after our Beta testing was completed.

The phone service is available for $31.99/month to internet customers with unlimited calls to US, Canada and Mexico. A customer may keep their existing phone number or get a new number.

The "bundled" rate would be $89.93 for our value 'Triple Play" which includes High Speed Lite Internet, Phone and Basic Cable. The rate would be $103.93 for High Speed Residential Internet, Phone and Basic Cable. Wyandotte is proud of the fact that these costs are our normal, posted rates and not specials. When compared to other systems, our costs are actually less than advertised specials from other companies, when the franchise fee and modem charge are added.

The Digital Phone service comes with a large number of features, and we would be available to present these features to you at the City Council Meeting December 3rd or at your convenience.

Jefferson, Detroit, Michigan 48214, Wayne County from Varsity Lounge, Inc. to Bob's Boathouse LLC; transfer location (Governmental Unit) to One (1) Saint John, Wyandotte, MI. 48192, Wayne County; and request a new dance-entertainment permit; included in this request is an amendment from the Liquor Control Commission for a new outdoor service area; added bar.

This request was referred to the Department of Municipal Service, City Engineer, City Treasurer, Police and Fire Chiefs and Legal Department; copies of which are attached.

Dear Mayor DeSana and City Council Members,

A budgeted position has been open in the Fire Department since the resignation of an employee in October. Based on a review of the City's current resources, organizational structure, and staffing expectations, the filling of this position appears necessary to provide effective services to the citizens of the City of Wyandotte.

As such, the undersigned recommends concurring with the recommendation of the Police and Fire Commission to hire Richard Malinowski, III, who was selected from the eligibility list by Mayor DeSana on October 30, 2007.

Note that this employee has successfully passed his physical, drug screen, and psychological examinations.

Dear Mayor DeSana and City Council Members:

In accordance with the McCord Site Development and Real Estate Purchase Agreement with Labadie Park LLC, Paragraph 12.2.0 as amended states as follows:

"In the event Developer fails to submit such a corrective plan within 30 days, in form and substance reasonably acceptable to the City, or should Developer fail to timely implement such corrective plan (subject to the force majeure conditions set forth in Section 12.7 below), City shall have the option to repurchase that portion of the Property which is undeveloped, at the same price, prorated as appropriate, that LP paid to City for that portion of the Property, with the transfer tax to be paid by Developer and the recording fees to be paid by the City."

The City originally sold the property to Labadie Park, LLC at $10,000 per residential unit as approved in the final site plan. The final site plan indicates 89 units; 12 units were built; leaving 77 undeveloped units. An additional parcel was purchased, Lot 66, which increased the number of undeveloped units to 78. Therefore, the City would be purchasing the property for $780,000.00 from the TIFA Area Funds.

If this meets with your approval, I recommend that the Department of Legal Affairs be directed to prepare the necessary documents and the Mayor and Clerk be authorized to execute same.

Dear Mayor DeSana and Council Members:

The Department of Engineering and Municipal Services Water Department have determined that there is a need for additional water service capacity to provide water service to the new development at 1 St. Johns. The existing 4" water main needs to be upgraded to a 12" water main. G. V. Cement's contract with the City for the 2005 Concrete Street Replacement Program, File #4349, includes unit rates for water main installation. Vincent Vitale, President of G.V. Cement has indicated that they can perform this water main installation. The conditions of the contract extension would be as set forth in the attached Amendment to Contract.

The work will be funded from TIFA Water Main Fund Account 492-200.850.532, in the amount of $109,100.00.

The undersigned recommends that this contract extension be approved.

These signatures represent approximately 75% of the residents on the three streets specifically mentioned in Council discussions regarding the possible expansion of the Art Fair north of Oak Street on Biddle. The streets represented are Vinewood, Superior, and Chestnut, from Biddle to Fourth.
