Dear Wyandotte City Council:
As a resident of Grosse Ile I don't have access to the free county
bridge until Dec. 15 and need to reach the Island by way of
Pennsylvania Road in Wyandotte. In driving down Pennsylvania, I
have noticed several things which I would like to share with your
council. One is the corner of Pennsylvania and West Jefferson in
front of the sewage treatment plant which is attractively planted.
As a member of the Island Beautification Committee and a board
member of Keep Michigan Beautiful, I appreciate all efforts to
beautify a community!
Another is the number of dead trees that are lined up underneath
the utility poles along Pennsylvania. Either they are completely
dead or they have lost all of their leaves on the major portion of
the tree. Perhaps you could cut down the dead trees and replace
them with trees that wouldn't grow into the utility poles.
The third observation is a set of unused railroad tracks just
beyond the regular railroad tracks and the turn off to that
auxiliary road running obliquely off Pennsylvania. These tracks go
nowhere and cars bump over them.
I'd like to ask the Wyandotte City Council if those tracks might
be available! The Grosse Ile Historical Society board, of which I
am a member, is working toward securing a railroad car to sit on a
spur next to our historical museum on Parkway. The museum is the
old depot which served the Island when a railroad crossed Grosse
Ile to get to Canada. We'd like to capture the flavor of the old
days when trains regularly came to Grosse Ile. Those tracks would
provide a place where the RR car we're hoping to procure could be
secured.
Would the City of Wyandotte help us with this project by arranging
to remove these unused railroad tracks? Please advise how we
should proceed to make this a possibility.

This letter is being sent to request of the City Council the
parameters and perimeters specified in the attached draft
resolution. This is being presented with an exact outline to last
year and at this time do not request for additional area to expand
acknowledging traffic and other circulation issues may yet be
worked through. This request also addresses the WBA parking lot
use partly for crafters, and paid parking for Crafter Alley
activities.

Gentlemen and Madam:
I am writing to offer my support of the request by the Wyandotte
Street Art Fair Committee to allow the Wyandotte Business
Association to use the southern half of the Oak Street parking lot
for the display and sale of handmade craft items, with the other
half being used either for parking for crafters or for paid
parking for art fair patrons.
There may be people who use that parking lot during the course of
the year at no charge that would have to pay for parking during
the Street Art Fair if they wished to park at that location. When
the post office was built, they were required to provide parking
for their employees and did so by constructing a parking lot on
Chestnut between 1st and rd Streets. This has worked well until
now, however, the post office now provides vehicles to their
employees who deliver mail and the employee parking lot is now
being used to park those vehicles, leaving no place for the
employee parking. If you approve the proposed use of City Parking
Lot #11 during the 2008 Street Art Fair, I will notify the
Wyandotte Postmaster that any employees currently using the City
Lot #11 may have to pay for parking during the Street Art Fair if
they wish to park at that location.
All of you know that the tenants in the apartment complex on the
north side of Oak Street use the City parking lot as well. I think
the day is coming when those who live downtown and use public
parking may have to help pay for the upkeep of the lots they use,
perhaps by issuing permits which would require a fee that could be
used to help maintain our downtown parking lots.
I appreciate the opportunity to express my viewpoint on this
issue. A joint letter will be forthcoming for your consideration
from the City Engineer, Chief of Police, Fire Chief and me with
regard to the possible closing of Biddle Avenue between Oak and
Chestnut, as well as a suggested alternate traffic by-pass during
the 2008 Street Art Fair.

Once again BASF Corporation has granted permission for the
Christmas Parade Committee to use the parking lot for the November
17th, 2007 Christmas Parade Line up.
Attached for your approval is a Hold Harmless agreement from BASF.
I am requesting that the City Council authorize the Clerk and
mayor to affix their signature to his Hold Harmless Agreement so
that we may use the parking lot as we have in years past.

Dear Mr. Kowalewski:
This firm represents Carolina First Bank as Commercial Co-Trustee
for the Maxwell Trowbridge Gail Revocable Trust, and is contacting
you regarding certain issues before the City of Wyandotte,
Michigan referencing the above property. A review of the minutes
of a Show Cause Hearing held on September 10, 2007, and the
minutes of the hearing taken January 31, 2007 provided by your
office indicate a need for necessary repairs to the structure
referenced above.
Please be advised that my client, as Commercial Co-Trustee for the
Maxwell Trowbridge Gail Revocable Trust, stands ready, willing and
able to act as required to provide the funds necessary for the
repair and maintenance to the subject property. Notwithstanding
the foregoing statement, any action taken by my client, as
Commercial Co-Trustee of the Maxwell Trowbridge Gail Revocable
Trust, is contingent upon approval of the Individual Co-Trustee,
Ann Gail, and/or the Trust Beneficiaries. Please be advised also
that, after significant research, it cannot be substantiated that
any request has ever been made by the Individual Co-Trustee, Ann
Gail, regarding the issues discussed in the Transcript of
Testimony provided to my client. It is true that my client expects
the appointment of a new Commercial Co-Trustee in the Wyandotte
area, however, until there is a new Commercial Co-Trustee, my
client is administering the Trust as needed.
If so directed by the Individual Co-Trustee, Ann Gail, you may
expect my client to act expeditiously and in full cooperation.
Additionally, if it becomes apparent that the assets of the Trust
are placed at risk by these proceedings, or if direction on the
part of the Individual Co-Trustee to enact a remedy is not timely
given, my client is prepared to consider acting unilaterally.

RESOLVED by the City Council that Council hereby APPROVES the
requests of the Director of the Downtown Development Authority and
Mayor DeSana for the 2008 Wyandotte Street Art Fair as follows:
1. The Wyandotte Public Works Department be notified to close
Biddle Avenue, from Oak Street to Eureka Road for the 2008
Wyandotte Street Art Fair from Sunday, July 6, starting at 12:01
AM through Monday, July 14, 2008 at 8 AM. North and southbound
traffic will be rerouted on Third Street with detours at Oak
Street and Eureka Road. All truck traffic is to be rerouted to
M-85 (Ford Street) via Eureka or Ford (Northline).
2. Permission is granted to the Wyandotte Business Association for
the use of First Street from Oak to Elm Streets for the display
and sale of handmade craft items as authorized for the WBA and
that the Wyandotte Business Association Crafters' Alley expand
that activity into the entire Parking Lot # 11 at Oak between
First and Second Streets and that they be allowed to also have
paid parking in that lot with funds to return to the WBA as
approved by the Art Fair Committee at their meeting of October 11,
2007 as authorized WBA activities.
3. Permission is granted to close for the 2008 Wyandotte Street
Art Fair from Sunday, July 6, starting at 12:01 AM through Monday,
July 14, 8AM. Sycamore Street, west to Second Street, Elm Street
west to the alley that is between First Street and Second Street
provided that in all these cases emergency access is accommodated
to the satisfaction of the Fire Chief.
4. The Chief of Police is directed to apply to the Wayne County
Office of Public Service for a road closing permit and hereby
designated and authorized to sign said street closing permit
document on behalf of the City of Wyandotte. Responsibility for
all damage claims which may arise from said road closing is
assumed by the City of Wyandotte and further that the Fire
Department be notified of said event to reroute emergency
vehicles.
5. Allow the city sidewalks listed below to be used during the art
Fair only, July 9-12, 2008 and by those merchants who are issued
permits from the art Fair Committee for the following areas Biddle
Avenue: Eureka to Chestnut Street; Oak Street: Van Alstyne to
Third Street; Elm Street: Van Alstyne to Third Street; Maple
Street: Van Alstyne to Third Street; Sycamore Street: Van Alstyne
to Third Street; Eureka Road: Van Alstyne to Third Street; and
First Street: Oak to Maple. Further, this permission should extend
only to those merchants who have been issued a permit. They are
not authorized to sub-contract their space. Enforcement of this
policy should be authorized by the Wyandotte Police Department
under Ordinance 32-1.
6. Permission is granted to utilize the waterfront parking lot #
1, between Elm and Oak, for entertainment and refreshment area,
and permission to use Parking Lot # 4 for Garden Art displays.
7. Permission is granted to the outdoor sale and drinking of all
alcoholic beverages be done by licensed vendors which have been
authorized by the Wyandotte Art Street Air Fair committee and it
is prohibited for any person to bring in their own alcoholic
beverage to said art fair. Enforcement of this policy should be
authorized by the Wyandotte Police Department under Ordinance
25-9.

RESOLVED by the City Council that the total bills and accounts in
the amount of $1,339.504.43 as presented by the Mayor and City
Clerk are hereby APPROVED for payment.
