Gentlemen and Madam:
Mr. Neil J. Sawicki, Law Offices of Neil J. Sawicki, has been
performing the prosecutorial services for the City of Wyandotte
since December 1998.
Attached for your information is Mr. Sawicki's proposal for
performing the duties of City Prosecutor for the City of
Wyandotte for the calendar years January 1, 2008 through
December 31, 2009. I am recommending that the agreement to
retain the services of Neil J. Sawicki, Law Office of Neil J.
Sawicki, be extended for a two-year period commencing January 1,
2008 through December 31, 2009. The terms of the agreement will
be an all-inclusive fixed fee of $2,500 per month, plus
incidental expenditures. There is no increase in the proposed
monthly fee.
Your concurrence in my recommendation concerning this
re-appointment will be very much appreciated.

Dear Madam President and Commission Members,
When I was first hired by the Recreation Department in September
1966, little did I know it was the start of a journey that would
last for over 41 years.
During this time, many great things have happened to the City of
Wyandotte. I believe an even greater future lies ahead. Major
decisions will be made in the areas of recreation and leisure
services in the future that will affect the residents of
Wyandotte for many years to come. They include, but are not
limited to:
A) Phase II of the Yack Arena Project: This will provide for not
only the expansion of recreation programs and services at the
arena but will also replace the Copeland Center as the hub for
senior citizen activities.
B) Yack Arena Parking: With the possible future development of
the property adjacent to the Yack Arena, it is essential to the
success of the facility that adequate parking at a level not
lower than present be maintained to keep the building viable.
C) The future of the Memorial Recreation Center: What should be
the future use of this building? Renovate to a multi-purpose
facility or perhaps go in another direction?
D) Wyandotte Shores Golf Course: The possible addition of a
restaurant with a viewing area to the current clubhouse that
could be used year round to create additional revenues is an
option that should be studied.
E) The 2008 Recreation Master Plan: This plan needs to be
updated for presentation to the DNR in 2008.
The next person in charge of this department needs to be a
young, energetic and educated individual with knowledge of not
only recreation activities and programs but have experience
dealing with people of all ages and understanding the needs of
our ever-aging population.
I thank the City of Wyandotte for a job that was both joyous and
frustrating, sometimes at the same time. I have had the chance
to experience and be challenged by many issues while working for
the City. In addition, I have had the opportunity and pleasure
of working with many wonderful people over the years. I thank
them for their support and assistance.
My most sincere thanks to you, the Recreation Commission, for
your support, enthusiasm, and patience during my tenure as
Superintendent of Recreation. We accomplished a lot together and
you should always be proud of the vision you have for the
recreation needs of this City. I have enjoyed working with you
tremendously.
This being said, I respectfully submit to your honorable body my
intent to retire as Superintendent of Recreation on May 30,
2008.

RE: Request for FY 2008 Budget Amendment and Financial Benefits
Dear Mayor and City Council Members:
Below please find a discussion of action by the DDA
The Downtown Development Authority took action at their meeting
October 22, 2007 to recommend a payment of $2,000 to Heather
Thiede and $2,000 to Lisa Hooper.
It was moved by Gilbert Rose, and supported Norm Walker to for
staff receive a payment of $2,000 each to be paid in the same
fashion as other City employees and to recommend a budget
amendment to the City Council to support that action. Money is
to be taken from the DDA fund balance.
In their discussion it was their intent to offer the same
financial benefits to DDA staff as all union, and eligible non
union full time City employees received in September.

Dear Mayor and City Council Members:
The 47th Annual Wyandotte Street Art Fair will be held on July
9-12, 2008. This letter is sent to request that the Wayne County
Public Works Department be notified to close Biddle Avenue, from
Chestnut Street to Eureka Road for the 2008 Wyandotte Street Art
Fair from Sunday, July 6, starting at 12:01 AM through Monday,
July 14, 8 AM. North and southbound traffic will be rerouted on
Third Street with detours at Chestnut Street and Eureka Road.
All truck traffic is to be rerouted to M-85 (Ford Street) via
Eureka or Ford (Northline).
The Chief of Police is requested to apply to the Wayne County
Office of Public Service for a road closing permit; he should be
designated and authorized to sign said street closing permit
document on behalf of the City of Wyandotte. Responsibility for
all damage claims which may arise from the road closing must be
assumed by the City of Wyandotte. The Fire Department should
also be notified of this event to reroute emergency vehicles.
Also, the Wyandotte Street Art Fair would like to request the
following.
1. Permission to close the local streets of Sycamore Street,
west to Second Street, Elm Street west to the alley that is
between First Street and Second Street and Oak Street to Second
Street provided that in all these cases emergency access be
accommodated to the satisfaction of the Fire Chief and Police
Chief.
2 Permission to allow the city sidewalks listed below to be used
during the Art Fair only, July 9-12, and by those merchants who
are issued permits from the Art Fair Committee:
Biddle Avenue, Eureka to Chestnut Street
Oak Street, Van Alstyne to Third Street
Elm Street, Van Alstyne to Third Street
Maple Street, Van Alstyne to Third Street
Sycamore Street, Van Alstyne to Third Street
Eureka. Road, Van Alstyne to Third Street
First Street, Oak to Maple
Further, this permission should extend only to those merchants
who have been issued a permit. They are not authorized to
sub-contract their space. Enforcement of this policy should be
authorized by the Wyandotte Police Department under Ordinance
32-1.
3. Permission to the Wyandotte Business Association for the use
of First Street from Oak to Elm Streets for the display and sale
of handmade craft items as authorized for the WBA and that the
Wyandotte Business _association Crafters' Alley expand that
activity into the entire Parking Lot Number 11 at Oak between
First and Second Streets and that they be allowed to also have
paid parking in that lot with funds to return to the WBA as
approved by the Art Fair Committee at their meeting of October
11, 2007 as authorized WBA activities.
4. The Wyandotte Street Art Fair Committee request that outdoor
sale and drinking of all alcoholic beverages be done by licensed
vendors which have been authorized by the Art Fair Committee.
Enforcement of this policy should be authorized by the Wyandotte
Police Department under Ordinance 25-9. It is to be prohibited
for any person to bring in their own alcoholic beverages at the
Wyandotte Street Art Fair.
5. Permission for the Art Fair to utilize the Chase Bank
Building Parking Lot Number # 7 in the area closest to Third
Street, from July 9 through July 12 as a fundraising project for
the Special Events Fund. The Art Fair Committee will share
proceeds and will donate a portion of the profits to WAG and to
a local not for profit group to be named by the Art Fair
Committee.
6. Permission to utilize the waterfront parking lot #1, grassy
area, and the adjacent area between Elm and Oak, for an
entertainment and refreshment area and to use Parking Lot #4 for
Garden Art displays.
7. Permission to utilize Biddle Avenue from Eureka to Plum
Street, to be utilized as a designated parking area, under the
control of the Wyandotte Boat Club, subject to approval and
coordination of the Department of Legal Affairs, Engineering
Dept. and Police Department.

Re: Agreement with the School District for Viaduct Maintenance
Dear Mayor and City Council Members:
Attached, for your approval is a request to consider approval of
the Viaduct Maintenance Agreement
A written agreement is continued from last year regarding the
relationship between the DPW, the DDA, and the School District
and its contractors for the maintenance of land around the
Eureka Road viaduct area. Its purpose is to provide among other
things measures for payment, monitoring, planning and
information about team members their roles and provide for the
prospects of each side.
This Agreement has been approved by the Wyandotte School Board
and signed by Superintendent Patricia Cole It was then presented
to the DDA at their meeting October 22, 2007. It was moved by
Norm Walker supported by Heatherleigh Navarre to recommend to
City Council to review and ratify the Viaduct Maintenance
Agreement as attached
Minutes of the meeting are not yet available. Thank you for your

Dear Mayor DeSana and Council Members:
On September 17, 2007, Show Cause Hearing was held in the Office
of the City Engineer presided over by the undersigned regarding
the lack of maintenance and occupancy of the property at 634
Poplar. Attached are the minutes of said hearing.
It was determined by the undersigned that the vacant building is
dangerous and unsafe structure due to property maintenance
violations and should be demolished or brought up to code.
Therefore in accordance with Section PM-107.6 Filing of
findings, I request that your Honorable Body set a hearing to
show cause why the vacant building should not be demolished or
brought up to code in accordance with Section PM-202 Dangerous
buildings, of the Wyandotte Property Maintenance Ordinance.

Subject: Use of Parking Lot at
Dear Mayor DeSana and City Council,
The purpose of this letter is to inquire about using 20 parking
spaces at the north end of the Wyandotte Shores Golf Course as a
potential Park & Ride Lot location. The Park & Ride Lot will
enhance SMART's new route 135 Southshore Express which operates
Monday-Friday during rush hour. The Southshore Express currently
begins/ends at the corner of Eureka & Biddle.
It has been our experience that both the community and local
businesses benefit from the increased exposure a Park & Ride Lot
offers. Quite often passengers will spend their discretionary
income close to where they get on/off the bus.

have attached a copy of a standard Park & Ride Lot Agreement for

Mayor DeSana and City Council of Wyandotte,
We are in the process of trying to establish our new auto repair
business on the corner of Clark and McKinley, in our newly
acquired property. We will not be operational for several weeks;
however, we would like to place a sign on our building stating
the company name and phone number only. The sign is a 10 foot
long by 3 foot wide beige weatherproof canvas with forest green
letting. No additional advertising will be made evident on the
building, except for this sign. The lateness of the season
prohibits us from constructing the brick sign which we intend to
place on the front lawn, hopefully with approval, in the spring.
Therefore we are requesting you approval to place this simple
and unobtrusive sign on our building to establish our identity.

Century Cement Co., Inc. is the apparent low bidder. Century
Cement has been low bidder and performed well on several City of
Wyandotte street and alley construction projects, and is
currently under contract with the City for the 2007 Block Grant
Bituminous Street Repair and Resurfacing Program. Century Cement
has indicated that they can start the project as soon as
possible and can complete the work by the specified completion
date of November 21, 2007, weather permitting.
Alastra Construction is a City of Wyandotte based company whose
bid is within 2% of the bid of Century Cement. Therefore the
bids must be reviewed in accordance with Section 1.03.0 1 b
determining the Lowest Responsible Bidder, of the Contract
Specifications General Conditions, which sets forth the criteria
for determining the lowest responsible bidder.
1.03.01b(a), (b) and (c): Alastra Construction is within 2% of
the apparent low bidder. In phone conversations with Alastra
Construction representatives they have agreed to reduce their
bid to perform the work for the same unit rates as bid by
Century Cement.
1.03.01b(e): Alastra Construction has submitted documents
establishing its incorporation, and as best as can be
determined, Alastra Construction is in compliance with City,
State and local laws. A check of the tax records indicates
Alastra is current in payment of all taxes and obligations due
to the City of Wyandotte.
1.03.01b(h) Alastra submitted a list of previous work
experience, which included similar work to that in this
contract, a list of equipment and supervisory personnel. A check
of a reference indicated satisfaction with Alastra's
performance. Alastra representatives have indicated that they
can begin work as soon as possible and can complete the work by
the specified completion date of November 21, 2007, weather
permitting.
The undersigned recommends acceptance of the proposal from
Alastra Construction, of Wyandotte, Michigan, in the amount of
$101,125.00 as being the best bid received meeting
specifications in accordance with Section 1.03.01 b Determining
the Lowest Responsible Bidder, of the Contract Specifications
General Conditions.

held in the Office the Engineer in the Department of Engineering
and Building, 3131 Biddle Avenue, Wyandotte, Michigan, on
September 17, 2007, and WHEREAS the interested parties were
given opportunity to show cause, if any they had, why the
structure at 634 Poplar has not been repaired in accordance with
the City's Property Maintenance Ordinance, and WHEREAS the
Hearing Officer has filed a report of his findings with this
Council; AND NOW, THEREFORE BE IT RESOLVED, that this Council
shall hold a public hearing in accordance with Section PM-107.7
in the Council Chambers of the Wyandotte City Hall, 3131 Biddle
Avenue, Wyandotte on Monday, November 12th, at 7:00 p.m., at
which time all interested parties shall show cause, if any they
have why the vacant building has not been brought up to code or
why the City should not have the vacant building be DEMOLISHED
or brought up to code at 634 Poplar; AND BE IT FURTHER RESOLVED
that the City Clerk shall give notice of said hearing ten (10)
