Dear Mayor and Council:
My Place Bar and Grill at 806 Biddle Avenue has constructed a game
room within said establishment and currently utilizes fourteen
amusement devices for patrons entertainment.
To my surprise, the above action places myself in conflict with
the cities Arcade Ordinance; Section 3-126 defines an arcade as
any room set aside in a commercial establishment having eight (8)
or more mechanical amusement devices.
The undersigned is regulated by rules and regulations promulgated
by the Michigan Liquor Control Commission as it relates to the
premises, age, time etc. that patrons may patronize and or utilize
said amusement devices. And as such I am requesting that the
license fee for each machine continue to be paid and that your
Honorable body modify the Arcade Ordinance to waive and or delete
the requirement of an arcade license where the premises are under
the control of the Michigan Liquor Control Commission.

Municipal Service
Commission at its regular meeting of August 14, 2007. Resolutions
are as follows:
1. Adoption of new water rates effective October 1, 2007.
2. Authorization to sign a renewal with The Disney Channel and the
Family Channel and to add Toon Disney and Soapnet.
3. Authorization to sign a contract with Fox B 10 Channel Partner
for the addition of The Big Ten Network.
4. Elimination of the light bulb program.

Honorable Mayor and City Council;
As I am sure you are aware, the Wyandotte Museum, Ford-MacNichol
Home is undertaking a much needed and major exterior restoration
plan over the next five years. This began with the new roof and
gutter installation, and continues this summer with the
restoration and stabilization of the front wrap around porch.
The porch restoration was anticipated to happen in two phases,
with Phase One currently occurring, and Phase Two continuing in
the next fiscal year with the generous support of the DDA and a
local corporate sponsor. In a Council resolution dated June 26,
2007, the Grunwell-Cashero Company from Detroit was granted the
contract to restore the porch for the sum of $42,220, with funding
provided by the DDA and the Cultural and Historical Commission.
Over the course of work for Phase One, several unforeseen issues
arose dealing with rotten wood replacement that must be addressed
for the project to be completed properly. Because of this, phase
one has run over budget.
I request Council's approval to continue the porch restoration and
complete the project at the FordMacNichol Home with the present
contracting firm, as per the additional work delineated on the
attached sheet. Some of the work listed is to complete Phase One
of the project, while the rest would complete Phase Two. Much of
this work must be done in order to properly and safely finish the
scope of their initial contract, while the remaining work listed
will come close to completing the restoration, addressing many of
the safety and restoration concerns we currently have.
Since the work was not budgeted until the 08 FY, pending Council
approval, I request permission to continue the project, and
working with Todd Drysdale, Director of Finance and
Administration, issue payment at the turnover of the next fiscal
year, October of 2007. Based on the 2008 DDA budget request, there
will be adequate funds to cover this cost. Preliminary discussion
with the contracting firm, Grunwell-Cashero has resulted in
positive feedback if such a course were pursued - they would be
willing to work with us in this regard.

The Wyandotte Cultural and Historical Commission requests an
additional one week extension to respond to the matter pertaining
to the Memorial Pool. We will submit our response for the August
27th meeting.

Dear Mayor and City Council Members:
Please consider the following budget amendments These were
proposed by the DDA for City Council approval at their meeting
August 13, 2007. The amounts will come from the fund balance.
The resolution was moved by Gilbert Rose and supported by Patt
Slack and carried unanimously that the Downtown Development
Authority recommend to the City Council to concur with and to
approve the Downtown Development Authority recommendation to
approve the use of $15,000 under DDA Line Item 499-200-850-730-519
Land Acquisition for an engineering and architectural study of the
former Masonic Temple Property. Minutes are not yet available.
The resolution was moved by Gilbert Rose and supported by Norm
Walker and carried unanimously that the Downtown Development
Authority recommend to the City Council to concur with and to
approve the Downtown Development Authority recommendation to amend
the budget to provide for the payment of an annual special
assessment on the Wyandotte Theatre in the amount under DDA Line
Item 499-200-850-730-538 Streetscape project.
Please consider these amendments for approval. The DDA fund
balance has sufficient funds to cover these expenditures at this
time.

Dear Mayor and City Council Members:
It has come to the attention of the Downtown Development Authority
that a new entry sign is being planned for the Southeast corner of
Eureka and Fort, and it will essentially be a mirror image of the
attractive masonry entry sign across the street in front of the
Walgreen store. It was the wish of the DDA Commissioners that we
collectively notify you in writing to express our gratitude for
and support of this worthy project. When completed, coupled with
the Walgreen sign and our own DDA digital message center sign, the
all-important Eureka/Fort entryway to our City should be
dramatically enhanced.
This subject, however, leads us to a different but related matter
that the DDA has been considering in recent weeks. While the
Walgreen sign displays the image of the Wyandot Indian family from
the BASF Waterfront Park statue, it is not the City of Wyandotte
logo (copy enclosed) which has been in use, more or less
officially, since 2002. As a matter of fact, it's worth noting and
it perplexes us, that this logo is not used with any degree of
consistency (other than on City letterhead) throughout the City
and among its various departments. Business cards, web sites,
brochures, newsletters, City vehicles, entry signs and buildings
typically utilize a variety of motifs and logos without any
thought as to uniformity or consistency and that makes it rather
difficult for those interested in creating a unified "brand" for
use in marketing our Community to do so with any degree of
success.
In this connection, we call your attention to the lamentably
out-of-date entry signs (there are eight of them in all; none in
the DDA district) that adorn the various entrances to the City of
Wyandotte. All of them need replacement, and all should be
more-or-less the same and we believe that the handsome "letterhead
City logo" should be used in the design process. Enclosed for your
consideration are a few design ideas that the DDA finds appealing.
Unfortunately, since the DDA has no jurisdiction in these areas we
can only offer our suggestions and our encouragement.

communication dated August 24, 2007. AND BE IT FURTHER RESOLVED
that the quote from Grunwell-Cashero in the amount of $25,938.00
to complete said restoration is hereby accepted. AND FURTHER that
the Director of Financial and Administration Services be directed
to cover this expenditure utilizing various funds available from
the DDA in the 2008 budget timeframe.

amendment requests dated August 16, 2007 is hereby received and
placed on file. AND BE IT FURTHER RESOLVED that Council CONCURS in
the recommendation of the Downtown Development Authority and
hereby accepts the proposal from Wilkie and Zanley, Architects to
provide Architectural and Engineering Services for renovations to
the Masonic Temple Building for the purpose of converting it to an
Art Center in the amount of $15,000. AND FURTHER that funds for
said agreement be taken from line item #499-200-850-730-519 and
further that Council appoints Mayor James DeSana, Leo Stevenson,
Rick Geyer, Patt Slack, Jody Chansuolme and Mark A. Kowalewski to
oversee the development of a Master Plan for the Masonic Temple
Building. AND BE IT FURTHER RESOLVED that Council CONCURS with the
recommendation of the Downtown Development Authority to amend the
budget to provide for the payment of an annual special assessment
on the Wyandotte Theatre in the amount under DDA Line Item
