UNFINISHED BUSINESS
RESOLVED by the City Council that the communication from Tom
LeFevre, Len Nadolski and Paul Cole; Bob's Boathouse Restaurant
relative to the request for assistance with the demolition of the
two cinder block buildings located at 1 St. Johns is hereby
received and placed on file. AND BE IT FURTHER RESOLVED that said
communication be referred to the City Engineer, Director of
Financial and Administrative Services for a review and report back
in three weeks.
COMMUNICATIONS MISCELLANEOUS
To the Mayor and City Council,
I would like our city to consider writing an ordinance regarding
DOG RUNS/DOG PENS.
I would like to suggest that residents who choose to pen their
dogs, do so with consideration for their neighbors. Odor, feces
and flies are problems when dogs are penned in an out-of-sight,
out-of-mind manner.
I would like the Mayor and Council to consider an ordinance that
would require DOG RUNS/DOG PENS to be four feet or more from a
shared lot line.

We live at 1229 Poplar and the alley abutting the east side of our
property has been closed to through traffic since we took
residence in 1996. We have used a section of this alley for
parking and have kept it graveled. This has been an inconvenience
for many reasons, a couple being; providing ammunition for school
traffic and making snow removal nearly impossible. Please accept
this letter as petition to allow us to pave or asphalt a portion
of this alley, large enough to park two vehicles. We will contract
and pay for the construction.

Dear Mayor and Council Members
In accordance with the provisions of Michigan Public Act #200 of
1969, and as Downtown Development Authority Executive Director, I
would like to request that the Public Works Dept. please close
Biddle Avenue from 8:00 a.m. to Noon to hold the 64th Annual
Wyandotte Christmas Parade Saturday, November 17, 2007. This
parade has been traditionally scheduled on the third Saturday in
November each year.
The parade will necessitate closing Biddle Avenue from Ford Street
to Plum Street. Northbound traffic would be rerouted to Third
Street and to Ford Avenue and southbound traffic from Ford Avenue
to Fourth Street during that period.
The Chief of Police is requested to apply to the Wayne County
Office of Public Service for a road closure permit. He should be
designated with the authority to sign the street closing permit
documentation on behalf of the City of Wyandotte. Responsibility
for all damage claims which may arise from the road closing must
be assumed by the City of Wyandotte. The Fire Dept should also be
notified of this event to reroute emergency vehicles.

RE: Temporary Parking Lot closure for Autumn Fest October 19th and

I would like to request the temporary closure and use of Parking
Lot Four located east of Biddle Ave. at Sycamore for Autumn Fest
on Friday, October 19th and Saturday, October 20th. The lot will
need to be closed from 8 am on the 19th until 10 pm on the 20th of
October.
We will be combining efforts with the WBA and nonprofit group to
attract visitors down for a great fall event.
Staff will coordinate the events with the Police, DPS and other

established a procedure to address rewards for persons providing
information which will lead to the arrest and conviction or
collection of restitution from individuals responsible for
destruction of public property. I have met with City Attorney
William R. Look and he has reviewed and approved and use of the
attached information sheet and reward application form.
Once approval of this protocol is obtained from the City Council
and the Public Safety Commission, I will see that the forms are
distributed to City Hall and the front desk of the Police
Department.

In response to the petition from Lisa Wilson, 3912 17'h Street and
John Flynn, 3907 18'11 Street to vacate the alley behind their
houses the following applies.
A tabulation of the petition indicates that 100% of the abutting
property owners are in favor of the vacating.
There is a moratorium on alley vacations. However, vacations have
been approved where access to utilities is not limited. In this
case, Wyandotte Municipal Services concurs with the alley being
vacated as described in the attached communication from the
Municipal Service General Manager.
The enclosed resolution will set up a public hearing for said
alley vacation and confirm the vacation of the alley adjacent to
3899 18'1' Street and 3904 17th Street.

The undersigned has received a request from The Wyandotte
Group/43V (Merrill Lynch) to close Biddle Avenue from Eureka to
Oak on September 21' at 6:30 p.m. for the moving of the bull from
their old location at 3217 Biddle to 2912 Biddle.
If you concur with this request, the Chief of Police is requested
to apply to the Wayne County Office of Public Service for a road
closure permit. The Chief should be designated with the authority
to sign the street closing permit documentation on behalf of the
City of Wyandotte. Responsibility for all damage claims which may
be arise from the road closing must be assumed by the City of
Wyandotte. Further, Merrill Lynch is requested to sign a Hold
Harmless Agreement for said event. The Fire Dept should also be

Dear Mayor DeSana and City Council Members,
Attached for your review and approval is a purchase agreement with
Data Conversion Services, Inc., relative to digital imaging of
records in the Engineering Department. The Department of Legal
Affairs has approved this contract as to form.
Included in this purchase agreement is the hardware and software
necessary to digitally store records that are currently being kept
in paper files and filing cabinets. Also included in this project
is the conversion of the existing files to digital format.
If executed properly, this project will allow for all current and
future property records kept by the Engineering Department to be
stored in a paperless environment and should improve the
efficiency of document retrieval by staff members. In addition,
the hardware and software obtained should allow for future digital
imaging of city records in other departments.
The undersigned recommends that City Council approve this purchase
agreement, and the associated budget amendment, and authorize the
Mayor and City Clerk to sign the agreement.

Attention Board Members:
Why is it we have bad plumbing, the sinks back up, electrical
fuses blow all the time and we receive estimated bills on the gas
because there is only one meter and yet everything seems to pass
city_ inspections. When this property was taken over in 2002, the
owner said he would take care of all of this. There was an escrow
put down for all these repairs in 2002. In 2004, $5,639 was taken
out of escrow and still nothing was done.
This Club has been here since 1956, why are these conditions still
the same? City inspectors say nothing is wrong. Yet we have had
our own inspectors come in and they say there are problems with
electrical, plumbing and heating. Mr. Mayhew has received letters
on this, here is a copy.
We have tired a number of times to meet with the Mayor with these
problems and have been ignored. As of September 30, 2007 our
Liquor License will be pulled by Liquor Control.

AN ORDINANCE ENTITLED
AN ORDINANCE TO AMEND SECTION 35-45 OF THE CODE OF ORDINANCES OF
THE CITY OF WYANDOTTE ENTITLED "PARKING IN FRONT OF RESIDENCES; OR
IN DEVELOPED BUSINESS AREA"
THE CITY OF WYANDOTTE ORDAINS:
Section 1. Amendment of Section 35-45.
Sec. 35-45 Parking in front of residences, or in developed
business area.
(a) Parking permits shall be issued by the police department,
Records Bureau, to a resident living in a residential zoned
district, or a resident living in the developed business area, as
defined by section 1804-15 of the zoning ordinance, for the fee of
five dollars ($5.00). This permit allows said resident permission
to park his/her automobile in a restricted parking area or street,
or a public parking lot located in the developed business area,
provided the parking lot is not closed or being used for any
special event. Permits issued for the developed business area are
limited to one (1) permit per resident, and permits issued in a
residential zoned district are limited to one (1) permit per 20
feet of lot frontage. Residents shall make application to the
police records bureau setting forth all relevant information
required by the records bureau, including a valid state driver's
license indicating the resident's current address. Parking permits
are valid as long as the resident maintains residency at the
address for which the permit was granted. Parking permits are
valid only as long as the ordinance remains in effect or until
amended.
(b) The records bureau shall have the authority to grant a parking
permit in the form of a suitable permit indicating the date of
issuance, the residential street, and signed by the chief of
police. The holder shall then place the permit in the right corner
of the windshield of his/her automobile, provided, however that
such permit shall not grant the holder any privilege to park in
any area where or when parking is prohibited; and provided
further, that no permit shall be issued to anyone residing in a
multiple dwelling except in the discretion of the police and fire
commission with regard to the number of residential units and the
available space for parking, fronting such residence.
Section 2. Severability.
All Ordinances or parts of Ordinances in conflict herein are
hereby repealed, only to the extent necessary to give this
Ordinance full force and effect.
Section 3. Effective Date.
This Ordinance shall take effect fifteen (15) days from the date
of its passage by the Wyandotte City Council, and the ordinance or
a summary of said Ordinance shall be published in a newspaper
generally circulated in the City of Wyandotte within ten (10) days
after adoption. The summary shall designate the location in the
City where a true copy of the Ordinance can be inspected or
obtained.
On the question, "SHALL THIS ORDINANCE NOW PASS?", the following
vote was recorded:

RESOLVED BY THE CITY COUNCIL OF THE CITY OF WYANDOTTE.
That it is a necessary public improvement for the health, welfare,
comfort and safety of the People of the City of Wyandotte, and is
deemed advisable to vacate a portion of the public alley north of
Grove Street and south of Orchard Street between 17th Street and
18th Street in the City of Wyandotte, Wayne County, Michigan, more
particularly described as:
The sixteen (16) foot wide public alley abutting the east property
lines of Lots 573, 574, and the north 24 feet of lot 575. Also the
west property lines of the north 6 feet of Lot 418, Lots 419, 420
and the south 16 feet of Lot 421 of the Taylor Park Sub. Of part
of the E 1/2 of the NE. 1/4 of Sec. 31 T3S, R11E, Ecorse Twp.
Wayne County, Michigan. As recorded in Liber 43, Page 30.
RESOLVED FURTHER, that this Council will meet on Monday, August
27th, 2007, at 7:00 p.m., in the Council Chambers of the Wyandotte

RESOLVED by the City Council that Council APPROVES the request of
the City Engineer and Wyandotte Business Association to close
Biddle Avenue from Eureka to Oak (re-route northbound traffic on
Third and southbound on Fourth) from 6:00 p.m. to 7:30 p.m. for
the moving of the bull statue from 3217 Biddle Avenue to 2912
Biddle Avenue on Friday, September 21, 2007; AND BE IT FURTHER
RESOLVED that the Chief of Police is directed to apply to the
Wayne County Office of Public Service for a road closing permit
and further is °hereby authorized and directed to sign said
permit; and that the City of Wyandotte assumes responsibility for
all damage claims which may arise from the road closing and
further the Fire Department is hereby notified to reroute
emergency vehicles. AND BE IT FURTHER RESOLVED that Merrill Lynch
is required to sign a Hold Harmless Agreement as a condition of
approving said event.

2007, offering to dedicate a portion of land for a utility
easement between Fort and 23rd Street south of Oak Street by the
owner of said property Oak Wyandotte, LLC; and
WHEREAS the City desires to facilitate the construction
development project by Oak Wyandotte, LLC at said location;
NOW, THEREFORE BE IT RESOLVED, that the City of Wyandotte hereby
accepts the dedication of Real Property situated in the City of
Wyandotte, County of Wayne, Michigan more particularly described

Department of Legal Affairs is hereby directed to prepare the
necessary documents and the Mayor, City Clerk and City Attorney,
William R. Look, are hereby authorized to sign said documents; and
that the City Engineer is directed to DEMOLISH same upon
completion of the Wyandotte Historical Commission inspection of
the home as it pertains to the preservation of historical and
cultural items for the City of Wyandotte.

from Data Conversion Services Inc., is hereby received and placed
on file. AND BE IT FURTHER RESOLVED that Council APPROVES said
agreement and authorizes the Mayor and City Clerk to execute the
contract with Data Conversion Service, Inc., for an amount not to
exceed $77,596 with any additional costs for the backfilling of
records forwarded to City Council for approval. AND FURTHER
Council directs the Director of Financial and Administrative
Services to make the necessary budget amendment appropriating the
funds for this project accordingly (expense line item
101-440-825-375) and increase expected Building Permit Revenue
(101-000-471-012) for $77,596.
