Commission for an Outdoor Café without liquor on April 21, 2005.
Approval was limited to three (3) tables by the Planning
Commission; applicant is requesting eight (8) tables.
Placement on City property, sidewalk, requires Council approval
and is therefore being forwarded to you for consideration.

Re: Proposal for the 2624 Biddle Ave. Property
Honorable Mayor and City Council Members;
On behalf of the Wyandotte Museum and the Wyandotte Cultural and
Historical Commission, would like to present the attached report
and information in regards to the use of the 2624 Biddle Ave.
property, recently purchased by the DDA.
We request and propose that the property be added to the Museum
campus for the following intended use: to house our historical
archives, business offices for Museum and associated support
groups, and provide office space for rent. This will free up
additional exhibit space at the Ford-MacNichol Home (for which we
have exciting new educational programs planned!), consolidate our
archives from their three current locations, establish a public
reading/research room with regular hours, and provide storage
space in the basement of the structure.
We also request that the Wyandotte Community Alliance be
authorized up to grant $40,000 to assist in the cost of
improvements to and restoration of the building.
I would be happy to go over the enclosed materials in detail and
look forward to speaking with you.

Gentlemen and Madam:
I am writing to offer my support of the request before you this
evening to add the property at 2624 Biddle Avenue to the
jurisdiction of the Cultural and Historical Commission, making it
part of our museum campus.
Earlier this year, I approached the Wyandotte Community Alliance
and asked them to dedicate $40,000 of their funds toward the cost
of preparing this building for the use outlined in the
communication from Jody Chansuolme, Director of Museums. The WCA
has since authorized $40,000 of their funds to be used for this
purpose. The additional funds necessary to complete the project,
approximately $40,000- $50,000, would have to come from another
source: either the debt levy, the DDA, or the general fund.
In a letter dated 3-14-07 from Todd Drysdale, Director of
Financial Services, and Mark Kowalewski, City Engineer, it was
suggested that we may want to use more TIFA funds for the
completion of the police department and court and save the debt
levy for other projects, such as the one we will discuss this
evening or others that may be outside the TIFA districts. There is
approximately $4 million in the Consolidated TIFA fund, therefore,
it may be a better fiscal decision to pay the $2.2 million needed
for the construction of the police station and court facilities
with TIFA funds, rather than selling bonds. There are two reasons
for this:
1. The borrowing cost will be higher because $2.2 million is a
small issuance; and
2. The interest rate on tax exempt bonds has risen since the
original bond sale.
If the police station/court project is financed through the TIFA
fund, the debt levy can be reserved for projects such as the
completion of the building at 2624 Biddle Avenue. All of this can
be determined during our budget sessions which will start in the
next 45-60 days.
That being said, I do not believe there is any reason to delay the
work on the property at 2624 Biddle Avenue, unless you are opposed
to the proposed use. It is my recommendation, however, to add this
building, in accordance with the plan presented by the Cultural
and Historical Commission, and with the assistance of the
Wyandotte Community Alliance, proceed with the necessary
improvements.

The Wyandotte Cultural and Historical Commission is very pleased
with the City's recent acquisition of the Stahl House, located
between the MacNichol and Marx Homes, our two museums.
We have seen and overwhelmingly approve the plans that Museum
Director Jody Chansuolme has prepared for the possible future use
of this property by the Museum community. The house will provide a
reading room for Wyandotte's citizens to conduct research using
our archives and space for the museum office and the Historical
Society office, as well as extra space for possible future rental.
The Commission feels that preservation of Wyandotte's heritage is
a key element in making this city unique among others Downriver,
and we thank you in advance for any consideration you can give us
in the use of this property.

Dear Mayor and City Council Members:
Please consider the following budget amendment. These were
proposed by the DDA for City Council approval at their meeting
June 11, 2007. The amounts will come from the fund balance.
The resolution was moved by Mayor DeSana and supported by Bob
Groat and carried unanimously that the Downtown Development
Authority recommend to the City Council to concur with and to
approve the Downtown Development Authority recommendation to
approve the use of $20,000 under DDA T Line Item
499-200-850-730-519 Land Acquisition for an engineering and
architectural study of the former Masonic Temple Property. Minutes
are not yet available.
Please consider this amendment for approval. The DDA Line item has
sufficient funds to cover these expenditures at this time. This
request is being been sent to Todd Drysdale for review as well.

Dear Mayor DeSana and City Council Members:
In response to Robert Kulick's request from the City to offer
$2,000 property tax incentives of $500 per year for four (4) years
the following applies. At this time, there is not a program to
offer property tax incentives but the idea of offering an
incentive for the installation energy-saving systems such as solar
systems capable of supplying lkw of energy or wind turbines
supplying 400 watts of energy is a great concept.
A typical energy savings system would cost $15,000 and be eligible
for $4,000 in federal tax credits. An incentive of $2,000 from the
City would reduce the cost to $9,000. The $9,000 capital cost is
returned within seven (7) to nine (9) years through the
homeowner's utility bill savings.
Since property tax incentives are not available at this time, we
recommend that when the City sells vacant lots for redevelopment
that if the purchaser agrees to install the energy saving system
the City will reduce the price of the lot by $2,000. This would be
the first step in promoting renewable energy.

Attached you will find the Third Amendment to the Twenty-Seventh
District Court Joint Management Agreement. In summary, this
amendment changes the following:
1. Reduces the number of mandatory meetings of the Board to once
(1) per year with provisions to allow for additional meetings if
necessary.
2. Amends the calculation of the amount paid to the City of
Riverview in June of each year to an estimated amount based on
actual activity.
3. Establishes an annual amount that the City of Riverview will
repay the City of Wyandotte for excess prisoner housing costs.
This replaces the current method of reimbursement that requires
tracking of actual costs associated with Riverview prisoners.
The undersigned recommends adoption of the Third Amendment to the
Twenty-Seventh District Court Joint Management Agreement.

Dear Mayor DeSana and City Council Members,
This correspondence serves as a request to approve the use of City
Hall for dog obedience classes. Attached you will find information
from Downriver Dogs Obedience Training ("trainer") who will be
conducting the classes. In return for the use of City Hall, the
trainer will be conducting temperament testing at our animal
control facility. This temperament testing will be used to make
effective decisions regarding the disposition of animals in the
hope of identifying the proper environment whereby animals adopted
from our facility can expect to be successful with their new
owners.
The appropriate Hold Harmless Agreement has been signed and the
City has been added as an additional insured to the trainer's
insurance policy. Also, the City's insurance carrier has indicated
that this program should not negatively impact the liability risk
for the City.

Dear Mayor DeSana and City Council Members,
The Wayne County Board of Public Works has submitted the sewage
disposal rates effective July 1, 2007, for approval by the Wayne
County Commission. The proposed rates represent an increase of
2.93% from the prior year's rate.
In order to meet current City obligations, the following sewage
rate per million gallons is being recommended:
Operation and Maintenance $1,691.48
Debt Service 131.75
Replacement 255.70
Meter Loss 122.57
Collection Cost 50.50
Total $2,252.00
The proposed sewage rate is a 6.00% rate increase over the current
sewage rate of $2,125.00/million gallons. The rate increase is
primarily necessitated by increased debt service requirements
relating to federally mandated improvement projects at the
treatment facility. These improvements were necessary to maintain
compliance with the Clean Water Act. Note that the Sewage Disposal
Fund does not receive any subsidy from other City funds for
infrastructure improvements. Including this proposed rate
increase, the average annual rate increase since 1997 is 4.50%.
Please note on Attachment B that the increase in sewage rate is
estimated to cost the average homeowner $1.02 per month or $12.19
per year. The proposed sewage rate would continue to place the
City of Wyandotte as the second lowest sewage rate out of the
thirteen communities that utilize the Wyandotte Wastewater
Treatment Plant (Attachment C). Also, enclosed on Attachment D is
the conversion calculation from million cubic feet to million
gallons.

Dear Mayor DeSana and City Council Members,
Attached you will find a revised Personnel Policy Handbook for all
non-union, general City employees. A draft of this policy handbook
was distributed to this body and to department heads on March 2,
2007, for review and comments. Also, on April 12, 2007, department
heads were instructed to distribute this draft to their employees
for review. The City's Labor Attorney has also concurred with
these changes.
In summary, the major revisions to this document include:
1. The addition of new language regarding seasonal employment.
2. Amendment to the health insurance coverage section to reflect
policy changes adopted by the City Council.
3. Amendment to the residency section to reflect the City's
current practice.
4. Addition of language previously approved by the City Council to
comply with the Social Security Privacy Act.
Additional clarifications were made to the Layoff and Recall
section, Holiday section, Cellular Telephone section, and
Appearance section
The undersigned recommends City Council adopt the revised
Personnel Policy Handbook dated June 2007. Further, this handbook
should be distributed to all non-union, general city employees
with a signed acknowledgement page, and signed user agreements for
electronic communications or vehicles if applicable, returned to
the Finance Department by July 15, 2007.

Therefore, the undersigned recommends the acceptance of the
proposal from Western Waterproofing Company of Livonia, Michigan,
in the amount of $39,160.00 as the best bid received meeting
specifications provided Lincoln Park approves the Interagency
Agreement for said repairs.
Further, we recommend the Mayor and City Clerk be authorized to
sign the Interagency Agreement with Lincoln Park.

Section 1. Rezoning of Property:

RESOLVED by the City Council that Council CONCURS in the
recommendation of the Director of Financial and Administrative
Services as set forth in his communication of June 8, 2007 to
utilize City Hall for dog training classes provided the necessary
Hold Harmless Agreement and insurance naming the City as the
additionally insured party is place on file with the Clerk's
Office.

RESOLUTION by Councilperson Patrick J. Sutka
RESOLVED by the Council that Council CONCURS in the recommendation
of the Finance Director and that effective July 1, 2007, the
Department of Municipal Service is directed to increase the
billing for sewage disposal charges by 6.00 % to $2,252.00 per
million gallons of water consumed. This will provide the City with
the necessary funds for the following purposes:
*To pay the City of Wyandotte's share of operation and maintenance
of the sewage disposal system
*To pay the County of Wayne's sewage charges on a monthly basis
*To pay for the replacement of equipment of the sewage disposal
system
*To cover the loss of revenue due to the difference between the
City's master meter and customer's meters
*To pay for debt service
The moneys collected, except for the collection costs of $50.50
per million gallons of water consumed which will be retained by
the Municipal Service Commission, shall be placed in the
appropriate fund to be used for the above stated purposes and any
balance that may accrue shall be retained therein to provide for
emergencies, contingencies, and extraordinary events. IT IS
FURTHER RESOLVED that in accordance with Ordinance 802 Article
III, Section Five, all customers of the Wyandotte's Wastewater
System shall receive annual notification and breakdown of the new
sewage rate and the Municipal Service Department is hereby
directed to print said sewage rate breakdown on all water bills on
an annual basis. IT IS FURTHER RESOLVED that the Department of
Legal Affairs be directed to prepare the necessary Ordinance
Amendments if necessary.

the communication from the Director of Financial and
Administrative Services dated June 13, 2007, regarding the revised
Personnel Policy Handbook for non-union, general City employees of
the City of Wyandotte and FURTHER that Council APPROVES the
revised Personnel Policy Handbook dated June of 2007 and directs
the Director of Financial and Administrative Services to
distribute a copy of the revised handbook to all non-union,
general City employees of the City of Wyandotte with the
acknowledgement page, Electronic Communications User Agreement,
and Vehicle Usage Policy signed and returned by July 15, 2007.

RESOLVED by the City Council that Council CONCURS in the
recommendation of the City Engineer and Director of Administrative
and Financial Services regarding File #4425-Emmons Boulevard
Bridge Repair to accept the bid from Western Waterproofing Company
Livonia, Michigan in the amount of $39,160.00 from account
202-440-825-460, provided the City of Lincoln signs the
Interagency Agreement; AND BE IT RESOLVED that the Mayor and City
Clerk are hereby authorized to execute the Interagency Agreement
between the City of Wyandotte and City of Lincoln Park for said
repairs to Emmons Boulevard Bridge Repair; AND BE IT FURTHER
RESOLVED that all bid bonds be returned to the unsuccessful bidder
by the City Clerk and all bid checks be returned to the
unsuccessful bidder by the City Treasurer.

limited to six (6) tables. AND BE IT FURTHER RESOLVED that the
City Clerk and Police Chief are directed to execute said temporary
license on behalf of the City of Wyandotte, with a copy forwarded
to the Wyandotte Street Art Fair Committee.

hereby directed to prepare the necessary documents and the Mayor,
City Clerk and City Attorney, William R. Look, are hereby
authorized to sign said documents; AND BE IT FURTHER RESOLVED that
the City Engineer is directed to DEMOLISH same upon completion of
the Wyandotte Historical Commission inspection of the home as it
pertains to the preservation of historical and cultural items for
the City of Wyandotte.
