Dear Mayor and Council Members:
I am writing to seek permission to dock the sail training ship
Appledore V at Bishop Park June 16, 17 and 18, and August 17 and
18.
The Schooner Appledore V is owned and operated by BaySail in Bay
City MI, a non-profit organization which delivers a variety of
educational programs. During the summer months Appledore V
delivers our week-long youth sail training program. We arrange
ports on our summer route where the ship can stop for a day or two
to provision and meet arriving trainees. This summer we are
working our way east through the Great Lakes to attend the Tall
Ships gathering in Nova Scotia in Mid-July.
If docked at Bishop Park Appledore V will not be planning to take
on any passengers for day cruises or conduct any commercial
business out of Wyandotte. Trainees that will be joining the ship
for week-long voyages make the arrangements through the BaySail
office in Bay City.
It would be of great assistance to us to be able to dock at this
convenient location and we look forward to the possibility of
visiting Wyandotte this summer. Please feel free to contact me any
time.

Honorable Mayor and Council:
The Seaway Boat Club of Wyandotte is requesting the closing of
approximately 100' of the city road (Perry Place) that abuts our
property and BASF for our annual dock party on August 10 through
August 12, 2007.
The purpose of our request is to erect a 40' x 60' tent to provide
shelter for our party. None of the other property owners on Perry
Place will be affected by this closure. As in the past we will
obtain a special permit from the L.C.C. to dispense alcoholic
beverages outside of our licensed premises. The 100' area will be
enclosed by portable fencing and access controlled by us in the
requirements of the L.C.C. which controls the issue of special
permits for this type of activity.
Seaway Boat Club agrees to sign all papers required by the City,
including a hold harmless agreement releasing the City of all
liability. It is also further understood that we will not drill or
anchor said tent to the concrete roadway, which could result in
damage to the road surface. Access at all times during these three
days will be made available for police and emergency vehicles. The
tent will be installed on Thursday, August 9th and removed on
Monday, August 13, 2006.
We thank you for your consideration of this request. Our past
parties have caused no problems with the different City agencies
and we hope to have another successful party this year also.

Sirs,
This is a city of many ordinances. Most of them are good and help
to keep this a good place to live. The problem is the people in
charge of enforcing the rules tend to pick and choose which ones
they care to enforce.
I do not appreciate “garage sales”. The ordinance states 2 per
year with a permit. Because the city chooses not to enforce the
rules I have the displeasure of “garage sales” on a weekly basis.
Common sense will make anyone realize that in order to have that
many “garage sales” one has to be hauling in junk to sell. This
means the operation of a “business” in a residential area.
Signs are posted on city property and stapled on poles. What
happened to the ordinance prohibiting that practice?
Would suggest the City provide an area of downtown Wyandotte for
garage flea market.
Trust me, hang out signs on the street and poles and they will
come.
Don’t bother calling the ordinance department – they ignore phone
calls.

Gentlemen and Madam:
I am writing to express my opinion concerning the disposition of
the Wyandotte Theater building.
Many people, in particular the Downtown Development Authority,
have worked diligently to find other uses for the building,
including the possible development of an IMAX Theater at that
location. After much investigation, it has been determined that
there are many factors that would prevent this use, including:
1. The cost of an IMAX franchise.
2. The cost of remodeling the theater building to accommodate an
IMAX Theater.
3. The number of movies available that can be viewed at an IMAX
Theater (even though there is discussion by Disney to make more
movies, there are only 3 or 4 movies available this year.)
4. The multiplex theaters are now being equipped to show movies
that had been previously limited to IMAX Theaters.
After extensive research and having exhausted a number of possible
uses for the Wyandotte Theater building, the Downtown Development
Authority recently adopted a resolution to approve its demolition.
I have sent communications to all of you concerning what might be
the future use, however, that is all yet to be determined.
It is my sincere hope that you concur in the unanimous decision of
the DDA to demolish the Wyandotte Theater building. I will be
contacting you within the next week to ten days to offer further
suggestions and to foam a committee broadly represented by many of
the groups that have indicated their interest in the future of
that site.

Gentlemen and Madam:
We have had many discussions with regard to Enterprise Zones and I
am still of the opinion that we should continue our policy of
offering 12-year tax abatements for new buildings constructed in
Enterprise Zones. As you know, the first nine years offers a full
abatement, with a graduated increase during the final three years.
Enterprise Zones were created for older communities such as ours
and have worked effectively. The results are obvious. Enterprise
Zones not only bring quality housing, they also bring people who
are willing to purchase those homes and add to the quality of life
in our community, as well as our schools.
I know the issue of more revenue for the city and other units of
government may be raised, however, in my opinion, we are still
climbing the ladder in the city – we have not reached the top.
This is no time to take a step backwards and reduce the 12- year
tax abatement, which is currently available to new development, to
a number less than 12 years.

Dear City Council:
I write you today to provide you with an update regarding
Michigan's budget crisis. In a rare Friday session, the Michigan
Legislature passed a supplemental budget for Fiscal Year
2006-2007. Although we certainly face many challenges in the weeks
and months ahead, I am pleased to report that with the passage of
this bill, we were able to prevent cuts to revenue sharing for
municipalities. Many difficult decisions were made in the
negotiations leading up to Friday's vote, however I am very
pleased that we were able to prevent the catastrophic consequences
of a mid-year cut for revenue sharing.
Throughout my entire career in the Michigan Legislature I have
been an advocate for local governments. You can rest assured that
as we now begin to focus on the budget for Fiscal Year 2007-2008,
I will continue to fight for the municipalities in the 8t),
District and ensure that your voice is heard throughout the
legislative process.

the move of Customer Service and Cash Collections to City Hall by
June 1, 2007. We have been working together with engineering to

will allow us to coordinate most effectively while continuing to
support our customers.

Dear Mayor DeSana,
We received the letter from Councilman Kolakowski requesting
information regarding the Cable System value and comparison of our
electric rates to DTE Energy, and provide the following responses:
1.) The Cable System Value:
Within the last month, a municipal cable system in Michigan was
sold. This information allows us to estimate our system value. The
sale price was based on $1900 per subscriber. This would equate to
$17,800,000 with our current subscriber base. It should be noted
that the municipal system was sold in part due to the fact they
had lost 20% of their customers in the past year. In comparison,
Wyandotte has added customers in the past year.
WMS feels that for years Wyandotte citizens have been able to
enjoy a valuable service at a better price than our competitors.
We continue to be competitive with other providers and add the
services that customers have requested.
2.) Attached is the price comparison of our rates with DTE Energy.
Our rates include the temporarily higher PSA, which is addressing
our under recovery.

Per council resolution dated April 30, 2007, the City Council
requested that the undersigned review and report back regarding
the items contained in the Management Comment Letter prepared by
Plante & Moran, LLP during the financial statement audit for the
fiscal year ended September 30, 2005. The following is submitted
for your information:
State Revenue Sharing, Personal Property Tax & Transportation
Matters
The Finance Department will continue to keep this body apprised of
revisions to state shared revenue, personal property tax, and Act
51 funding as they become known.
Funding of Post Employment Benefits (GASB 45)
The Finance Department is aware of the required implementation of
GASB 45 for the year ending September 30, 2009. The implementation
of the requirements outlined in this pronouncement will have
severe negative implications to the financial reporting results of
the City. The Finance Department is currently working with Gabriel
Roeder Smith & Company, the City's actuary, to complete the
required actuarial valuation necessary to comply with this
pronouncement.
Internal Control Considerations
Although the Finance Office has implemented safeguards and
appropriate internal controls relative to the Treasury function,
it has become more difficult to implement adequate segregation of
duties as a result of employee sharing and staff reductions. The
City Council and Municipal Service Commission should consider the
consolidation of both Finance Departments to allow for more
opportunities to allocate the workload amongst a larger number of
staff members. As indicated in the Federal Awards Audit, it was
noted that a material weakness existed due to the Department of
Municipal Services failing to prepare timely bank reconciliations.
Consolidation of finance departments should allow for improved
internal controls for both areas of the organization.
The Finance Department has always required secondary review of
bank reconciliations. This review had been performed using
electronic worksheets. In order to improve documentation of this
review, our office is now manually signing the printed worksheets
to insure that the auditors clearly see that the review is being
performed.
Debt
As indicated in the Management Comment Letter, the City has
performed a comprehensive analysis of the balance of funds in the
debt service fund. Based on our projections, this account will be
drawn down to a nominal balance by 2012.
Brownfield Redevelopment Fund Deficit
A deficit elimination plan was approved by the City Council on
April 30, 2007, and was filed with the State of Michigan.
Property Taxes
The Finance Office will continue to advise the City Council
regarding issues involving the City's tax levies. A presentation
will be forthcoming regarding options regarding this issue.
Retirement System Foreign Holdings
Attached you will find correspondence from the Retirement System's
Financial Advisor and Plante & Moran. After further review and
interpretation of the law, it appears that the Retirement System
is in compliance with the limitation on foreign holdings.
Also attached are additional responses from the 27th District
Court Administrator and Superintendent of Finance/IS (DMS)
relative to items cited in their respective departments.

Dear Mayor DeSana and Council Members:
Council authorized expenditures of $65,120.00 to renovate City
Hall so that consolidation of City services may begin. Part of the
renovation consisted of a new security access control at the rear
door. Since Gandol Inc. quoted equipment for the rear door
security access, additional problems have occurred to the panic
hardware and lock. This door is old and has been a maintenance
problem for some time. In order to properly install the access
control system and have a door which will perform under the
additional use resulting from the consolidation, the undersigned
proposes the doors be replaced.
Gandol Inc.'s original quote to install the necessary hardware for
the security access system on the rear doors was $2,580.95. Gandol
Inc. has proposed to replace the doors and appurtenances, along
with installing the necessary equipment for the security access
system, for the sum of $6,417.80, an increase of $3,836.85.
In order to proceed with the replacement of the rear doors and
consolidation renovations, a budget amendment is required to
provide for these improvements.

RE: Request to Review City's Massage Ordinance
Dear Mayor and City Council:
At one time the State of Michigan had a law which regulated the
field of massage. However that law was rescinded in 1995 and
therefore the local communities have the authority to adopt
regulations for massage establishments.
There are communities that have adopted ordinances similar to the
City of Wyandotte which prohibit the administration of massage to
person of the opposite sex. Case law appears to hold that such a
restriction may be unconstitutional unless the city can establish
a rational basis for the restriction. I spoke to Chief Grant and
he does not see any special need to retain the restriction in
question. If there are improper actions taking place, the city
will be made aware of such.
The massage ordinance has not presented any problems in its
administration within the city, however the undersigned would have
no objection to the restriction in question from being deleted. It
would be our recommendation that the undersigned update the
current ordinance for your further consideration.

In regards to the communication from Tina Milewski, owner of the
Speedboat Bar & Grill, 749 Biddle requesting to purchase the City
owned property adjacent to their property at 749 Biddle the
following applies. The former 44 St. Johns was purchased and
developed with Grant Funds from the Department of Natural
Resources through the Michigan Natural Resources Trust Fund (MNRTF).
In accordance with the Grant Agreement conversion of land
purchased or developed with assistance from the MNRTF program to
uses other than public outdoor recreation must be replaced with
land of equal or greater monetary value and recreational
usefulness.
At the present time, the City has no plan to move the Boat Ramp
Area. Therefore this request must be denied due to the land
restrictions by the MNRTF.

sign the petition. The estimated cost of this project is
$32,735.36, all of which would be assessable. All properties would
be assessed, including owner occupied single family dwellings.
I recommend that the petitioner for this alley paving be advised
of the assessment costs to abutting property owners. If, after
review of the assessment costs, the petitioner and abutting
property owners are still in favor of the alley paving, a new
petition should be submitted stating same.

To the Mayor and City Council,
I am writing to request your permission to hold an outdoor concert
on June 10th, 2007 from 6:00 to 9:00 pm. This event is a free
concert and benefit/fundraiser for Christ Cares Children’s' Home
in Kenya. This orphanage cares for children who have lost both of
their parents to the AIDS epidemic in Africa. SOS Youth Ministry
is sponsoring this event featuring local Christian bands Special
Delivery and Silence Broken to encourage people to donate clothes,
canned goods, shoes, blankets, and other such necessities that the
orphanage desperately needs.
This event will be held on June 10th, the exact one-year
anniversary of the event our ministry held last year called Our
Voice which was approved by the City Council and sought to raise
awareness of the alarming statistics that define the current
generation. It is our goal with this year's concert and fundraiser
to provide a direct response to our efforts last year in raising
awareness. We desire to make a positive impact on our culture and
our world and do our part to destroy the AIDS epidemic in Africa.
This event will be held on our property at 138 Goodell Street and
will last no later than 9:00 pm. Before proceeding any further in
our plans to make this an outdoor concert, we wanted to receive
your full approval. Thank you for your time and consideration and
may God bless you in your tireless efforts in working for our
great city of Wyandotte!

Enclosed is the following information regarding the establishment
of four proposed Neighborhood Enterprise Zones - Nos. 4, 5, 6 and
7.
1. A tax revenue comparison for each NEZ with and without the NEZ
designation. A summary table is also provided for both a 12-year
exemption and a 15-year exemption. A 12-year exemption would
provide nine (9) years of a full exemption plus three (3) years of
a gradually decreasing exemption. A 15-year exemption would
provide twelve (12) years of a full exemption plus three (3) years
of a gradually decreasing exemption.
2. A table indicating total acreage of each existing and proposed
NEZ area.
3. A preliminary map of each NEZ area and a map of the existing
NEZ areas. Finalized maps and a legal description of each area
will be provided for your meeting on June 25, 2007.
4. Two proposed resolutions for your consideration referring all
comments and communications to the Community Development Director
for a review and report for the Council meeting on June 25, 2007
(one resolution is for NEZ Nos. 4, 5 & 7, and one resolution is
for NEZ No. 6).
Designating the NEZs will establish eligibility for approximately
131 new homes and an additional 29 existing homes if legislation
is passed by the State of Michigan allowing their retroactive
inclusion. The undersigned recommends adoption of the proposed
resolutions.

RESOLVED by the City Council that the total bills and accounts in
the amount of $1,085,335.64 as presented by the Mayor and City
Clerk are hereby APPROVED for payment.
I move the adoption of the foregoing resolution.
