There is a house at 3399 – 14th Street that is now for sale by Zanglin Realty of Trenton. Phone #675-7500. This house is nonconforming by Wyandotte Building Code.

It sits at the back of the lot and was refused a building permit for a garage a few years back by our City’s Planning Committee or some similar group in our City.

I think this house should be bought by the City and demolished. It is a very large lot about 80 ft x 140 feet and this lot could be sold for rebuilding a nice brick home which conforms better to our neighborhood.

Please look into this if you will. Thank you in advance.

These new encroachments are in line with the existing sign, which has been in that location for several years, please see attached survey. Subject: Status of the vacant lot known as 615 Orchard

To our Honorable Mayor James DeSana and City Council

On September 25, 2006 Dave and I attended the city council meeting to present documentation of our request to bid on the property at 615 Orchard Street per city guidelines, and the outright sale of the property to Jerry and Lisa Fivecoat.

At the council meeting September 25, 2006 we were told a purchase agreement had been entered into with the Fivecoat's and the engineering office would work with the purchaser to resolve as quickly as possible the issue of setback from our property that we have been promised.

In our last communication with the mayor's office and the department of engineering, dated February 5, 2007 we requested a date be set to resolve this issue and we were told the Fivecoat's were very close to submitting a revised plan.

We are approaching the end of April, 2007 with no resolution. There is debris on the property and soon the grass will need to be cut. We are again requesting a date be set to resolve this issue, so that we may determine next steps with our home at 605 Orchard Street.

The Honorable City Council City of Wyandotte

Gentlemen and Madam:

I am writing to submit the name of Mark A. Kowalewski for re-appointment as City Engineer for a two-year term retroactive to April 16, 2007 and ending R Aril 20, 2009. I am recommending that Mr. Kowalewski's annual salary remain at $101,504.00, plus benefits identical to those provided other non-union general city employees, except for any approved general salary increases.

I am also recommending that the City Engineer continue to receive an annual auto allowance. Since 2001, Mr. Kowalewski has been receiving an auto allowance of $2,000.00 per year. At that time, gasoline was $1.40/gallon. Taking into consideration that gas is now at $2.75/gallon (or more), I am recommending that his annual auto allowance be increased to $3,000.00 per year. I am sure you understand that the $3,000.00 is for more than just gasoline. Mr. Kowalewski attends many meetings outside Wyandotte on city business and uses his personal vehicle to travel to and from those locations. In addition to gas, there are extra expenses including insurance, license plates, and wear and tear on his vehicle.

While I was investigating this issue, I also discovered that Todd Drysdale uses his personal vehicle for city business and submits monthly mileage reports for reimbursement. I am, therefore, recommending that Mr. Drysdale also receive an annual auto allowance, eliminating the need for him to file a monthly mileage report. Mr. Drysdale's annual auto allowance would be set at $1,000.00.

In closing, I request your concurrence in my recommendation and further, direct the Director of Financial and Administration to submit the appropriate budget amendments if necessary.

On April 16, 2007, Council authorized additional expenditures to continue renovating City Hall so that consolidation of City services may begin. The following are quotes received for various items.

The Department of Engineering solicited quotes to re-carpet the south half of the main floor of City Hall and received the following:

Homespun Furniture, Inc. $14,285.50 Riverview, MI
JABRO Carpet One $24,554.64 Southgate, MI

The undersigned recommends acceptance of the quote from Homespun Furniture, Inc., Riverview, Michigan, in the amount of $14,285.50.

On April 2, 2007, representatives from the Engineering Department and Municipal Services met with Dynamic Enterprise Solutions, inc. to review the phone and cable services required for the City Hall renovations. Dynamic has submitted a quote of $7,308.59 to perform the work of providing the wiring and outlets needed for the proposed phone and data service locations. Dynamic is the service contractor for the City's phone and data systems. The undersigned recommends acceptance of the quote from Dynamic Enterprise Solutions, inc., Milford, Michigan, in the amount of $7,308.59.

The Engineering Department has met with representatives of Wyandotte Alarm Company and Gandol Inc. regarding Closed Circuit Camera System and City Hall Access Control system. Wyandotte Alarm Company provides and services the City Hall burglar and fire alarm systems, and utilizes Gandol Inc. to modify door hardware to interface with access control systems. The quotes to perform these services are as follows:

All of the above costs will be paid from Account No. 295-200-825.355, authorized by Council on April 16, 2007, to be utilized for renovating City Hall.

The Department of Engineering has met with Cipparrone Contracting Inc. in regards to extending their contract for bituminous street resurfacing work at various locations in the City of Wyandotte. Gabriel Cipparrone, Vice President of Cipparrone Contracting Inc. has indicated that they can perform the 2007 Bituminous Street Concrete Base Repair and Resurfacing Program at the unit rates set forth in the contract with the City for the 2006 Bituminous Street Concrete Base Repair and Resurfacing Program, File #4399. The conditions of the contract extension would be as set forth in the attached Amendment to Contract. Section 1.03.09 Contract Extension of the Contract Specifications allows extension of the Contract for an additional two (2) consecutive years when approved by the City Council and agreed to by the Contractor. This would be the first year that the extension would be allowed.

The work will be funded from Act 51 Major Street Fund Account 202-440-825.460 ($65,000), Act 51 Local Street Fund Account 203-440-825.460 ($229,000), TIFA Street Fund Account 492200.825.460 ($293,000), and DDA Street Fund Account 499-200-850.523 ($33,580).

The undersigned recommends that this contract extension be approved.

I received your notice of a special assessment in the amount of $1,115.21 for property at 3848 Biddle Ave Phase IV Streetscape – west side Biddle Avenue (Orchard – Forest) in the City of Wyandotte. That must apply to all eight condos. First place that frontage does not belong to me but belongs to the County.

I’ve been a resident in the City of Wyandotte for 73 ½ years. I opened a print shop in 1971 which I managed to establish a very lucrative business. By 1985 the City ran me out of business by building a boulevard in front of the business, closing of Forest Street at Fourth, denying me a parking lot next to my building, thus costing me thousands of dollars in revenue. Now they want to further penalize me by making me pay for something I have absolutely no use for nor can benefit by. I feel I have suffered enough both financially and emotionally by benefiting someone else. They chose to render my building useless and now want me to compensate them.

Consequently, I will be seeking legal advice.

The notices contained the estimated construction cost instead of the assessable cost. See enclosed letter of March 28, 2007 to the City Council.

The correct estimated assessable costs were sent out with another notice on April 25, 2007

Dear Sir:

I am the owner of apartment premises located at 335-337 Eureka, Wyandotte, and I object to the creation of a Special Assessment District to pay for this proposed public improvement.

This project contemplates the installation of pedestrian lights, walks, etc., along a two-block area on Eureka from 3rd to 5th Streets and is clearly designed to extend existing pedestrian lighting from the City Center outward and expand the City's beautification scheme for this area. This project would benefit the entire City if it goes forward and therefore, should be funded by general assessment or from other general funds rather than by the very few owners of property in this limited area.

RESOLVED by the City Council that WHEREAS, the time having arrived for the hearing before this Council and the City Assessor on the Special Assessment District # 900,#901, #902, # 906, #907, #908, #914, #915 for the purpose of defraying that part of the cost which Council decided should be paid and borne by Special Assessment for the 2006 Phase IV Streetscape Project within the City of Wyandotte, County of Wayne, State of Michigan and said roll having been duly presented to this Council by the City Assessor and WHEREAS, after such hearing this Council is of the opinion that said roll should be approved and confirmed; NOW THEREFORE, BE IT RESOLVED that Special Roll, #900,#901, #902, #906, #907, #908, #914, #915 as filed by the City Assessor with the City Clerk, be and the same hereby is APPROVED and confirmed and that this Council does hereby estimate that the period of usefulness of said improvement is not less than twenty (20) years, and that the assessments shown on said Roll be divided into twenty (20) annual installments, payable by the 1st day of June of each year from 2007 to 2026, inclusive, and that the City Clerk transmit said Roll to the City Treasurer with his warrant for collection accordingly, and that the installments of each Special Assessment roll shall bear interest at the rate of six percent (6%) per annum commencing July 1, 2007 said interest to be paid annually on the due dates of the principal installments of said Special Assessment roll.
