COMMUNICATIONS MISCELLANEOUS
Dear Mayor and City Council,
I have a complaint about cars parked on ones property without
updated license plates. I got a ticket for parking my dir in my
driveway with an expired plate by an officer Calhoun last year. I
didn't know it was an offense to park it in my own driveway
without the proper plates. I did not contest it and chalked it up
as live and learn. My complaint to you is why doesn't the same law
apply to this officer? He has had a car in his driveway for at
least 3 months with a temporary plate expiring in March of 2006.
It is right in front of a van in his driveway which has had a flat
tire on it for at least a week which I also learned is an offense.
If he is so ticket happy, I request that he write himself a couple
of tickets for these violations. To make matters worse, he has a
three car garage in which he could park them in which I didn't
have the luxury to do with my car.

Dr. Ghazwan Atto's office is located on the corner of Cedar St.
and Fort St. Back in October of 2006 we had requested permission
to:park alongside the office on Cedar St. We were told after the
construction that we could request permission for Dr. Atto and his
Staff to park alongside the office on Cedar St. Now that the
construction is done we, would like permission to-park on Cedar
St. next to the office.

draining into his basement. Approximately 500 gallons of water.

Honorable Mayor & Council,
Thank you for this chance to address you in regards to an issue
that requires attention.
ORDER OF EVENTS:
Wed. 2/28/07 Phones DPS (2 times) and then spoke with employee on
site, regarding standing water in alley that was entering our
backyard. (Had vacuumed up approx. 3-4 gallons that a.m. minimum
amt.) Employee acknowledged problem and he said “we’ll put you on
list for spring”. We agreed that grade and drainage conditions
were in need of repair.
Thurs. 3/1/07 Approx. 12:15 noticed large amt of water in basement
as ell as backyard that was filling with heavy flow of water from
alley excess run-off. Approx. 4-6 inches. Immediately went to
speak with Engineer Dept and City Hall. Spoke with City Engineer
and explained situation – was told “we’ll put you on the list for
spring”.
Engineer asked me “what would you like me to do?” We acknowledge
ground conditions and I mentioned a new vac-all unit and the
possibility of that as a remedy. As well making sure drains in
alley were clear. After a brief exchange with Engineer, I left
City Hall and returned home. This was approx 1:45 p.m. and started
pumping water for the next 12 hours.
Called Sutka at home
Fri. 3/2/07 – 0700 – finish water clean up and set fans for
drying. In total water removed in excess of 500 gallons. Approx
9:00 – 9:30 a.m. DPS arrived and cleaned off alley.
1 end loader 3 employees 1 dumptruck approx. 2hrs 1 grader
I asked the DPS employee about the possibility of checking drains
in alley to insure they were clean. He stated “we checked the maps
and there are no drains in the alley”. I thanked them for the
grading job, etc. Finished clean up in basement.
Sat. 3/3/07 walked alley to check for any other low areas and
standing water. Noted several areas that need to be corrected in
addition to 2 manhole drains which I marked with orange paint for
future reference. 3560 3614
I would like to request that this entire alley be surveyed and
graded to correct the drainage problems that exist!
This is the 2nd time in 6 yrs our basement has flooded due to
circumstances we as homeowners have no control over.
City has obligation to maintain its property in such a manner as
to not cause damage to residents’ property.

Cynthia Montgomery, 354 Kings Hwy, her dog attacked by pit bull
dog (neighbor’s dog). Aggressive animals. Requesting Council do
something about the 3 dogs next door. Looking for corrective

The Police Administration received a recommendation from the
Traffic Bureau for approval for "Handicap Parking Sign
Installation" at 464 Plum, Wyandotte, Michigan. Concluding review
of this request, and in concurrence with Sergeant Pouliot's
recommendation, this letter serves as a recommendation for Council
approval of Traffic Control Order 2007-001 as specified on said
order.

Dear Mayor and City Council Members:
Thank you for the opportunity to clarify in a resolution that
dates for the Art Fair street closure. The dates I submitted on
the cover letter sent January 19th were correct. The dates for the
street closure which our office provided to the City Clerk's
office as recommended text for the motion had not been updated
from the previous model. Therefore, please consider the following
request to correct and clarify dates set forth in the cover, but
not provided in the resolution adopted January 30th, 2007.
The Wayne County Department of Public Service be notified to close
Biddle Avenue from Oak to Eureka, from Sunday, July 8, starting at
12:01 AM through Monday, July 16, 8 AM. North and southbound
traffic to be rerouted on Third Street with detours at Oak and
Eureka, all truck traffic be rerouted to M-85 (Fort Street) via
Eureka or Ford (Northline).
Permission be granted to the Wyandotte Jaycees to utilize Chase
Bank Parking Lot, from Monday July 9 through July 15, as a
community fundraising project.

Dear Mayor and City Council Members:
In accordance with provision of Act #200 of the Public Acts of
1969 of the State of Michigan, please request the Public Works
Department to close Biddle Avenue from 6 PM to 1 AM for the
Independence Holiday Fireworks Celebration scheduled for Friday
June 29, 2007 and for the Wednesday July 4, 2007 Independence
Holiday Parade.
The fireworks and parade will necessitate closing Biddle Avenue
from Ford to Plum. Traffic to be rerouted northbound Third to
Ford, southbound on Fourth from Ford.
The Chief of Police is requested to apply to the Wayne County
Office of Public Service for a road closing permit; he should be
designated and authorized to sign said street closing permit
document on behalf of the City of Wyandotte. Responsibility for
all damage claims which may arise from the road closing must be
assumed by the City of Wyandotte. The Fire Department should also
be notified of this event to reroute emergency vehicles.

Please consider the following budget amendment proposed by the DDA
for City Council approval as discussed at the DDA Board meeting
February 12, 2007.
Line Item 499-200-850-519 Land Purchase to increase the budgeted
amount by $912,600.00 including $110,000.00 for the purchase of
2624 Biddle Avenue and $802,600.00 for purchase of 2958 lst Street
/ 102 Elm Street and a recently incurred utility expense of
$500.00.
It was moved by Gilbert Rose and supported by Robert Hanna, to
recommend approval of this amendment and forward this request to
the City Council. This action was also supported by the recently
conducted financial analysis of the Finance Dept.
Please consider this amendment for approval. The DDA fund balance
is sufficient to cover these expenditures at this time.

Dear Mayor and Council Members:
On February 24, 1997, the City and AT & T entered into an Antenna
Site License Agreement for 1077 Grove for a ten (10) year term.
Since then, Cingular Wireless has become the successor to AT & T.
Cingular Wireless desires to terminate their agreement since they
also have a land lease with the City for their monopole at
Marshall and 6th Street.
Cingular Wireless provided proper notice to the City to terminate
their license agreement with the City. Enclosed is a release and
settlement agreement reviewed and approved by the City Attorney.
Therefore, I recommend the enclosed resolution be adopted
authorizing the Mayor and City Clerk to sign the document.

LOCATED AT 2323 EUREKA AND 3301 FORT STREET

The Honorable Mayor James R. DeSana And City Council, City Hall
Dear Mayor and Council,
The enclosed resolution approves the Brownfield Redevelopment Plan
for Site No. 10, consisting of property at 2323 Eureka and 3301
Fort Street at the southeast corner of Fort and Eureka (Enclosure
1). The Wyandotte Brownfield Redevelopment Authority (the "WBRA")
conditionally approved the Plan on January 16, 2007 (Enclosure 2).
To summarize, the site plan for the project includes: (a)
demolishing the existing structure at 2323 Eureka and constructing
a 4,228 square foot commercial development; (b) constructing a 580
square foot addition to 3301 Fort St; (c) a new "City of
Wyandotte" entryway sign at the southeast corner of Fort and
Eureka; (d) face brick on all new and existing structures; and (e)
miscellaneous site improvements, including decorative light
fixtures and landscaping along Eureka and additional landscaping
and trees along 23rd Street (see Appendix 4 of the Plan). The
estimated value of the new real and personal property investment
is $685,000. The Planning and Rehabilitation Commission approved a
revised site plan on February 15, 2007 with several conditions.
If approved, the Brownfield Plan will fund activities identified
on page 5 of the Plan, including reimbursing the developer for up
to one-half of the demolition expense, and the City of Wyandotte
for construction of an entryway sign. It is anticipated that the
developer will be reimbursed through a City of Wyandotte fund upon
issuance of a Temporary Certificate of Occupancy for the project,
and the City will be reimbursed through the Plan with interest (at
approximately 5.25%) over a period of approximately 26 years. A
Reimbursement Agreement between the Authority and the developer,
and between the City and the Authority, will be prepared and
presented to the Authority and Council for approval at a later
date. It should be noted that the Plan contains several estimates
that are subject to change, including an estimated Taxable Value
for the building at 2323 Eureka (the assessed Taxable Value as of
12-31-2006 was appealed to the City's Board of Review due to fire
damage to the structure).
The undersigned recommends that the Council adopt the following
resolution (Enclosure 3) approving the Plan and the utilization of
a City of Wyandotte fund to initially fund eligible expenses.

the Wyandotte Street Art Fair to be held on July 11 through July
14, 2007 as hereby directs the various departments to coordinate
the following:
1. The Department of Public Service be notified to close Biddle
Avenue from Oak to Eureka, from Sunday, July 8, 2007 starting at
12:01 AM through Monday, July 16, 2007, 8 AM. North and southbound

2. Permission to the Wyandotte Business Association for the use of

all damage claims which may arise from said road closing is
assumed by the City of Wyandotte and further that the Fire
Department be notified of said event to reroute emergency
vehicles.
4. Permission is granted to allow the city sidewalks of Biddle
Avenue- Eureka to Oak Street, Oak Street-Van Alstyne to Third
Street, Elm Street- Van Alstyne to Third street, Maple Street-Van
Alstyne to Third Street, Sycamore Street-Van Alstyne to Third
Street, Eureka Road-Van Alstyne to Third Street, and First
Street-Oak to Maple Street, be used during the Art Fair, July
11-14, 2007, only by those merchants who are issued permits from
the Art Fair committee. Further, this permission should extend
only to those merchants who have been issued a permit and they are
not authorized to sub-contract their space. Enforcement of this
policy should be authorized by the Wyandotte Police Department
under Ordinance 32-1.
5. Permission is granted to utilize the waterfront parking lot #1,
between Elm and Oak, for entertainment and refreshment area.
6. The outdoor sale and drinking of all alcoholic beverages be
done by licensed vendors which have been authorized by the
Wyandotte Art Street Art Fair Committee and it is prohibited for
any person to bring in their own alcoholic beverage at said art
fair. Enforcement of this policy should be authorized by the
Wyandotte Police Department under Ordinance 25-9.
7. Permission is granted to the Wyandotte Jaycees to utilize Chase
Bank Parking Lot, from July 9 through July 15, 2007 as a community
fundraising project.
8. Permission is granted to use Biddle Avenue, from Pine to Plum
Street, as a designated parking area, under the control of the
Wyandotte Boat Club, subject to approval and coordination of the
Department of Legal Affairs, Engineering Dept. and Police
Department.

RESOLUTION BY COUNCILPERSON Johnny A. Kolakowski
RESOLVED BY CITY COUNCIL that:
WHEREAS, the Wyandotte City Council is authorized by the
provisions of Act 381, Public Acts of Michigan, 1996, as amended
(Act 381) to create a brownfield redevelopment authority; and
WHEREAS, on August 25, 1997, the City Council adopted a resolution
to create such an authority; and
WHEREAS, on January 16, 2007, the Wyandotte Brownfield
Redevelopment Authority (WBRA) adopted Brownfield Redevelopment
Plan No. 10 consisting of parcels at the southeast corner of Fort
and Eureka, in accordance with Public Act 381 of 1996, as amended,
subject to passage of a resolution by the Council. Said site is
more particularly described as land situated in the City of
Wyandotte, Wayne County, Michigan and described as follows:
2323 Eureka Avenue – Tax Parcel 82-57-018-03-0101-000 (Parcel #1)
and 3301 Fort Street – Tax Parcel 82-57-018-03-0096-000 (Parcel
#2)
WHEREAS, the City of Wyandotte Brownfield Redevelopment Authority
has submitted this Brownfield Redevelopment Plan for Site No. 10
to the area taxing jurisdictions for review and comment and
provided notice to the general public as required by Act 381; and
WHEREAS, the City of Wyandotte Brownfield Redevelopment Authority
has now submitted the Brownfield Redevelopment Plan for Site No.
10 for review and approval by the Wyandotte City Council, and the
Wyandotte City Council has conducted a public hearing on the
matter as required by Act 381.
NOW, THEREFORE, BE IT RESOLVED THAT the Wyandotte City Council
finds that the Brownfield Redevelopment Plan for Site No. 10
constitutes a public purpose through the following considerations;
1. The Plan meets all of the requirements for a Brownfield Plan
set forth in Section 13 of the Act;
2. The proposed method of financing the costs of the eligible
activities as described in the Plan is feasible;
3. The costs of the eligible activities proposed in the Plan are
reasonable and necessary to carry out the purposes of the Act; and
4. The amount of captured taxable valuable estimated by the Plan
is reasonable.
BE IT FURTHER RESOLVED THAT given the above finding, the Wyandotte
City Council hereby approves the Brownfield Redevelopment Plan for
Site No. 10 for implementation by the City of Wyandotte Brownfield
Redevelopment Authority.
BE IT FURTHER RESOLVED THAT entryway improvements and Developer
reimbursement shall initially be funded through the City’s
Self-Insurance fund.
