year of St. Patrick as a parish.
It will be held on Sunday, March 18, 2007 at 12:00 noon with the
celebration of Mass by the Most Reverend Francis R. Reiss,
auxiliary bishop of the Archdiocese of Detroit and will be
followed by refreshments and fellowship in our parish center
foyer.

Honorable Mayor and City Council Members:
In the spirit of preserving and fostering the culture and heritage
of this vibrant community, please consider the following
information and possible resolution relative to the Preserve
America community designation program.
The Preserve America program is a White House initiative developed
in cooperation with the Advisory Council on Historic Preservation
and the U.S. Departments of the Interior, Commerce, Agriculture,
Housing and Urban Development. It highlights the efforts of
President and Mrs. Bush to preserve our national heritage. This
program recognizes communities that protect and celebrate their
heritage; use their historic assets for economic development and
community revitalization; and encourage people to experience and
appreciate local historic resources through education and heritage
tourism programs.
The potential benefits of this designation include official White
House recognition and a certificate of that recognition; a
Preserve America Community road sign; authorization to use the
Preserve America logo on signs, flags, banners, and promotional
materials; listing in a Web-based Preserve America Community
directory; inclusion in national and regional press releases;
official notification of designation to State tourism offices and
visitor bureaus; and enhanced community visibility and pride.
We are currently seeking to submit an application to this program.
Please consider the following for resolution, which must be
included in the Preserve America application process, so that
Wyandotte has the opportunity to be nationally recognized as a
Preserve America Community. Should the application be successful,
and this designation be granted, it will provide not only national
recognition, but future potential grant opportunities as well.
WHEREAS, Preserve America is a White House initiative developed in
cooperation with the Advisory Council on Historic Preservation,
the U.S. Department of the Interior, and the U.S. Department of
Commerce; and
WHEREAS, the goals of this initiative include a greater shared
knowledge about our Nation’s past, strengthened regional
identities and local pride, increased local participation in
preserving the country’s irreplaceable cultural and natural
heritage assets, and support for the economic vitality of
communities; and
WHEREAS, this initiative is compatible with our community’s
interests and goals related to historic preservation; and
WHEREAS, designation as a Preserve America Community will improve
our community’s ability to protect and promote its historical
resources; now therefore be it
RESOLVED, that the City of Wyandotte will apply for the
designation of Wyandotte as a Preserve America Community; and be
it further
RESOLVED, that the City of Wyandotte will protect and celebrate
our heritage, use our historic assets for economic development and
community revitalization, and encourage people to experience and
appreciate local historic resources through education and heritage
tourism programs.

Dear Honorable Mayor and City Council:
This communication is in response to Council Resolution, dated
January 30, 2007, relative to the request from ARC Downriver, 4212
13th Street, for assistance with reoccurring semi-trucks blocking
the driveway and causing damage to ARC’s sod and parking lot.
After a review of said area, Sergeant Pouliot spoke to the
business across from ARC, where semi-trucks are loading and
unloading, and requested them to advise the trucking companies of
the complaint. Further, Sergeant Pouliot advised ARC Downriver to
call the Police Department when the trucks are blocking the
driveway.
In concurrence with the Traffic Bureau, signs are not recommended.
The Traffic Bureau will monitor the semi-truck traffic at ARC and
take appropriate enforcement action as required. If there are any
additional questions, please feel free to contact my office at
extension 4421.

Commission relative to a request from JAMN JUICE, INC., to
transfer ownership of a 2006 Small Wine Maker License held by DK,
Inc., located at 350 Eureka Avenue, Wyandotte, Michigan, County of
Wayne.
Said request was referred to the Department of Municipal Services,
City Engineer, City Treasurer, Chief of Police, Legal Department
and Fire Chief, copies of which are attached.
In view of the above, said application is being forwarded to you
for your consideration.

In its resolution, the Commission recommends that the request from
Ray Heinbokel to rezone the property known as Former 300 Oak
through 320 Oak, be APPROVED to be rezoned as follows:
Former 300-304 Oak to be rezoned from B-1 (Neighborhood Business
District) to P-1 (Vehicular Parking District).
318-320 Oak to be rezoned from RM-1 (Multiple Family Residential
District) to OS (Office Service District).

Dear Mayor DeSana and City Council Members:
In accordance with the City Council Resolution dated July 26,
2005, Wyandotte Alarm Company was given an extension until August
8, 2006, to develop the former 2923 14th Street. As of the date of
this letter Wyandotte Alarm Company has not developed the property
as a parking lot in accordance with the Purchase Agreement.
Therefore, the undersigned recommends that Council authorize the
undersigned to repurchase the property in the amount of $4,520.00
or 80% of the purchase price. If you concur with this
recommendation, the attached Resolution will authorize said funds.

solicited bids for the Sump Pump and Drainage System for 2015
Biddle Avenue on January 24, 2007. The bids for the referenced
project were opened and read aloud in the City of Wyandotte
Council Chambers. The following bids were received:

The Wyandotte Downtown Development Authority met February 5th 2007
in a special meeting to discuss an acquisition of the property at
2958 First Street/102 Elm Street by the City of Wyandotte. It was
moved by Gilbert Rose and supported by Norm Walker and carried
unanimously that the Wyandotte Downtown Development Authority
support the purchase of the property at 2958 First Street/102 Elm
Street by the City of Wyandotte, and furthermore recommends this
purchase to the Mayor and City Council in the attached resolution.

WASTEWATER TREATMENT SYSTEM
JOINT MANAGEMENT COMMITTEE
Minutes of a Regular Meeting of the City Council of the City of
Wyandotte, County of Wayne, Michigan, held in the City in said
City, on the 5th day of February, 2007, at 7:00 a.m./p.m.
PRESENT: Mayor DeSana, Councilpersons Browning, Fricke, Peterson,
Ptak, Sutka
ABSENT: Councilperson Kolakowski
On Motion of Councilman Patrick Sutka, supported by Councilperson
Sheri Fricke;
WHEREAS, effective March 1, 1962, a contract was entered by and
between the City of Belleville, City of Ecorse, City of Lincoln
Park, City of River Rouge, City of Southgate, City of Wyandotte,
City of Allen Park, City of Taylor, City of Dearborn Heights, City
of Romulus, City of Riverview, Charter Township of Van Buren and
Charter Township of Brownstown, (hereafter collectively called
“the Municipalities,” individually, “the Municipality”), being
Cities and Townships located in the County of Wayne, Michigan and
the County of Wayne, a Charter County, (hereafter called “The
County”) for the purposes of establishing the Downriver Sewage
Disposal System, (hereafter “the System”), for the treatment and
disposal of sanitary sewage emanating from the Municipalities, and
WHEREAS, that contract, as amended, provided for the operation of
said System by the County, which contract has an expiration date
of March 1, 2012, and
WHEREAS, the System has undergone a major expansion and renovation
as a result of U.S. EPA and Michigan Department of Environmental
Quality mandates which were set forth in a Consent Decree dated
May 24, 1994 in the matter of United States of America, et al vs.
Wayne County Michigan, et al, Civil Action No. 87-70992, filed in
the U.S. District Court, Eastern District of Michigan, Southern
Division, and
WHEREAS, as a result of said Consent Decree, including the
amendments thereto, the System has undergone a major renovation
and expansion, the parties have issued bonds in the aggregate
amount of approximately $350 million pursuant to a Financing Plan
and Final Judgment entered in the above referenced matter on March
14, 1994, and
WHEREAS, as a result of said expansion and renovation, and the
resulting issuance of bond obligations, all of which have
substantially changed the System from that originally designed or
contemplated at the execution of the original contract, the
parties desire to properly reflect the rights and obligations of
the parties as their interest presently appear, and
WHEREAS, the contract and past practices establish the County as
the entity responsible for operating, managing and controlling the
System, while the Municipalities are responsible for funding the
operation, maintenance, expansion, renovation, rehabilitation and
capital improvements to the System, and
WHEREAS, the County and Municipalities wish to adjust this
relationship as to management, operation and control of the
System, to allow the Municipalities more involvement in the
operation, management and control of the System by forming a Joint
Management Committee pursuant to the terms and conditions set
forth in the Joint Management Committee Memorandum of
Understanding, as revised (Exhibit 1), and
WHEREAS, the purpose of the Joint Management Committee Memorandum
of Understanding is to set forth the composition, duties and
responsibilities of a Joint Management Committee, which Committee
was formed on a one year pilot/experimental basis on January 1,
2002, for the management and control of the System, and
WHEREAS, the Municipalities and the County extended the terms of
the Memorandum of Understanding for a period of two years,
commencing January 1, 2003, upon the terms and conditions set
forth in Section III, paragraph (1) of the Memorandum of
Understanding, and
WHEREAS, the Municipalities and the County extended the terms of
the Memorandum of Understanding for a period of one year,
commencing January 1, 2005, with an option to extend a second year
commencing January 1, 2006 provided the option is exercised by the
Municipalities and the County no later than 10 days prior to
December 31, 2005, and
WHEREAS, the Municipalities and the County exercised their option
and extended the term of the Memorandum of Understanding for a
period of one year, commencing January 1, 2006; and
WHEREAS, the Municipalities and the County desire to extend the
operation of the Joint Management Committee and the term of the
Memorandum of Understanding, as revised, for a period of two (2)
years commencing January 1, 2007.
NOW, THEREFORE, BE IT RESOLVED THAT:
The City of Wyandotte hereby approves of and authorizes the full
and necessary participation in the Joint Management Committee
pursuant to terms and conditions set forth in Exhibit 1.
The City hereby designates James R. DeSana as its JMC
representative, and Mark A. Kowalewski as its alternate
representative.
This Resolution shall take immediate effect.

RESOLVED by the City Council that the communication from the
Planning and Rehabilitation Commission dated February 1, 2007
relative to the rezoning of the property known as the Former 300
Oak through 320 Oak is hereby referred to the Department of Legal
Affairs for the proper ordinance change.

recommendation of the City Engineer to repurchase the former
2923-14th Street in the amount of $4,520.00 from available TIFA
funds.

RESOLVED by the City Council that Council hereby CONCURS in the
recommendation of the City Engineer to accept the bid of MDS
Excavating Inc. of Plymouth, Michigan in the amount of $15,925.00
from account # 400-136-825.340 for File -#4414-Sump Pump and
Drainage System for 2015 Biddle Avenue. AND BE IT FURTHER RESOLVED
that all bid bonds be returned to the unsuccessful bidders by the
City Clerk and all bid checks be returned to the unsuccessful
bidders by the City Treasurer and that the Mayor and City Clerk
are authorized to execute the necessary documents to perform said
work.

RESOLVED by the City Council that Council CONCURS with the
recommendation of the City Engineer to acquire the property at
2958 First Street/102 Elm in the amount of $802,600.00 to be
appropriated from DDA Funds provided the Amendment to Purchase
Agreement is executed by Horizon Properties Venture, LLC. AND BE
IT FURTHER RESOLVED that the communication of the DDA is hereby
received and placed on file and that the Department of Legal
Affairs is hereby directed to prepare all necessary documents and
the Mayor and City Clerk are hereby authorized to sign the
Purchase Agreement and the Amendment to Purchase Agreement once
executed by Horizon Properties Venture LLC. AND FURTHER that the
City Engineer is directed to DEMOLISH said property, however the
demolition not to occur any sooner than 90 days from the date of
closing (unless otherwise determined by City Council Resolution).

a desire to meet in closed session to discuss acquisition and/or
lease of real property. Now, therefore, be it resolved that this
Body will meet in closed session immediately following the
regularly scheduled Council meeting for the above stated purpose
only.
