Purpose
Statement
As stated in the Wyandotte City Charter, the specific duties and obligations of
Wyandotte's City Clerk is:
1. CUSTODIAN
OF PUBLIC RECORDS
The purpose is to provide
true and accurate copies of documents on file in the City Clerk's
Office through the utilization of the corporate seal as validation of
same. Numerous departments as well as the public require validated
copies of various public records.
Services
-
Validation through
utilization of the corporate seal of correspondence from the Mayor and
City Council. Also Council minutes dating back to 1867.
-
Issuance of certified
Birth Records,
(LINK)
$15.00 for the 1st copy $5.00 for each additional; also aiding customers
with correction of said record and providing direction if the birth did
not occur in Wyandotte or this country. Liaison with Lansing and
Henry Ford - Wyandotte Hospital personnel to aid customers in correction or to obtain
a copy from Lansing or out of state births.

Numbering, checking in
and certifying death certificates
(LINK).
Working with funeral homes to make corrections on original documents
that have not yet been forwarded to Lansing. Liaison with Lansing for
corrections on certificates already filed; $15.00 for the 1st and $5.00
for each additional copy.
Coordinate preparation of death records on diskette with Downriver
Genealogy Group for internet genealogy research
(LINK),
when funds become available, from 1897 to 1939, ongoing project.

Liaison for freedom of
information act requests and distribution of lawsuits to Attorney,
Meadowbrook, Mayor, Finance, etc.
II. SECRETARY
TO CITY COUNCIL
The purpose is to prepare weekly
council agendas
with correspondence from the general public, department heads, etc.
Services:
-
Preparation of the agenda
and creation of resolutions for
Council's weekly agenda items.
-
Distribution of agendas
to Council Members, via Ordinance Officers, Department Heads, Cable TV,
News Herald, etc.
-
Follow up correspondence,
filing, distribution and publication of ordinances, minutes,
notification of hearing dates, notices of special assessment hearings
and related costs, in the News Herald, IFT's, Brownfield etc to various
taxing jurisdictions.

Process opening of bids,
signing of contracts, validation of insurance and distribution of same.

Attend weekly Council
Meetings, closed session, special and budgetary meetings when scheduled
and record minutes of same.

Review and authorize
payment of bins and accounts: City and Municipal Service and forward
same to the Treasurer's office for processing.
III.
SECRETARY TO RETIREMENT COMMISSION
The purpose is to prepare a monthly agenda for the Commission's
consideration on the 3rd Wednesday of each month.
Services:
-
Prepare and distribute
agenda to each retirement commissioner via Ordinance Officer and mail.

Process correspondence as
directed by the commission and prepare minutes for a public record.

Correspond with actuary
investment advisor, employees and retirees when necessary.
IV. SECRETARY
AND MEMBER BOARD OF REVIEW

Purpose to hear any and all appeals, brought before said Board, as it
relates to their real and personal property assessments and adjust
accordingly.
Services:
-
Attend
Board of Review
meetings in
February,
July and
December per Charter and or State Statute.
-
February
Board of Review requires six (6) days or more to certify the tax roll.
Five daytime and one evening meeting.

July and
December: review hardships and adjust and correct mathematical
errors mutual mistakes of fact.

Submit appeals to Mayor
and Council following an additional review by the Board of Review.
V. ELECTIONS
(LINK)
Purpose is to coordinate all requirements of Local, State, School and
Federal Election laws necessary to maintain the integrity of the
election process for Federal, State, Local, School, new, effective, 2005
and Special Elections.
Services:
-
Maintain voter
registration records, currently 20,269
-
Maintain on a daily basis
the QVF voter file, with the State of Michigan, via computer. In
addition to processing general information. Register and maintain any
changes of voters that appear in person at the Clerk's Office. Maintain
changes and additions forwarded by the County Clerk's Office.

Process all paperwork
necessary to run for a elective office; Declaration of Candidacy,
affidavit of identify petitions and or payment in lieu of, etc. Process
all requests for disks that contain voter names, absentee lists,
precinct locations, etc.
-
Publish in News Herald,
Election dates, last day to register, file for office, list of what is
voted upon, precinct locations and last day to obtain an absentee
ballot.
-
Prepare
voting equipment and miscellaneous materials.
-
Conduct
public accuracy test with Election Commission to determine accuracy of
test deck and ballot printing; Notify
Board of Canvassers and schedule meeting of same for certification of
local elections.

Clerk's
office must be open Saturday before each election from 9 a.m. -2 p.m.
for distribution of Absentee Ballots, last day to mail.
NEW VOTING EQUIPMENT
(MANDATORY FOR 2005) Election HAVA
-
New electronic voting
equipment effective 2004 or 2005, Federal mandate, HA V A, Help American
Voting Act.
VII.
LICENSES:
(LINK)
Purpose is to coordinate
approval of approximately 242 licenses, see attached sheet, plus dog and
cat licenses through i.e., Police, Fire, Engineering ,Treasurer,
Municipal Services, State of Michigan and Council for the health, safety
and welfare of the City of Wyandotte. In addition to coordination with
the Wayne County Health Department and the Michigan State Agriculture
Department for businesses located in Wyandotte which do not require a
City license.
Services:

Collect fees,
(see attached)

Process liquor license
approvals and transfers through City Departments to collect outstanding
debts and ensure compliance and correction of local ordinance and
building violations.
