CHAPTER
VII.
ADMINISTRATIVE DEPARTMENTS -
APPOINTIVE OFFICERS

[ PUBLIC RECREATION COMMISSION ]
Generally.
111-A.
Section
37. There is hereby
established a "public recreation commission," consisting of five (5) members, 'serving without pay, who
shall be appointed by the mayor subject to the confirmation of the council. Their
term of office shall be for five (5) years or until their successors are appointed and
qualified, except that the members of such commission first appointed shall be appointed for
such term that the term of one member shall expire annually thereafter. Said
appointments shall be made on the third Monday of April, 1942 and on the third Monday of
April every year thereafter. Vacancies in such commission occurring otherwise than by
expiration of term shall be filled by the mayor subject to the confirmation of the
council. No person shall be appointed a member of such commission who is not a citizen
of the United States and who has not been a resident and elector of the City of
Wyandotte for at least three (3) years immediately preceding said appointment.

Officers.

Section
38. Immediately after
their appointment, and yearly thereafter, the commission shall meet and organize by electing one of
their members president and such other officers as may be necessary. The
commission shall have the power, within the provisions of this charter amendment, to
prescribe, amend and enforce by-laws and rules and regulations for carrying into effect
the provisions of this charter amendment and for the proper conduct of public recreation
for the city.

Functions.
111-C.
Section
39. The public recreation
commission shall provide, conduct and supervise public playgrounds, athletic fields, recreation
centers, and other recreational facilities and activities on any of the properties owned
or controlled by the city, or on other properties with the consent of the owners and
authorities thereof. It shall have the power to conduct any form of recreation or cultural
activity that will employ the leisure time of the people in a constructive and wholesome
manner.

Employees.
111-D.
Section
40. The public recreation
commission shall have the power to appoint or designate some one to act as superintendent who
is trained and properly qualified for the work. There shall be such other persons
to help conduct the activities as may be determined by the commission.

Budget, gifts, etc.
111-E.
Section
41. Annually the public
recreation commission shall submit a budget to the city governing body for their approval. The
commission may also solicit or receive any gifts or bequests of money or other
personal property or any donation to be applied, principal or income, for either temporary or
permanent use for playgrounds or other recreational purposes.

Reports.
111-F. Section
42. The public recreation
commission shall make full and complete monthly and annual reports to the governing body of the
city and other reports from time to time as requested.
