Wyandotte
General Hospital and Public Welfare Commission
- Generally.
103. Section 28.
The department of public welfare shall be hi
charge off the Wyandotte General Hospital and Public Welfare Commission
which shall consist of five (5) members. The members of the commission
shall be electors and freeholders of the city and shall, with the
exception of the secretary, serve without compensation. No doctor of
medicine or dentistry shall be appointed to the commission. The members of
the first commission existing hereunder shall be appointed on the third
Monday of April, 1926, and shall be appointed for the term of one year,
two (2) years, three (3) years, four (4) years and five (5) years,
respectively. On the third Monday of April, 1927 and on the third Monday
of April in each year thereafter, one member of the commission shall be
appointed for the term of five (5) years.
Editor's noteThe above section appears as amended by a
proposition submitted to the electors on April 6, 1959, which changed
the name of the public welfare commission to the Wyandotte General
Hospital and Public Welfare Commission. The charter compilation
contained in the city's 1956 Code has been relied upon for the exact
rewording and for the fact that the amendment was approved by the
electors.

104. Section 29.
The Wyandotte General Hospital and Public
Welfare Commission shall elect from its number
a
president and vice-president. The commission shall appoint a secretary who
may or may not be a member of the commission and whose duties shall be
prescribed by the commission. The officers of the commission shall hold
office for the term of one year and until then- successors shall be duly
elected and enter upon the duties of their respective offices; provided
that if the secretary of the commission be not a member thereof he shall
not be deemed an officer within the meaning of this provision. The
secretary shall receive such compensation as the commission with the
consent of the council shall determine. The commission shall appoint such
employees and assistants as shall be necessary and shall with the consent
of the council fix their compensation. The commission shall not have
authority to enter into any contract of employment not determinable at the
will of the commission, without the consent of the council. The commission
may discharge any assistant or employee without cause shown.

Public Welfare Commission.

105. Section 30.
The Wyandotte General Hospital and Public
Welfare Commission shall hold meetings regularly, at least one every two
(2) weeks, and shall designate the time and place thereof, shall adopt its
own rules of procedure and shall keep a record of its proceedings. Proper
accounts of the receipts and erpenditures [expenditures] of money shall be
kept. All meetings, records and accounts of the commission shall be
public. Three (3) members shall constitute a quorum for the transaction of
business. The city treasurer shall be the treasurer of the
commission and shall keep all moneys appropriated to or under the control
of the commission in separate funds, one of which shall be known as the
hospital fund and one of which shall be known as the poor fund. The
moneys shall only be paid from said funds upon warrants drawn and signed
by the secretary of the commission and countersigned by the president
thereof; provided that the commission may make provision for the
distribution of money or necessities to the poor of the city in emergency
cases, and may establish a fund for that purpose to be drawn upon as the
commission shall direct. Editor's noteBy an amendment approved by the

General powers and duties.
106. Section 31.
The powers and duties of the Wyandotte General
Hospital and Public Welfare Commission which shall be exercised as herein
provided and in accordance with the general laws of the state and the
ordinances of the city shall be as follows:
a. The commission shall have the powers and duties of directors of
the poor of townships of this state, and shall have charge and control
of all cases of persons applying for public aid in the city and the
disbursement of funds for their relief.
b. The commission shall provide medical aid and treatment for sick
persons who shall have become charges of the city and who temporarily
are unable to obtain medical relief or treatment, and for this purpose
shall have the right to call upon the commissioner of health and
sanitation to treat all sick persons under its care, and may aid and
treat in its discretion cases of alcoholism, insanity and emergency
accident cases occurring in the city.
c. The commission may receive and disburse donations for relief work
and act for such purpose in connection with any society or organization
for charitable purposes, and shall receive and disburse all moneys
received from penal institutions for the relief of dependent members of
families of prisoners, and of moneys apportioned and paid to the city by
the county of Wayne for relief work.
d. The commission shall have the control and management of all
municipal hospitals.
e. The commission shall have such other powers and perform such other
duties as the council shall by ordinance or resolution prescribe.
